Paxton Park RECEIVED Paducah KY August 24, 2021 SEP 2 7 20?1 Meeting of the Paducah Golf Commission CITY CL..ERk Meeting called to order by Chairman Loyd at 6:0o PM at Paxton Park. Chairman Loyd led the Commission in the Pledge of Allegiance. Commissioners Present: Chairman Rick Loyd, Steve Seltzer, Bill Wells, Mark Kettler, John W. Gill, & Jeanne Stroup, Secretary. Others Present: Director Daniel R. Mullen Motion by John Gill to approve the July Minutes as written. Motion Second by Mark Kettler. Motion carried. Chairman Loyd requested presentation of Old Business: Director Mullen thanked the Commission for their flexibility in changing the date for this meeting. Director Mullen updated Commission on City Contract for Services, which has been signed by Rick Loyd, Chairman and submitted to the City for two readings and then a check will be issued for $42,500 (15{ half of annual fee). A new 3 -year title sponsorship agreement for the Cobb with Banterra Bank has been signed by Rick and returned to Banterra for their signature. Mark Knecht is working on Jim Smith Contracting and feels we have a good shot at that one as well. Update on Practice Green - Mr. Barnhill has been out and done most of the dirtwork on the new practice green. His recommendation to have the best chance of retaining the requested slopes was to let the dirt settle. Irrigation lines were started today around the green and once this is operational, we will install Bermuda and zoysia sod around the apron this year. The greens turf will be sprigged in May of next year after the dirt settles this winter and Mr. Barnhill comes back out to finalize the slopes, which will include mixing some peat and sand in the top 5 inches of the soil. The 2nd protective tarps have been ordered for greens number i, lo and 2 coverings for the new practice green. The cost will be approximately $5,00o and will have a 3 -year material warranty. The cost will be paid for by private donor. The old cover for the former railroad practice green will become the 2nd cover for the Starters Booth practice green. The cost ended up being approximately 14 cents per square foot but the tarps were bigger than the green area because of the rectangular shapes the tarps must be cut in. The down payment has been made (equal to 50% of the cost) in order to get the tarps before winter. The balance will be paid upon delivery. The new AIM Point practice green covers will consist of 5 tarps which will provide a double layer cover for the 8,00o square foot green. Since no greens turf will be installed in 2021 on this green, we can use these 5 tarps on other greens this winter for extra protection (perhaps the Bunker practice green and number 11). We will complete the landscaping project around the pavilion before the next meeting (all we have remaining is install creek rock around the mulch beds and put in additional mulch). One plaque has been set in the mulch bed (because it was too heavy to move twice very far) and it will be imbedded somewhat near its present location with the remaining plaques surrounding it. Seniors entries went out August 11. Texas and Paducah Bank have confirmed title sponsorship. NEW BUSINESS: • All Commission members were requested to sign Proof of Receipt regarding the State Attorney general's request to provide open meetings and open records compliance requirements. The new guidance has been updated for Covid related situations. Motion made by John Gill to designate custodian of records as Jeanne Stroup. Motion Seconded by Mark Kettler. Motion carried. • The pump went down about 2 weeks ago, and we had to have a couple of service techs to come in and fix the problem. Cost to be determined, but the pump is 10 years old, and it was felt it needed looking at. We will have to install a new butterfly valve (because the old one doesn't quite shut off anymore) but we have purchased it from them, and we will install it ourselves this Fall. It seems to be working now. • Requested to see if timer can be put on the pump to shut off the power at night after it has completed its cycles—no response yet. This would prevent staff fromhaving to come out late at night to turn it off. • The Kenny and Russ Benefit event is scheduled for Friday, October 29. Emma has been invited but she is currently scheduled for an event. If that changes, she would love to be here (and rumor has it, the LPGA event might be cancelled). Discussion with Baird soon re title sponsorship and then public promotion will begin. • Discussion of tree/limb removal on course as maintenance allows. • Request has been made for the Commission to consider adding senior ladies tees on longer holes. Discussion followed and agreed additional tee markers can be utilized. • July green fee play was up 15% ---YTD is up 4% thru the first 7 months. August has been relatively flat so far. • Introduce Note of Thanks from Deb Blagg for hosting the Florence Paxton Memorial. • Secretary Stroup went over current financials Motion to Adjourn made by Mark Kettler.
