Creative & Cultural Council Minutes January 21, 2021
The Paducah Creative & Cultural Council convened for a Council meeting on January 21, 2021, at 4:30
p.m. via video and/or audio teleconference. Upon a call of the roll, the following answered to their
names: April Cochran, Mary Katz, Steven Page, and Cindy Ragland, Ty Wilson, Melanie Reason (6).
Those members absent were Shand Stamper (1). Tammara Tracy resigned as Planning Director for the
City of Paducah. Principal Planner Katie Axt attended in her place.
Lindsay Parish, City Clerk, took the minutes in Secretary Stamper’s place.
In order to keep the Council and public safe in the midst of the COVID-19 outbreak and in accordance
with Kentucky Executive Order 2020-243 and SB 150, all members of the Creative & Cultural Council
participated using video and/or audio teleconferencing. The public was invited to view the meeting via
the Zoom Virtual Meeting Link and call-in phone number.
APPROVAL OF MINUTES
Council Member Katz offered the motion, seconded by Council Member Wilson to approve the Minutes
for the December 17, 2020, meeting of the Creative & Cultural Council. All in favor.
PROPOSED ZOOM MEETING WITH ANDEE RUDLOFF
Council Member Ragland proposed having a Zoom meeting with Andee Rudloff, who is a member of the
Kentucky Arts Council. She has served under the present and previous governor.
It is believed that Andee will be able to share suggestions and advice with the Council. Andee also works
out of Nashville and presents Grants Writing Management Classes. She has her fingers on the pulse of art
using all sorts of vehicles and mediums, and is connected to several large organizations.
Council Member Katz offered the motion, seconded by Council Member Page, to invite Andee Rudloff to
a Zoom Meeting with the Council. All in favor.
Council Member Ragland will reach out and see if Andee Rudloff is available for a Zoom Meeting in
time for the next meeting of the Council.
NATIONAL ENDOWMENT FOR THE ARTS GRANT UPDATE
Council Member Wilson spoke to the contact that he and Lindsay Parish had established with the
National Endowment for the Arts regarding ideas for the extension of the Grant which had previously
been awarded to the City. Council Member Wilson presented the idea to the NEA of hosting a Podcast
Con using the grant funding. They are initially receptive to the idea. It would require a scope change,
budget change, and approval. Logistics questions must be answered before these things can be submitted
to the NEA. Council member Wilson will continue to work with Clerk Parish and Council Member Page
to focus in on the logistics.
DOWNTOWN PUBLIC ART UPDATE

Councilperson Cochran presented a short presentation on how Whitewater, Wisconsin, had used the arts
in a public display project, to raise funds for their Arts Alliance. The presentation showed how different
art pieces (including chairs, fish, kites) were displayed on light poles in the Whitewater Downtown area.
Councilperson Cochran also shared how the city of Whitewater implemented the project and how it acted
as a funding source for the Arts Alliance.
Principal Planner Katie Axt asked that Councilperson Cochran send the presentation, and that she and
Lindsay Parish would take it back to the City Engineer for preliminary approval. Clerk Parish would also
get in touch with the Human Resources Department, to discuss liability and insurance questions.
PADUCAH COMMUNITY GENESIS QUESTIONS
Council Member Page will bring an update on this topic to the Council at the next scheduled meeting.
Council Member Reason will work with Council Member Stamper to present some questions on the
Artist Survey to the Council.
OTHER BUSINESS
Clerk Parish reported that Tammara Tracy had resigned as Director of the Planning Department. Her
position on the Council is set by Ordinance.
Bylaws were set that the Vice-Chair/Treasurer of the Council would be a City employee. Tammara
Tracy was designated as Vice-Chair/Treasurer.
After discussion, Council Member Katz offered motion, seconded by Council Member Reason to appoint
Council Member Wilson as the temporary Vice-Chair/Treasurer. All in favor.

Council Member Katz offered motion, seconded by Council Member Ragland, to adjourn the meeting.
All in favor.
