MINUTES OF THE PADUCAH PLANNING COMMISSION
NOVEMBER 16, 2020, 5:30 P.M.
Video Conference Meeting via Zoom
Note: In order to keep the Commission and public safe in the midst of the COVID-19 outbreak this
meeting was held virtually using video teleconferencing. In accordance with Senate Bill 150, the
public was invited to participate by joining: https://us02web.zoom.us/s/83107661027 or view the
meeting on the government access channel, Government 11 (Comcast channel 11). The link was
included on individual legal notice.
Attendees: Chairwoman Cathy Crecelius, Vice-Chair Lorraine Schramke, Paul Bradford, David
Morrison, Valerie Pollard, Bob Wade
Absent: Joe Benberry
Staff: Josh Sommer, Associate Planner; Tammara Tracy, Director of the Department of
Planning
Guests: Jason Goins
Chairwoman Crecelius called the regularly-scheduled meeting of the Paducah Planning Commission
to order at 5:30 pm. Members who were present were visible on the video monitor, with the
exception of Vice-Chair Schramke, who joined via telephone.
The pledge of allegiance to the U.S. flag was recited.
The Roll was taken.
Commissioner Morrison offered the following motion: I move that the reading of the minutes for
November 2, 2020 be waived and that the minutes of said meeting, as prepared by staff, be approved as
written.
The motion was seconded by Commissioner Pollard. No corrections were requested.
6 Ayes (Crecelius, Bradford, Morrison, Pollard, Schramke, Wade), 0 Nays; Motion approved.
Planning Commission Continued Cases
Case #: PLT2020-101 & WAV2020-106
Case PLT2020-101 was left on the table awaiting roadway and stormwater agreements between the
developers and the City Engineer’s office. Case WAV2020-106 was left on the table awaiting a
resolution between the Petitioner and the surveyor for roadway frontage.

Case #: PLT2020-100 3430-3490 & 3540 Trail Head Drive and 200-260 & 215-235 Trail Loop and 148-154 County Park Road
Remove from table and agenda. Applicant is Greenway Village, LLC.
Commissioner Bradford offered:
I move that this Commission remove from the table Case# PLT2020-100 pertaining to 3430, 3440, 3450,
3460, 3482 & 3490 Trail Head Drive and 200, 210, 215, 220, 225, 230, 235, 240, 250 & 260 Trail Loop
and 148, 152 & 154 County Park Road.
I further move that Case# PLT2020-100 be removed from the agenda at the request of the applicant.
Commissioner Pollard seconded.
Chairwoman Crecelius stated the applicant had requested this item be removed from the agenda.
No questions were asked. Chairwoman Crecelius called for the vote.

Planning Commission New Business
Case #: ZON2020-044 3660 Olivet Church Road
Rezone lot from R-1 to B-3 for business expansion. Applicant is Hutson, Inc.
Commissioner Wade offered:
I move that this Commission adopt a resolution approving the B-3 General Business Zone classification
for property located at 3660 Olivet Church Road.
I further move the following findings of fact be adopted:
The parcel is intended to be utilized for economic expansion of a business currently located in the
Paducah city limits;
There have been major changes of an economic, physical or social nature within the area involved
including new retail and medical uses;
The B-3 General Business Zone is appropriate because it mimics the existing development pattern
which is automobile oriented and is supportive of future commercial development;
The proposed B-3 General Business Zone would allow for new commercial development, which in
turn provides jobs, new commercial development and helps to further solidify the importance of
the Regional Trade Center as a whole.
I further move the above findings of fact be made in accordance with KRS 100.213.
Commissioner Morrison seconded.
Chairwoman Crecelius stated she understood this petition to stem from an existing business that
wished to expand. Senior Planner Josh Sommer answered in the affirmative. Commissioner

Morrison asked Mr. Sommer to define automobile oriented. Mr. Sommer stated that the Regional
Trade Center drew patrons from around the local area and not just Paducah proper. The high traffic
counts make walkability difficult, thereby necessitating the use of vehicular modes of transportation.
No further questions were asked. Chairwoman Crecelius called for the vote.

Case #: WAV2020-115 314 Broadway
New unit for a condominium regime. Applicant is Campbell Downtown Properties, Inc..
Vice-Chair Schramke offered:
I move that this Commission receive and file the application of Campbell Downtown Properties, LLC for
the proposed re-subdivision of property located at 314 Broadway.
I further move that the requested waiver of the public hearing and the dedication of streets be given and
that approval of the submitted plat be granted.
Commissioner Pollard seconded.
Chairwoman Crecelius asked Mr. Goins if the proposed condominium unit was part of the former
restaurant. Mr. Goins stated it was not part of the original restaurant. Commissioner Pollard
reiterated that at this time someone else was occupying the space. Mr. Goins stated that was correct.
Commissioner Wade asked if the unit was already part of a condominium unit. Mr. Goins stated it
was created some time ago and this plat was part of clean-up to create it. Commissioner Wade asked
if the elevator and stairwell could be accessed from the new unit. Mr. Goins stated they could be and
was part of the common elements.
No further questions were asked. Chairwoman Crecelius called for the vote.

Adjournment
Chairwoman Crecelius asked if there was any other business to be brought before the Planning
Commission, seeing none she adjourned the hearing at 5:46 pm.
