A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR SALE TO THE CITY OF PADUCAH OF ONE ELEVATING SCRAPER FOR USE BY
THE REFUSE DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF '
PADUCAH, KENTUCKY: II,
SECTION 1. That the City Manager be, and he is hereby, authorized '

and directed to advertise for bids for sale to the City of Paducah,
Kentucky, of one elevating scraper for use by the Refuse Department
having the following minimum specifications:
"Conditions
Units offered under this advertisement shall be new or with

not more than 750 hours, standard production models of the latest
design in current production.
Materials shall be of good commercial quality for the intended
service and shall be produced by use of current manufacturing pro-
cesses. Materials shall be treated to resist rust, corrosion, and wear.
The design of the mechanical members shall be such that the

stress imposed through normal shock loads at maximum engine torque
shall not cause rupture or permanent deformation or undue wear on

any member.
The bidder shall satisfy the purchasing official that he main-
tains a store or branch within 50 miles of the working location of
the machine, staffed with qualified servicemen and with provisions
for storing a representative supply of parts for the machine offered i
i
and with provisions for securing parts from the manufacturer within
a reasonable length of time. j
Bidders must submit with their bid the latest printed specifi-
cations and advertising literature on the units they propose to furnish. I
Bidder shall supply one (1) parts book, one (1) service and re-
pair manual, and one (1) operator's manual with each unit.

Bidder shall be prepared to give a complete demonstration of

the merits of the machines offered as directed by the purchaser. The
machines so demonstrated shall be complete as offered by the bidder
i
for this bid. i
The bidder shall list on a separate sheet of paper any vari-
ations from, or exceptions to, the conditions and specifications of II
this bid. This sheet shall be labeled "Exception (s) to Bid Con-
ditions and Specifications" and shall be attached to the bid.
The price or prices quoted shall include all transportation
charges fully prepaid to Paducah, Kentucky Landfill Site.
Purchaser desires delivery to be completed within 30 days of
award. Bidder certifies delivery will be completed days
from date of award.
Awards will be made to the lowest responsible bidder. The
quality of the articles to be supplied, their conformity with the
specifications, their suitability to requirements, delivery terms
and guarantee clauses shall be taken into consideration.
The purchaser reserves the right to reject any or all bids,
to waive any informalities in bids, to accept in whole or in part
such bid or bids as may be deemed in the best interest of the pur-
chaser.
1. GENERAL
Machine shall be a currently advertised standard production
2 -axle, self -loading, wheeled tractor elevating scraper with a width
of eight (8) feet or less. The machine shall be new of a demonstrator
model with not more than 750 hours of operating time and shall meet
or exceed all O.S.H.A. safety regulations. Each bidder shall
state the year andmodel of the machine he is bidding and all demon-
strator machines.
2. WEIGHT
Machine's basic empty operating weight shall not be less than
27,000 pounds.
3. CAPACITY
Scraper bowl shall have an S. A. E. heaped capacity rating of
not less than eleven (11) cubic yards.
4. POWER TRAIN
A. Engine
1. Engine shall be of the diesel type, four cycle, fully
equipped with all necessary operating accessories.
2. Engine shall have a piston displacement in excess of
4*0 cubic inches.

3. Engine shall develop at least 150 net flywheel horsepower.
Net flywheel horsepower shall be for the standard equipped
engine operating under S. A. E. standard conditions of
500 feet, 29.00 inches high @ 850 F. Standard engine
equipment shall include fan, air cleaner, water pump,
lubricating oil pump, fuel pump and alternator.
4. Air cleaner shall be of the dry type.
5. Engine shall be equipped with 24 volt electrical starting
and operating system.
b. Transmission
1. Transmission shall be a power shift.
2. Transmission shall have at least four (4) gear ratios
forward and one (1) gear ratio reverse.
3. Maximum speed shall be at least 25 miles per hour.
S. TIRES
Minimum tire size shall be 18.00 x 25, twelve (12) PR.
6. FULL POWER BRAKES
Full power brakes to all wheels must be provided.
7. ELEVATOR
a. Flight width shall not be less than 5 feet 0 inches with a
minimum of 15 flights.
b. Elevator will operate up to a speed of at least 200 FPM.
c. The elevator's power shall be provided by a hydraulic motor
through a gear reduction box.
8. EJECTION
Positive ejection system.
9. HYDRAULIC SYSTEM
Hydraulic circuits are to be filtered completely closed
systems.
10. SCRAPER BOWL
Positive downforce shall be available at the cutting edge.
11. CAB
Fully enclosed ROPS cab shall be provi+;ed, equipped with
heater, windshield wipers and adjustable seat."
SECTION 2. The City Manager shall advertise for sealed bids
by posting a notice at the City Hall door and by inserting notice of
the request for bids in the Sun -Democrat not less than seven days
nor more than twenty-one days before the opening of same. All bids
shall be sealed and no bid shall be received after the hour fixed
in the notice for the opening of same. All bids received by the City
Manager up to the time fixed for the opening of same shall be filed
with the Board of Commissioners who may let a contract to the best
responsible bidder, and the Board of Commissioners shall reserve the
right to reject any and all bids and the City shall not become
legally obligated to purchase same until the adoption of an ordinance
authorizing the execution of a purchase contract.
SECTION 3. This resolution shall be in full force and effect
from and after its adoption.
