16, 2021, at 4:30 p.m. in the Commission Chambers at City Hall at 300 South 5th Street.
Upon a call of the roll, the following members answered to their names:
April Cochran, Shand Stamper,Steven Page, Cindy Ragland,
City Planning Director Nic Hutchison present
Guests; Chad Clark, Mayor George Bray, and Mary Hammond from CVB join us

I. APPROVE MINUTES FOR November, 2021
Cochran to approve minutes.
Stamper seconds.
No objections. All in favor. Minutes approved.
II. Mary Hammond with CVB to introduce Economic Impact Study
Hammond explains why the Economic Impact Study is important:
Not a pay to play - it's the work to sustain your cultural heritage
Americans for the Arts relationship 20 years old,
National Endowment for the arts National Endowment for the humanities and Endowment for
the Arts
Research driven to make marketing decisions
Grant applications require research and data
Market House theater did it on their own several years back
Visitors bureau paid for it 10 years ago $8K plus add ons
Lots of work based on non-profit organizations/ it is advised individuals get associated with a
non-profit so you can be counted
If you want a piece of the pie back you must show economic impact
McCracken Co.2.4% of the economic impact in state wide tourism dollars
UNESCO creative cities requires that you calculate impact
1.4% 2020 state population
UNESCO is a way to differentiate us from other river cities
(Franklin TN & Smokie Mountains, Cape, BG, Owensboro)
Is there a plan for disseminating information once gathered?
Americans for the Arts came and spoke previously and gave the results last time - (add on fees)
Covid changed everything: marketing shifted to Focus on quality of life, strategic plan
(aside: More wifi needed citywide to improve footing as a digital capital, infrastructure makes a
difference)
Locals don’t know the Paducah message

Creatives not engaged - not associated with anything and not being counted
February Town Hall -
C. Clark “Public Art - looking at a permit structure can be data collection”
M. Bray thanks us for our service and volunteerism and notes how important our board
and this work is. Creativity of Paducah is one of leading attributes but may be
fragmented at times. The idea of the board is to bring things together and cuts across all
facets of the community. Pledges support financially. One thing he does in economic
development is going to companies to thank them for being here. Went to
TransMontaigne and asked about making a tank into public art. WallDogs muralist - want
to host that in Paducah. Steven Estes. Storage tank - south side is a primary focus.
Perhaps a way to partner with PSAD for mural festival.

Advocating for the arts
Art in Paducah
Add logo for UNESCO Creative Cities Logo
Paducah joined Santa Fe as one of only two craft and folk art destination cities in the US
Put Organizations and artists as equal weight
Correct title under ORGANIZATION LOGOS:
*the carson center for the performing arts - does not say that on our site
*WKCTC Paducah school of art and design in title
Maybe we need to add?

IV. New Board Member Update
Can we have a copy of another advisory committee bylaws?
When are our dates for when terms are up? Cochran Katz 3/24/21, Ragland Page 3/22/22 but
were extended.
The council likes Morgan Walker, Basil Drosos, and Marcus Turnley for appointment. We
recognize all three cannot be appointed at this time.
V. Broadway Mural Project
This project is moving forward to enhance this property and will be advancing through the
mainstreet process. Cool project we look forward to creating the parameters and the process by
which artists apply for opportunities like this. Civic Beautification would like to sponsor the next
project (with dogwoods)
VI. Other Business
A.Cochran wants $5,500 for Chair project
C. Ragland: Women’s Club board will host an artist each month - at their space on Jefferson.
Tommy Fletcher will be Jan artist. 8595365829 if you want an exhibition could be a groups show
