System
December 13, 2021
The Electric Plant Board of the City of Paducah, Kentucky d/b/a Paducah
Power System ("PPS") held a regular Board Meeting on December 13, 2021 in the
Conference. Room at the offices of Paducah Power System.
The meeting was called to order at 12:00 p.m. by Chairman Ed Hely who
j presided. Members of the Electric Plant Board present in addition to Chairman
Hely were Mark Workman, Hardy Roberts, Sandra Wilson, and Darryl Pea PPS
employees present were Dave Carroll, Rick Windhorst, Andrea Underwood, Doug
Handley, and Sarah Durbin. Plant Board attorney, Kent Price (McMurry &
Livingston) also attended the meeting.
Chairman Hely first called on PPS Assistant General Manager, Rick
Windhorst, who presented this month's Safety Moment on "Preparing for
Emergencies."
Member Pea then offered a motion, seconded by Member Roberts, to
approve the Consent Agenda which consisted of: (i) minutes of a regular meeting
of the Electric Plant Board held on November 8, 2021; (ii) promotion of Employee
#254 to Storekeeper in accordance with the signed management memorandum in
the Board's meeting materials; (iii) approval of Fifteenth Amendment to License
Agreement between the Electric Plant Board and Kentucky Utilities Company
dated as of December 31, 2021; and (iv) approval of Market -Based Interruptible
Customer Service Agreement between the Electric Plant Board and Blockware
Mining, Inc. After brief discussion, the motion was adopted unanimously with all
members saying aye.
Member Wilson next offered a motion, seconded by Member Workman,
that the Electric Plant Board approve and accept as the best evaluated bid the bid
of R. Carr & Associates in the amount of $47,000.00 for the provision of access
control, fire, and security protection services to multiple PPS building locations.
Rick Windhorst explained the rationale for his recommendation to accept a bid that
was not the lowest bid. The motion was adopted unanimously with all members
saying aye.

The next item of business was a motion made by Member Workman,
seconded by Member Roberts, that the Electric Plant Board approve Jaren Frick as
Employee #381 for the position of Storekeeper. The motion was then adopted with
all members saying aye.
Chairman Hely then called on Rick Windhorst who reported on assistance
being provided by crews from PPS and other municipal electric systems to restore
electric and fiber communication services in Mayfield, Princeton, and other areas
of western Kentucky that suffered devastating damage from the tomado of
December 10, 2021.
There being no further business to address at the meeting, Member Wilson
Adjournment I offered a motion, seconded by Member Roberts, that the meeting be adjourned.
The motion was adopted with all members saying aye, whereupon the meeting was
adjourned.
