MINUTES OF THE PADUCAH PLANNING COMMISSION/
URCDA
OCTOBER 4, 2021 5:30 P.M.
Paducah City Hall Commission Chambers
Attendees: Vice-Chair Lorraine Schramke, Joe Benberry, Paul Bradford, Valerie Pollard, Bob Wade
Absent: Cathy Crecelius, David Morrison
Staff: Nic Hutchison, Planning Director; Joshua P. Sommer, Senior Planner
Guests: Rick Tosh
Vice-Chair Schramke called the regularly-scheduled meeting of the Paducah Planning Commission to
order at 5:30 pm.
The Pledge of Allegiance to the U.S. flag was recited.
The roll was taken.
Commissioner Wade offered:
I move that the reading of the minutes for September 9, 2021 be waived and that the minutes of said
meeting, as prepared by staff, be approved as written.
Commissioner Bradford seconded.
No corrections were requested. Vice-Chair Schramke called for the vote.

Planning Commission Continued Petitions
Case# PLT2020-101 4500 Buckner Lane
This item was left on the table. It was scheduled to roll off the Planning Commission agenda on
October 11, 2021.
Planning Commission New Petitions
Case # VAC2021-0001 1401 Elmdale Road and 500
Ridgewood Street
Vacate and close approximately619’ of Vermont Street.
Commissioner Benberry offered:

I move that this Commission adopt a resolution forwarding a positive recommendation to the Board of
Commissioners to vacate and close a 619.53’ long, 40’ wide portion of Vermont Street extending between
1401 Elmdale Road and 500 Ridgewood Street.
Commissioner Wade seconded.
Commissioner Bradford asked if the adjacent property owners were notified. Mr. Sommer stated
they were. Commissioner Bradford asked if there were any comments. Mr. Sommer stated he did
not receive any comments.
Vice-Chair Schramke asked Mr. Sommer to go over the procedures upon a positive recommendation
to the Board of Commissioners. Mr. Sommer explained the process and what would happen next.
No further questions were asked. Vice-Chair Schramke called for the vote.

Case # VAC2021-0002 501 North 3rd Street and 514 & 520
North Loop Road
Vacate and close approximately 313’ of a 20’ alley between Park Avenue and Executive Boulevard.
Commissioner Bradford offered:
I move that this Commission adopt a resolution forwarding a positive recommendation to the Board of
Commissioners to vacate and close a 313.42’ long, 20’ wide alley extending between North Loop Road and
Executive Boulevard.
Commissioner Benberry seconded.
Commissioner Bradford asked if the adjacent property owners were notified. Mr. Sommer stated
there were no adjacent neighbors as the City owns the entire block.
Mr. Rick Tosh addressed the Commission. He stated there is a sewer line that is out of service on the
property, but could be utilized depending on development. He further stated a waiver plat would
follow, including new utility easements. Discussion followed regarding the sewer line and access.
No further questions were asked. Vice-Chair Schramke called for the vote.
