ORDINANCE NO. 74-5-980
AN ORDINANCE CREATING "ARTICLE XI. BICYCLES" OF CHAPTER 20
"MOTOR VEHICLES AND TRAFFIC" OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH,KENTUCKY
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH,KENTUCKY:
SECTION 1. That Chapter 20 "Motor Vehicles and Traffic" of the Code of
Ordinances of the City of Paducah, Kentucky, have created and amended thereto the
following provisions:
"ARTICLE XI. Bicycles"
Sec. 20-221. Dealers.
Every person engaged in the business of buying or selling new or second
hand bicycles shall make a report to the Chief of Police of every bicycle purchased
or sold by such dealer giving the name and address or the person from whom purchased,
or to whom sold, a description of such bicycle by name or make, the frame number
thereof and the number of the license plate, if any, found thereon. The Chief of Police
will furnish forms therefor and every person who buys or sells more than two new or
second hand bicycles each month shall make the aforesaid report.
Sec. 20-222. Obedience to traffic control devices.
Any person operating a bicycle shall obey the instructions of official
traffic control signs, signals and other control devices applicable to the vehicles,
unless otherwise directed by a police officer.
Sec. 20-223. Method of riding.
A person propelling a bicycle shall not ride other than astride a permanent
and regular seat attached thereto. No bicycle shall be used to carry more persons at
one time than the number for which it is designed and equipped.
Sec. 20-224. Riding on roadways.
(a) Every person operating a bicycle upon a roadway shall ride as near to
the right hand side of the roadway as practicable, exercising due care when passing a
standing vehicle or one proceeding in the same direction.
(b) Persons riding or pushing bicycles upon a roadway shall not ride or push
two abreast in any business district or more than two abreast in any other district.
Sec. 20-225. Operation of a bicycle.
No person shall ride a bicycle at a distance of more than five (5) feet from
the curb or edge of roadway except when passing another vehicle.

Sec. 20-226. Speed.
No person shall operate a bicycle at a speed greater than is reasonable
and prudent under the conditions then existing.
Sec. 20-227. Emerging from alley or driveway.
The operator of a bicycle emerging from an alley, driveway or building,
shall upon approaching a sidewalk or the sidewalk area extending across any alleyway,
yield the right-of-way to all pedestrians approaching on such sidewalk or sidewalk area,
and upon entering the roadway shall yield the right-of-way to all vehicles approaching
on such right-of-way.
Sec. 20-228. Carrying articles.
No person operating a bicycle shall carry any package, bundle or article
which prevents the rider from keeping at least one hand on the handlebars.
Sec. 20-229. Riding on sidewalks.
(a) No person shall ride a bicycle upon a sidewalk within a business
district.
(b) The Chief of Police is authorized to erect signs on any sidewalk or
roadway prohibiting the riding of bicycles thereon, and when such signs are in place
no person shall disobey the same. Persons fourteen years of age, or under, shall
be permitted to ride bicycles upon sidewalks in residential districts where the Chief
of Police has not prohibited the riding of bicycles in such areas, and has not caused
signs to be erected notifying the public of such prohibition.
(c) When any person is riding a bicycle upon a sidewalk, such person shall
yield the right-of-way to any pedestrian and shall give an audible signal before
overtaking and passing such pedestrian.
Sec. 20-230. Equipment.
Every bicycle when in use at nighttime shall be equipped with a lamp on the
front and shall emit a white light visible from a distance of at least five hundred (500) feet
to the front and with a red light on the rear of a type which shall be visible from a
distance of at least five hundred (500) feet to the rear when directly in front of lawful
upper beams of headlamps on a motor vehicle. No person shall operate a bicycle unless
it is equipped with a bell, horn or other device capable of giving a signal audible for a
distance of at least one hundred (100) feet under ordinary traffic conditions, except
that a bicycle shall not be equipped with, nor shall any person use upon a bicycle, any
siren or whistle. Every bicycle shall be equipped with a brake which will enable the
operator to make the brake wheel skid on dry, level, clean pavement.

Sec. 20-231. Alterations.
No person shall, for the purpose of defrauding another, cut off, erase, deface,
or in any manner remove or alter any serial number or other means of identification on
a bicycle.
Sec. 20-232. Penalties.
(a) Any person violating the provisions of Section 20-231 shall be fined
not more than $500.00 or up to six months in jail and/or both.
(b) Any person violating Sections 20-221 through 20-230 shall be fined
not less than $5.00 nor more than $50.00 for each offense.
SECTION 2. This ordinance shall be in full force and effect from and after
the date of its adoption.
