HomeMy WebLinkAbout04-15-2021 The Paducah Creative & Cultural Council convened for a Council meeting on April 15th, 2021, at 4:30 p.m. via video and/or audio teleconference. Upon a call of the roll, the following answered to their names: April Cochran, Shand Stamper, Cindy Ragland, Ty Wilson. Mary Katz, Melanie Reason, Steven Page, were also in attendance (7). City Employee Lindsay Parrish was also in attendance In order to keep the Council and public safe in the midst of the COVID-19 outbreak and in accordance with Kentucky Executive Order 2020-243 and SB 150, all members of the Creative & Cultural Council participated using video and/or audio teleconferencing. The public was invited to view the meeting via the Zoom Virtual Meeting Link and call-in phone number. APPROVE MINUTES FOR MARCH 18, 2021 Ty Wilson moved to approve, with Cindy Ragland second. No objections ARTIST SURVEY QUESTIONNAIRE. Shand shared that updates were made and the link will be re-shared. Questions and suggested amendments can be emailed to Shand (klara.stamper@mccracken.kyschools.us) and we will address them at a future meeting or immediately made. NEA GRANT UPDATE/PROJECT POTENTIAL We need to use the grant money by December (20K total, 10K from NEA). 3-4K has been spent already. A discussion followed on potential worthy projects. Evolve- find people who have creative ideas who want to implement- launch program etc. They take the 10 sessions to help with generation - may have funding for project at the end. The AIR Institute of Berea also discussed - but as its free, it’s not a use of NEA funds. It was decided that our website/artist directory could be the primary focus. Ty and Melanie will check into whether we can use NEA grant to launch the directory. Timeline and amount of funding could be an issue. COUNCIL VISION: Members shared their individual motivations for volunteering to serve. We have many shared motivations of artist identification, serving as a creative connection, creative tourism, recognizing art as a change agent, keeping elected officials aware of the creative community and its value, etc. There are some concerns with the ordinance in its current form. It might not be practical with an all volunteer, once-a-month meeting council. As our council carries out its work and develops its vision/mission statements - we may need to revisit. DIRECTORY: Much discussion about potential uses of the directory ensued. It could be a marketing tool, encourager for use of local art in your business. Directory committee comprised of April, Melanie, Shand to continue cleaning directory questionnaire up and preparing it for website development. ART A LA CART CONCERN: Cindy brought Mary Ruth Maggard (Tutu) Art A La Cart concerns to the Council. They are worried they will be moved from the Gazebo corner with the potential development of that area. We as a council have nothing to do with property use. Melanie said Art a’la carte Is an important stakeholder group since the beginning of the city block group and that the use type will remain the same plus there is planned additional space for more storage and utilities. They had their own listening session for city block. April will forward their email to Melanie, who will bring it to Katie Axt so she can reach out to the group and address their concerns. IN PERSON BOARD MEETING QUERY: The Mayor has asked the city organizations to explore moving to in person meetings and a gauge member interest and comfort levels in doing so. Council members expressed general preference for zoom meetings due to ability to be flexible with schedules and location, in addition to the safety concerns. Different potential in person locations were discussed and it was decided that the group would like to continue to meet via zoom for flexibility and added safety. OTHER BUSINESS: The Council provided updates on upcoming arts events in Paducah. ADJOURN: Melanie Reason moved, Ty Wilson second to adjourn. Motion carried. Next Meeting: May 20 at 4:30 pm
