Meeting of the Paducah Golf Commission
Meeting called to order by Chairman Rick Loyd at 4:00 PM at Paxton Park.
Chairman Loyd led the Commission in the Pledge of Allegiance.
Commissioners Present: Rick Loyd, Mark Knecht, Steve Seltzer, Mark Kettler, John W. Gill,
Bill Wells & Jeanne Stroup, Secretary.
Others Present: Director Daniel R. Mullen, Mayor George Bray
Motion by John Gill to approve the March Minutes as written. Motion Second by Mark
Kettler. Motion carried.
Chairman Loyd, and Director Mullen both extended a big welcome to the Mayor for attending
our meeting.
Chairman Loyd requested presentation of Old Business:
Director Mullen congratulated our newly re -appointed members of the Golf Commission,
Mark Kettler and Mark Knecht. We greatly appreciate your service and your input.
Director Mullen presented the results of the annual audit report. The audit has been
completed and we received another "clean" report. He pointed out the difference in their
bottom line and ours is we maintain our books on the cash basis; the auditors use accrual
based GAAP numbers, including depreciation.
Motion to approve audit made by John Gill, second, Bill Wells. Motion carried.
Director Mullen discussed the status of new practice green. More dirt is needed due to
settling and erosion. Newer turfgrasses are desired as prototypes and consideration of
long-term improvements to the course. Costs have gone up to finish this green. Director
Mullen discussed different grasses and the differences and how they will impact the
practice green. It is estimated we will probably need additional $5-6,000 to finish green.
Half the expense will be borne by the course, half by Director Danny Mullen. Depending
on how it performs, we might have the potential to put these turfs on the course down the
road. Need to determine if it is a better product before that is decided. Goal would be to
have completed by the Cobb, will depend on the weather and ability to get sprigs timely.
Discussion followed.
Director Mullen updated Commission on status of open job positions and personnel. He
believes we have all positions filled with good candidates.
Director Mullen discussed his Rotary Club speaking engagement.
Director Mullen informed the Commission that the Parking lot painting is completed.
Chairman Loyd requested presentation of New Business:
Director Mullen informed Commission a Spring newsletter has been sent out recently via
email providing info on 2022 events and certain frequently asked subjects.
Director Mullen discussed the incident behind #13 green with the car rolling over the
wall behind Paducah Dermatology and ending up against our fence. No significant
damage was done to our fence but damage to their wall is noticeable.
Director Mullen updated the Commission on following events that will be happening at
Paxton Park over the summer.
o The Kentucky Golf Association has asked Paxton Park to host the Middle School
Regional Golf Championships for our region of western Kentucky. We have agreed
to host this event on Sunday, September 11 and it will not close the course for entire
day just a block of tee times in the afternoon, and we will be paid for this event.
o The Kentucky PGA has asked if Paxton Park could host a Kentucky PGA Players
Ability Test in June. We have agreed to host the event on Monday, June 20 and it
will not result in a course closure either, just a block of a couple of tee times. Not
usually many players taking this at one time.
o The Kentucky Golf Association has also asked Paxton Park to host a local qualifier
for western Kentucky for the Kentucky State Amateur Golf Championship. We have
agreed to host this event on Sunday, May 22 and it will involve a block of available
tee times, rather than a course closure. We will pick up green fees for practice rounds
from this event.
o The Kentucky Golf Association has also asked Paxton Park to host one of the three
West Kentucky Amateur Series events (#2) and we have agreed to do this in July.
This is an initiative started by Dean Terry in 2021 to help western Kentucky
competitors compete in state events without having to travel overnight. We will pick
up green fees from practice rounds for hosting this event.
o Paxton Park will host a new charity fundraiser organized by Paducah Tilghman
football alumni including Neil Clark of the Oscar Cross Boys & Girls Club and
George Wilson, NFL player. The event will benefit kids in some manner.
Director Mullen went over the quarterly financial results and analysis.
YTD green fee volume was down 20% through the first quarter. Dollars were down
14%. April has not been any better due to weather. Two of the first three months in
2022 were colder than last year and two of the first three months were wetter than last
year.
Mayor Bray spoke to the Commission and Director Mullen with suggestions to consider
with respect on ways to improve and grow.
o Suggested getting involved speaking to Rotary, Kiwanis and other civic
organizations. Director Mullen mentioned he was pleased to do so anytime an
invitation is extended.
o Offered to partner with us to get the word out via the City database and email
blasts regarding events and opportunities at the course. He mentioned Pam
Spencer and her help communicating our offerings. Discussed donations and how
they are handled. Pam could communicate to citizens that they can donate to
Paxton Park, and it be tax deductible.
o One item mentioned to Mayor Bray was the availability of junior golf programs
and he asked about opportunities for junior golf programs. Discussion followed
about The Golf Complex and our partnership with them regarding lessons; the
programs and teaching currently done on-site by Bob McBride, our part-time
teaching professional; the previous use of the facility in the summer by the Parks
Department for just such a program; as well as our staffing limitations which have
prohibited more such programs.
o Discussion of trends due to Covid over the last 5 years. Covid saw an increase in
play.
o Discussed First Tee, ways to get African Americans more involved in the game of
golf.
Secretary Stroup went over current financials.
