I.The Paducah Creative & Cultural Council convened for a Called Council meeting on January
20, 2022, at 4:30 p.m. in the Commission Chambers at City Hall at 300 South 5th Street.
II. Roll Call
Upon a call of the roll, the following members answered to their names:
City Planning Director Nic Hutchison, Chad Clark, April Cochran, Basil Drosos, Mary Katz,
Steven Page, Cindy Ragland, Shand Stamper, Morgan Walker
Guest: Hope Reasons, new City hire to work on grant writing.
III. APPROVE MINUTES FOR December, 2021
M. Katz moves to approve minutes.
N. Hutchison seconds.
No objections. All in favor. Minutes approved.
IV. New Business
A.) Chad Clark will present - public art presentation
Word Candy concepts in the beginning: cultural districts, positive financial impact, art has value
in the community.
Create an elevator pitch for the group to use for sponsorship. The city needs to contribute in
order to claim its title as a creative city/destination.
Give it a label (like cultural district) To bring it to life
*How can we do this when private properties are involved?
-Agri-art is a possible tie in for our local community.
% of $ for the art:
Some cities create an ordinance that 1 % of all new construction has to be dedicated for public
art in some fashion.
Nashville has enacted this for public development, doesn't have to be done privately, there are
opt out options but program sees a lot of success
*Does our local architecture exist on a dedicated walk? Can we do something with the
architecture that is here? Public education of our assets is key.

B. Drosos points out "we need to do better maintenance of our downtown area"
Art walks - think of a different way to enact this activity that could be engaging and not rely on
downtown business owners. Needs to be a small footprint.

Bus stops: Structures for artists to design/make - Engineering says $ for bus stops comes from
PATS
B. Drosos may invite the new Airport Director Dennis to discuss art purchasing/integration plans
for the new airport. Raleigh/Durham has local art stall vendors that have been successful.
Land as sculpture / agriculture as art - ties in to local
Fallen Fruit - taking fruit from public space to make jam - free for all
Project Pomoma the UK Extension Office Bryant Hielman, agricultural tie here again
B.) Council Priority Setting N. Hutchison
Budget season is upon us
Budget meetings will start first of February and Budget adopted June 30
N. Hutchison will send an email to the group to ask for budget items.
V. Old Business
a.) website is under final review construction and will be able to go live soon
b.) N. Hutchison has provided us with a record of terms for the council
c.) A. Cochran reminds the group of the public work chair project

a.) Wall Dogs will present in March
