A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR RESURFACING VARIOUS STREETS IN THE CITY OF PADUCAH, INCLUDING THE
RAISING AND RESETTING OF MANHOLES
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, authorized
and directed to advertise for bids for surfacing and resurfacing of
various streets in the City of Paducah, Kentucky. Said surfacing to
be of various widths with limits as determined by the Engineer, and
said work to be done under the following terms, conditions and
stipulations:
In areas designated by the engineer, the existing surface shallbe
graded, scarified or planed to remove the existing asphalt which does
not conform to the predominant typical section of the street. Areas
where base is bared by this operation shall be filled with compacted
asphalt to the level of the adjacent surface if the fill depth does not
exceed 3". Areas requiring more than a 3" depth will be filled with
compacted dense graded limestone aggregate. The original base shall
be leveled and compacted before filling with new material. Payment for
the above will be on a per square yard basis for "Surface Preparation"
except where dense graded limestone aggregate is required. DGA will
be paid for by the ton.
The existing pavement is to be cleaned with a mechanical sweeper
followed by hand brooming to thoroughly clean any depression in the
street. Existing surface depressions shall be wedged and leveled where
necessary with a Class I, Type A, bituminous leveling course so as to
produce a uniform typical section before application of the surface
course. Where surfacing is to be placed on an aggregate base, the
aggregate is to be graded, rolled and primed with Primer L as directed
by the Engineer. The aggregate base, as prepared, shall be approved
by the Engineer before the prime coat is applied. The asphalt surface
shall be approximately lk inches of Class I, Type A bituminous concrete,
except where excessive wedging and leveling is required final surface
course may be reduced to a minimum of 1 inch such that total asphalt
quantity will be equivalent to a In inch application. Said work is to
include surface preparation, bituminous tack coat (ss -1h) or prime coat
(Primer L) as conditions warrant, and the raising and resetting to grade

of manholes located in the areas to be resurfaced, (prefabricated manhole
adjustment rings may be used in locations approved by the Engineer).
The coarse aggregate in the bituminous concrete mix shall consist of
limestone aggregate. All materials and construction procedure shall
comply with Kentucky Department of Highways' specifications for bituminous
concrete surface (Class I).
Adequate signs, barricades and flagmen will be provided by the
contractor to provide for the safety of and minimize the inconvenience to
any affected traffic. Barricades for closing streets at night and for
marking hazardous areas will be lighted. Barricades will not be black
but will have appropriate explanatory messages (Example: "Street Closed",
"Fresh Asphalt," etc.) Flagmen will be used to direct traffic to
traffic
appropriate detours and to keep/off the fresh asphalt as long as directed
by the engineer.
The contractor will be responsible for notifying owners of parked
vehicles in advance of the paving operation and assuring removal of such
vehicles. He will also be responsible for notifying persons who may
wish to move vehicles from driveways before the paving operation begins.
The lists of projects for each group will not be binding upon the
City. The right is reserved to delete projects or to add projects at
the same unit prices as bid for the original group. Bids may be accepted
for any group separately, any combination of groups or for the total.
Items to be bid will be: "Surface Preparation" in square yards;
"Dense Graded Limestone Aggregate" in tons; "Bituminous Concrete Mixture
(Class I, Type A) in tons; "Bituminous Material for Tack" in gallons;
and "Manholes to be Raised", each.
The successful bidder will have two months to complete all the
resurfacing after he is given the notice to proceed.
All work will be performed under the direction of the city of Paducah
Engineering Department. such work shall be paid for upon certification
of the completion thereof and when approved and accepted by the City
Engineer.
Each bidder shall include all applicable taxes for all material,
equipment or supplies to be incorporated in the work, and the successful
bidder will be required to furnish all appropriate taxing authorities
any necessary information or reports pertaining thereto as may be required.

State and Federal wage and Hour laws shall apply to

contract in the City of Paducah in 1973, or a bidder may
surface any area of the proposed resurfacing work as des:
City Engineer, provided the proposal covers at least one -
of all work estimated and tentatively scheduled by the ei

The City reserves the right to reject any and all b:
waive any informalities in the bidding. The City further
right to accept one bid for all work or separate bids for various
portions or areas of resurfacing to be performed.
SECTION 2. The City Manager shall advertise for bids by a notice
posted at the City Hall door and by inserti.<g notice of the request for
bids in the Paducah Sun -Democrat to be published as required by law.
All bids shall be sealed and no bid shall be received after the hour
fixed in the notice for the opening of same. All bids received by the
City Manager up to the time fixed for the opening of bids shall be
filed with the Board of Commissioners who may let a contract to the
lowest and best bidder or bidders, and the Board of Commissioners shall
reserve the right to reject any and all bids and the City shall not become
legally obligated to have such services performed until the adoption

of an ordinance authorizing the execution of a contract for same.
SECTION 3. This resolution shall be in full force and effect
from and after its adoption.:
