Chairwoman Crecelius called the called meeting of the Paducah Planning Commission to order at 5:30
Pm.
The Pledge of Allegiance to the U.S. flag was recited.
The roll was taken.
Commissioner Wade offered:
I move that the reading of the minutes for April 4, 2022 be waived and that the minutes of said meeting,
as prepared by staff, be approved as written.
Vice -Chair Schramke seconded.
Senior Planner Josh Sommer stated the minutes on the dais were corrected minutes to better reflect
the final motion of Lion's Den Lane. No corrections were requested. Chairwoman Crecelius called
for the vote.

Planning Commission New Petitions
Case # TXT2022-0002
Various text amendments.
Vice -Chair Schramke offered:
I move that this Commission adopt a resolution recommending to the Board of Commissioners that case
TXT2022-0002 pertaining to the text amendment of Sections 126-73 Home occupations; Section 126-83
Landscape regulations; 126-87 Mobile Food Vehicles and Food Tents; 126-1o8 Downtown Business
Townlift Zone, B -2-T and 126-115 Historical Zones, H-1 and H-2 of the Paducah Zoning Ordinance be
adopted.

Commissioner Benberry seconded.
Mr. Sommer explained the proposed text amendments for the different sections. He stated the
adoption of the proposed home occupation text amendment would result in an increase in efficiency
for certain home occupations. He then went on to explain the sizes and type of proposed tree
protection in the landscape portion, along with screening between residential and commercial/
industrial uses. Discussion was made about the proposed tree list and landscaping for single-family
residential uses.
Mr. Sommer then explained the mobile food vehicle change was proposed by the Fire Prevention
Division. Mr. Sommer then explained new land uses in the B -2-T Zone and described rental rooms to
be allowed above, below or in the rear 1/3 of the ground floor. He stated the H-1 Zone mimics the 13-
2-T Zone.

Case # ZON2022-0003
Rezoned 525o and 5266 US Highway 6o West to Highway Business Zone.
Commissioner Pollard offered:
I move that this Commission adopt a resolution recommending the Highway Business Zone classification
for property located at 525o and 5266 US Highway 6o West.
I further move this Commission adopt the following findings of fact in support of said recommendation:
1. These parcels are urban in character.
2. Restaurant uses are highly prevalent along the Highway 6o corridor and in the immediate vicinity,
both in the City of Paducah and in McCracken County.
3. These parcels are dependent upon motor vehicle access, which is a hallmark of the Highway
Business Zone.
4. Highway Business Zone borders this property to the East; therefore, there would be a
continuation of this zone. HBZ also is prevalent on the north side of Highway 6o as well.
5. In 2020, the Average Annual Daily Traffic count just west of the site was 14,319 vehicles.
Commissioner Morrison seconded.
Mr. Sommer explained these properties were annexed into the City recently. He further stated the
Petitioner requested HBZ so as to not interrupt the restaurant uses currently on the two parcels. The
HBZ would be a continuation as this zoning currently exists just east of the subject properties.
