The Paducah Creative & Cultural Council convened for a Council meeting on December
17, 2020 at 4:30 p.m. via video and/or audio teleconference. Upon a call of the role, the
following answered to their names: April Cochran, Steven Page, Shand Stamper,
Tammara Tracy, Melanie Reason, and Ty Wilson,(6). Cindy Ragland was absent (1).
Mary Katz joined the meeting at 4:55 p.m. and left the meeting at 5:07 p.m. (1). City
Clerk Lindsay Parish participated in the meeting as administrative support.
In order to keep the Council and public safe in the midst of the COVID-19 outbreak and
in accordance with Kentucky Executive Order 2020-243 and SB 150, all members of the
Creative & Cultural Council participated using video and/or audio teleconferencing. The
public was invited to view the meeting via the Zoom Virtual Meeting Link and call-in
phone number.
1. Approval of Minutes
Council member Tammara Tracy offered the motion, seconded by Council
member Steven Page to approve the Minutes for the November 19, 2020,
meeting of the Creative & Cultural Council. All in favor.
2. Creative Community Identification
Council member Shand Stamper presented Creative Community member
identification initiative. Ideas include the creation of a form community members
can use to self-identify as a local creative. The objective is to know who the
Council is serving in the community. Shand Stamper and Melanie Reason
offered to work on potential questions that could be included in the questionnaire.
Tamara Tracy offered motion, seconded by Melanie Reason that certain self-
selected members of the Creative & Cultural Council explore the possibility of a
questionnaire for next meeting. All in favor.
3. Zoom meeting with Andee Rudolph
Due to unforeseen circumstances, Cindy Ragland was unable to attend this
meeting. This item will be moved to the next meeting’s business.
4. Downtown Public Art Project
Council member April Cochran presents Downtown Public Art Project modeled
after one she is familiar with in Whitewater WI. Artists would be provided an
object to paint/modify, and the object would be displayed suspended in air
downtown. The dual purpose of the project is to draw foot traffic to downtown and
to draw attention to our region’s artists. April will inquire about necessary
permissions to move forward with this project as described. Ideas were also
presented on how to “work around” if not approved by the city.
Steven Page offered the motion, seconded by Tammara Tracy to continue
exploration of the downtown public art project. All in favor.
5. NEA Grant Update
Council Member Ty Wilson updated the council on the status of the NEA grant.
Shand proposed we provide some professional development/creative workshop
for literary artists in our community. Shand offered to get more information on the
needs of local literary artists.
Member Steven Page proposed that the Council explore the possibility of a
Podcast Con. This would be an event to bring together local podcast creators
and storytellers for networking and educational purposes. Steven will write out a
summary of what that might look like and send it to Ty Wilson who will then look
into getting tentative approval from the NEA. Ty will provide an update at next
meeting.
6. Adjourn
Tamara Tracy offered the motion to adjourn the meeting, seconded by Ty Wilson.
All in favor.
