(1) To hear all appeals from denials of applications for permits required by this article.
(2) To adopt rules for the conduct of such hearings, which rules shall uniformly apply to all such
appeals.
(3) To follow the hearing of such appeal to cause its decision to be reduced to writing.
(4) To advise appropriate municipal agencies on matters of care, preservation, planting, removal,
replacement or disposition of trees in parks, along streets and in public areas as needed.
(5) To promote urban forestry.
(6) To review and recommend as necessary the master street tree plan prepared and submitted by
the Appointee.

Pines Road Trees
Per my windshield survey of the 3 oaks on pines road:
All 3 trees exhibit health issues mostly from rot from past ice storm damage.
1. The tree closest to country club lane is heavily infested (as you noticed) with Horned Oak Gall. This infestation is
generally harmless to the tree however, due to the amount of galls present, this may become a health concern
in the near future. Removal of this tree would seem reasonable — removal of the galls would not be feasible.
2. Middle of the 2 trees had quite a bit of storm damage but appears to be healthy— it would be ideal if it could be
properly pruned to remove decay and broken limbs. Likely could be pruned to restore form and health.
3. Tree closest to West Wood Hills road has lots of past damage but might take several years of proper pruning to
restore a good crown/canopy. I would remove decay and broken limbs if not entirely removed. Could be
preserved by pruning to restore form and health.
Any substantial removal or heavy damage of the roots of the tree could possibly result in structural damage to the
trees. Generally speaking (there is no hard scientific recommendation to my knowledge) we should be looking to stay
distance of 2-3 x's the diameter of the tree from the base of the tree to maintain structural integrity. And roots must be
pruned cleanly to promote recovery
I would recommend to anyone that they consult ANSI A300 Part 1 (Tree Pruning) and ANSI A300 Part 5 (Managing Trees
During Construction) as a point of reference to any of this tree work.
If it is not feasible to perform the proper pruning and/or root pruning work then it is at your discretion as to whether or
not to take them down. I think you could justify removing or preserving the trees although I would encourage keeping
them especially since there are not that many mature trees providing canopy coverage on that side of Pines road.
