Background Information: To coincide with a national campaign, the Kentucky Office of Highway
Safety is offering mini grant funds for texting while driving enforcement from April 7 through April 20,
2014. This focused enforcement effort is to help reduce the collisions, injuries and fatalities that have
been occurring due to driver's inattention and distraction.
The Paducah Police Department is proposing to submit an application for $10,120 for overtime hours
related to distracted driver traffic enforcement during the week of April 7 through April 20, 2014. A
local match is not required.
If the Commission desires the Police Department to submit an application regarding the above
referenced program, it must authorize and direct the Mayor and/or Mayor's designee to sign all
required application and grant related documents.

APPLICATION AND ALL DOCUMENTS NECESSARY FOR A REIMBURSEMENT
GRANT IN THE AMOUNT OF S 10.120 THROUGH THE KENTUCKY OFFICE OF
HIGHWAY SAFETY FOR SPECIFIC TRAFFIC ENFORCEMENT FOR THE PADUCAH
POLICE DEPARTMENT
BE IT ORDERED BY THE CITY OF PADUCAH. KENTUCKY:
SECTION 1. Tile Mayor is hereby authorized to execute an application and all
documents necessary for a reimbursement grant through the Kentucky Office of Highway Safety
in the atllqunt of 510.120. Said grant funds shall be expended for overtime traffic enforcement
activities related to distracted driver traffic enforcement during the week of April 7 through April
20. 3014 for the Paducah Police Department. No local cash or in-kind contribution is required.
SECTION 2. This Order shall be in full force and effect from and after the date of
its adoption.

Background information: The Department of Homeland Security, Federal Emergency Managetnent
Agency (FEMA) offers the Fire Prevention and Safety Grant (FP&S) allowing departments to reach a
higher level of safety in relation to fire and fire -related hazards in order to mitigate incidences.
The Paducah Fire Department proposes to submit a grant application to the Department of Homeland
Security, Federal Emergency Management Agency (FEMA) for the FY2013 Fire Prevention and Safety
Program.
The total project cost is estimated to be $4,362.00. The Paducah Fire Department will use the funding to
target a specific high risk population to conduct both door-to-door smoke alarm installations and provide
home safety inspections, as part of a comprehensive home fire safety campaign. The comprehensive
home fire safety campaign will also include an educational program that is delivered to the occupant at
the time of the installation and inspection. The smoke detectors will be powered by non -removable, non -
replaceable batteries that power the smoke alarm for a minimum of 10 -years and which are enclosed
within a tamper-resistant housing.
This request requires a five percent (5%) cash match in the amount of $218.10 that will be provided
through the Fire department's anticipated FY2015 department general budget — account number 001-
1803-522.39-09.
If the Commission desires to authorize the submission of the proposed application, it nnrst authorize and
direct the Mayor and/or Mayor's Designee to submit and execute all documents necessary to do so as
well as, authorize the submittal of the grant application through the AFG Grant Portal system by the
Planning Department. If an award is offered, it will be brought beforethe Commission for consideration.
