ORDINANCE NO. 74-3-937
AN ORDINANCE AMENDING CERTAIN SECTIONS OF SECTION 10-49;
10-50; 10-51; 10-52; 1.0-58; 10-59 AND 10-61 OF THE CODE OF ORDINANCES OF
THE CITY OF PADUCAH, KENTUCKY
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That Section 10-49 "Department of finance" of the Code of
Ordinances of the City of Paducah, be amended and reordained so that said section
as amended and reordained shall hereafter read as follows:
"Sec. 10-49. Department of finance.
(a) There is hereby created and authorized the following positions
in the department of finance, and the salary of each position, provided the amount
of such salary is not changed under any apportionment ordinance hereafter adopted,
shall be as follows:
Position Base Monthly Salary
This department shall be under the direction and supervision of the city treasurer,
a noncivil service position which has heretofore been created by separate ordinance.
Auditor 655.00
Bookkeeper 550.00
Secretary 495.00
Computer audit clerk 490.00
Clerk -typist (4 positions) 410.00
License inspector 690.00
Assistant license inspector 535.00
Deputy tax collector 500.00
(b) The license inspector shall be paid at the rate of $690.00 per month
for the first six months of employment; at the expiration of six months $700.00 per
month; at the expiration of one year $710.00 per month; at the expiration of two years
$720.00 per month, and at the expiration of three years $730.00 per month, such
increases to be made upon recommendation of the city manager.
(c) The computer audit clerk shall be paid at the rate of $490.00 per month
for the first six months of employment; at the expiration of six months $500.00 per
month; at the expiration of one year $510.00 per month; at the expiration of two
years $520.00 per month, and at the expiration of three years $530.00 per month,
such increases to be made upon recommendation of the city manager.
(e) The secretary shall be paid at the rate of $495.00 per month for the first

six months of employment; at the expiration of six months $505.00 per month; at the
expiration of one year $515.00 per month; at the expiration of two years $525.00 per
month and at the expiration of four years $530.00 per month, such increases to be made
upon recommendation of the city manager.
(f) The clerk -typist shall be paid at the rate of $410.00 per month for the
first six months of employment; at the expiration of six months $450.00 per month; at
the expiration of one year $460.00 per month; at the expiration of two years $470.00
per month, and at the expiration of three years $480.00 per month, such increases
to be made upon recommendation of the city manager.
(g) The bookkeeper shall be paid at the rate of $550.00 per month for the
first six months of employment; at the expiration of six months $560.00 per month,
and at the expiration of two years $570.00 per month, such increases to be made upon
recommendation of the city manager.
(h) For such period of time as the City of Paducah receives and
must account for general revenue sharing funds and any special revenue sharing
funds from the United States Government, the auditor and bookkeeper shall be
compensated for their extra services in an amount as follows:
Auditor $30.00 per month. Bookkeeper $20.00 per month. Any of the
foregoing positions in subsection (a) may hereafter from time to time be designated
for payment from said revenue sharing funds upon motion duly passed by the
board of commissioners of the City of Paducah.
SECTION 2. That Section 10-50 "City assessor's office" of the Code of
Ordinances on the City of Paducah, be amended and reordained so that said section
as amended and reordained shall hereafter read as follows:
"Sec. 10-50. City assessor's office.
(a) There is hereby created and authorized the following positions in the
office of the city assessor, which office was formerly in the department of finance, and
the salary of each position, provided the amount of such salary is not changed under
any apportionment ordinance hereafter adopted, shall be as follows:

Evaluation clerk 540.00
Clerk -typist (2 positions) 410.00
(b) The evaluation clerk shall be paid at the rate of $540.00 per month
for the first six months; at the expiration of six months $550.00 per month; at the
expiration of one year $560.00 per month; at the expiration of two years $570.00 per

month, and at the expiration of three years $580.00 per month, such increases to be
made upon recommendation of the city manager.
(c) The clerk -typist shall be paid at the rate of $410.00 per month for the
first six months of employment; at the expiration of six months $450.00 per month; at
the expiration of one year $460.00 per month; at the expiration of two years $470.00
per month, and at the expiration of three years $480.00 per month, such increases
to be made upon recommendation of the city manager.
SECTION 3. That Section 10-51 "Engineering department' of the Code of
Ordinances of the City of Paducah, be amended and reordained so that said section as
amended and reordained shall hereafter read as follows:
Sec. 10-51. Engineering department.
(a) There is hereby authorized and created the following positions in the
engineering department, and the salary of each position, provided the amount of such
salary is not changed under any apportionment ordinance hereafter adopted, shall
be as follows:

(b) The clerk -stenographer shall be paid at the rate of $485.00 per month
for the first six months of employment; at the expiration of six months $495.00 per month;
at the expiration of one year $505.00 per month, and at the expiration of two years
$515.00 per month, such increases to be made upon recommendation of the city manager.
(c) The chainman shall be paid at the rate of $495.00 per month for the first
year of employment; at the expiration of one year the salary shall be increased to $505.00
per month, such increase to be made upon recommendation of the city manager.

(d) The clerk -typist shall be paid at the rate of $410.00 per month for the
first six months of employment; at the expiration of six months $450.00 per month; at
the expiration of one year $460.00 per month; at the expiration of two years $470.00
per month, and at the expiration of three years $480.00 per month, such increases to be
made upon recommendation of the city manager.
SECTION 4. That Section 10-52 "Street Department - Generally" of the Code
of Ordinances of the City of Paducah, be amended and reordained so that said section
as amended and reordained shall hereafter read as follows:
"Sec. 10-52. Street department -Generally.
(a) There is hereby authorized and created the following positions in the
street department, and the salaries of each position, provided the amount of such salary
is not changed under any apportionment ordinance hereafter adopted, shall be as follows:

(b) Office manager shall be paid at the rate of $540.00 per month for the
first year of employment; at the expiration of one year $550.00 per month, and at the
expiration of two years $560.00 per month, such increases to be made upon the
recommendation of the city manager.

(c) Laborers shall be paid at the rate of $2.68 per hour for the first six
months of employment: at the expiration of six months $2.73 per hour; at the
expiration of one year $2.78 per hour; and at the expiration of two years $2.83 per
hour, such increases to be made upon recommendation of the city manager.
(d) All other positions of hourly employment shall be paid at the base
hourly rate for the first six months of employment, and at the expiration of six months the
rate of pay shall be increased by $0.05 per hour, such increases to be made upon
recommendation of the city manager.
SECTION 5. That Section 10-58 "Police department" of the Code of
Ordinances of the City of Paducah, be amended and reordained so that said section
as amended and reordained shall hereafter read as follows:
"Sec. 10-58. Police department.
(a) There is hereby authorized and created the following positions
in the police department, and the salary of each position, provided the amount of such
salary is not changed under any apportionment ordinance hereafter adopted shall
be as follows:

Stenographer - record room 485.00
Meter Maid (2 positions) 465.00
(b) The stenographer - record room, shall be paid at the rate of $485.00
per month for the first six months of employment; at the expiration of six months $495.00
per month; at the expiration of one year $505.00 per month, and at the expiration
of two years $515.00 per month, such increases to be made upon recommendation
of the City Manager.
(c) Meter maids shall be paid at the rate of $465.00 per month for the first
six months of employment, at the expiration of six months $475.00 per month, at the
expiration of of one year $485.00 per month; at the expiration of two years $495.00 per
month; at the expiration of three years $505.00 per month, and at the expiration of
five years $515.00 per month, such increases to be made upon recommendation of the
city manager.
SECTION 6. That section 10-59 "Parks and recreation department" of the
Code of Ordinances of the City of Paducah, be amended and reordained so that said
section as amended and reordained shall hereafter read as follows:
"Sec. 10-59. Parks and recreation department.
(a) There is hereby created and authorized the following positions in the
parks and recreation department, and the salary of each position, provided the amount
of such salary is not changed under any apportionment ordinance hereafter adopted,
shall be as follows:

(b) The clerk -stenographer shall be paid at the rate of $485.00 per month
for the first six months of employment; at the expiration of six months $495.00 per month;
at the expiration of one year $505.00 per month, and at the expiration of two years
$515.00 per month, such increases to be made upon recommendation of the city manager.
(c) Laborers shall be paid at the rate of $2.68 per hour for the first six
months of employment; at the expiration of six months $2.73 per hour; at the expiration
of one year $2.78 per hour; and at the expiration of two years $2.83 per hour, such
increases to be made upon recommendation of the city manager.
SECTION 7. That Section 10-61 "Unassigned positions" of the Code of
Ordinances of the City of Paducah, be amended and reordained so that said section
as amended and reordained shall hereafter read as follows:
"Sec. 10-61. Unassigned positions.
(a) There is hereby authorized and created the following positions not
assigned to any department of the City of Paducah, but directly under the supervision
of the city manager, and the salary of each position, provided the amount of such salary
is not changed under any apportionment ordinance hereafter adopted, shall be as
follows:

(b) The building and electrical inspector shall perform the duties formerly
performed by the building inspector and the electrical inspector, and said building
and electrical inspector shall be under the direct supervision of the city manager.
(c) Maintenance positions shall be paid at the base hourly rate for the
first six months of employment, and at the expiration of sixmonths the rate of pay shall
be increased by $0.05 per hour, such increases to be made upon recommendation
of the City Manager.
(d) Janitor and laborer shall be paid at the base hourly rate for the first
six months of employment; at the expiration of six months there may be an increase
of $0.05 per hour; at the expiration of one year there may be an additional increase
of $0.05 per hour; and at the expiration of two years there may be an additional
increase of $0.05 per hour, such increases to be made upon recommendation of the
city manager."
SECTION 8. This ordinance amends a portion of the following ordinances:
Sections 1, 2, 3, 9,and 11 of Ordinance No. 73-3-784, adopted March 13, 1973;
Ordinance No. 73-6-841, adopted June 26, 1973 and Ordinance No. 73-6-840
adopted June 26, 1973.
SECTION 9 This ordinance shall be retroactive to March 4, 1974, and
shall be in full force and effect from and after its adoption.

SECTION 8. This ordinance amends a portion of the following ordinances:
Sections 1, 2, 3, 9,and 11 of Ordinance No. 73-3-784, adopted March 13, 1973;
Ordinance No. 73-6-841, adopted June 26, 1973 and Ordinance No. 73-6-840
adopted June 26, 1973.
SECTION 9 This ordinance shall be retroactive to March 4, 1974, and
shall be in full force and effect from and after its adoption.
