MINUTES OF THE PADUCAH PLANNING COMMISSION/
URCDA
APRIL 19, 2021 5:30 P.M.

Attendees: Chairwoman Cathy Crecelius, Vice-Chair Lorraine Schramke, Joe Benberry, Paul
Bradford, David Morrison, Valerie Pollard, Bob Wade
Absent:

Chairwoman Crecelius called the regularly-scheduled meeting of the Paducah Planning Commission
to order at 5:30 pm.
The pledge of allegiance to the U.S. flag was recited.
The Roll was taken.
Commissioner Wade offered the following motion: I move that the reading of the minutes for April 5,
2021 be waived and that the minutes of said meeting, as prepared by staff, be approved as written.
The motion was seconded by Vice-Chair Schramke. No corrections were requested.
7 Ayes (Crecelius, Benberry, Bradford, Morrison, Pollard, Schramke, Wade), 0 Nays
Commissioner Wade offered the following motion: I move that the reading of the minutes for April 8,
2021 be waived and that the minutes of said meeting, as prepared by staff, be approved as written.
The motion was seconded by Commissioner Benberry. No corrections were requested.

Planning Commission Continued Petitions
Case #: PLT2020-101
Case PLT2020-101 was left on the table awaiting roadway and stormwater agreements between the
developers and the City Engineer’s office.
Planning Commission New Petitions
Case #: WOS2021-0014 5501 Commerce Drive
Lot line establishment resulting in two lots.
This plat was pulled by the Petitioner, as changes were requested by the Paducah-McCracken County
Industrial Development Authority.

Case #: WOS2021-0015 1445 Lone Oak Road and 300 Maxfield Drive
Lot line establishment resulting in two lots.
Commissioner Pollard offered:
I move that this Commission receive and file the application of Bellemeade Company, LTD for the proposed
re-subdivision of property located at 1445 Lone Oak Road and 300 Maxfield Drive.
I further move that the requested waiver of the public hearing and the dedication of streets be given and
approval of the submitted plat be granted.
Commissioner Morrison seconded.
Senior Planner Josh Sommer stated staff requested a note on the plat for 300 Maxfield Drive to
follow the R-1 Low Density Residential Zone standards in perpetuity since the location in a Planned
Unit Development. Mr. Jack Mundy stated he was not aware of any impending development for the
Lone Oak Road tract.
No further questions were asked. Chairwoman Crecelius called for the vote.

Case #: WOS2021-0016 150 Downs Drive; 3325, 3327, 3335 & 3337 Park Avenue and 145 & 165 Metcalf Lane
Lot line abolishment and re-establishment resulting in two lots. Ingress/ egress abolishment and re-
establishment.
Commissioner Bradford offered:
I move that this Commission receive and file the application of McCracken County, Kentucky and J.
Steven Shaw for the proposed re-subdivision of property located at 150 Downs Drive; 3325, 3327, 3335
& 3337 Park Avenue and 145 & 165 Metcalf Lane.
I further move that the requested waiver of the public hearing and the dedication of streets be given and
approval of the submitted plat be granted.
Commissioner Pollard seconded.
Chairwoman Crecelius asked if any additional property would be added to the tract. Mr. Jett Wood
stated he did not think there would be any additional properties. Mr. Sommer stated the plat
contained properties both in the City and County, therefore both Planning Commissions would need
to approve the plat.
Commissioner Morrison asked for clarification where the retail building was. Mr. Wood stated it
would be on the Shaw property with a potential new development. Commissioner Morrison asked if
the closing of Metcalf Lane would impact the development. Mr. Wood stated he did not think it
would and the County could petition to close the road in the future if plans are impacted.
Commissioner Morrison asked for clarification where the ingress/ egress easement was. Mr. Wood
stated it was on the east side of Tract two.

Further discussion was made about the ingress/ egress easement and the future entrance. Mr. Wood
stated the main entrance would be off Downs Drive.
No further questions were asked. Chairwoman Crecelius called for the vote.

Case #: WOS2021-0017 501 & 507 Harahan Boulevard
Lot line abolishment resulting in one lot.
Commissioner Morrison offered:
I move that this Commission receive and file the application of Charles Nichols for the proposed re-
subdivision of property located at 501 & 507 Harahan Boulevard.
I further move that the requested waiver of the public hearing and the dedication of streets be given and
approval of the submitted plat be granted.
Commissioner Benberry seconded.
Senior Planner Josh Sommer stated the plat was a requirement from the URCDA for the Petitioner
to combine the lots for a new house. Commissioner Bradford asked if the fence was still enroaching.
Mr. Jack Mundy stated he thought it was still there.
No further questions were asked. Chairwoman Crecelius called for the vote.

Adjournment
Chairwoman Crecelius stated the next meeting would be May 17th. She adjourned the hearing at 5:41
pm.
