HomeMy WebLinkAboutOrdinance Book 18, Page 462, No Resolution Number462 i A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF ONE BASE STATION SPLIT CHANNEL RADIO COMMUNICATIONS REPEATER SYSTEM AND ONE FIVE -FUNCTION DIGITAL DECODER TO BE USED BY THE CITY OF PADUCAH CIVIL DEFENSE, AND PRESCRIBING THE MANNER IN WHICH BIDS SHALL BE SUBMITTED BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,KENTUCKY: SECTION 1. That the City Manager be, and he is hereby, requested and authorized to advertise for bids for the purchase of one (1) base station split channel radio communications repeater system and one (1) five -function digital decoder to be used by the City of Paducah Civil Defense, and having the following specifications: "The base station shall be 100% solid state, continuous duty, 100 watt, with D.C. wire line control and standard squelch. The equipment shall operate in the 136 - 174 megacycle band. The five -function digital decoder shall be solid state with optional relays and 117 VAC power supply for remote control of 2 -way F.M. base station as described in the specifications. Bids Basic bid proposals shall be in strict accordance with the specifications and shall bear a statement to that effect. Adequate information shall be submitted with the bids so that it may be properly evaluated by the City of Paducah Civil Defense. If the product to be furnished is a standard catalog item, the catalog and/or model number shall be included. Initial cost, ease of maintenance, design and promised delivery will be considered in evaluating the bids. Any proposed variation in this specification and any proposed changes after design approval has been given shall be reduced to writing by the seller and submitted to the City of Paducah Civil Defense for consideration. No change shall be put into effect until written approval has been granted by the City of Paducah Civil Defense. Correspondence All correspondence shall bear reference to the City of Paducah Civil Defense's purchase order number. General Equipment Desi¢n: 1. Universal Requirements A. All equipment must be of the manufacturer's latest design and manu- facture and must meet fully or exceed the requirements of the EIA standards as well as all applicable technical requirements of the Federal Communications Commission. B. The component parts, including audio and power transformers, con- densers, etc., shall be protected, through hermetic sealing where practicable, against any temperature -humidity combination within the limits currently recommended by EIA for radio equipment. C. The transmitter and receiver shall be capable of being adjusted to any frequency in the 136 to 174 megacycle band without the substitution of any component part except crystals. 463 D. Adequate fusing shall be provided as dictated by good engineering practice. Fuses shall be readily accessible without dismantling of equipment. E. The equipment shall be designed to operate on 120 volts, 60 Hz electrical systems without equipment modifications. H. All antenna circuits shall reflect a nominal impedance of 50 ohms and terminate in a standard type coaxial connector, or equal, so as to permit the attachment of any one of several types of transmission lines of this approximate value. 1. The cabinet housing of the transmitter and receiver shall be substantially dust tight. J. All transistors shall be operated within the ratings specified by the manufacturer for the type of service involved. K. The transmitter shall be designed for 100% transmit duty cycle at rated power output. L. The cabinet housing shall be of convection cooling and require no blowers or filters. AT. All capacitors rated at more than 600 working volts shall be of the oil -filled paper, high quality mica or ceramic types. N. The transmitter and receiver shall be designed to permit easy metering of principal stages and functions and such metering shall be accomplished without having to substitute or add any cables or connections except meter leads and connectors. 0. Equipment which requires the use of exceptionally difficult or complex techniques and/or test equipment not suited to routine field servicing will not be considered. General Transmitter Specifications The transmitter shall be of the frequency modulated type and shall meet in full all applicable universal requirements above and in addition shall meet or exceed the following specifications: A. The transmitter shall operate on a transmitting frequency of 146.760 Athz and shall have an oscillator frequency stability of + or - .0005. Temperature range from -30 degrees C to +60 degrees c ambient. B. Modulation 16F3: +or - 5 Khz for 100% at 1000 hz. C. FM Noise: 55db below 60% of system deviation at 1000 hz. D. Audio Distortion: Less than 2% at 1000 hz with 60% system deviation. E. The output impedance shall be 50 ohms F. The harmonics and spurious radiation shall be more than 85 db below the carrier frequency. G. The base station shall be housed in a 70 inch indoor upright cabinet containing single plus metering and self contained metering and switching. 11. The base station shall contain two (2) separate time out timers. One of the automatic electronic type and a second backup timer of the mechanical type. General Receiver Specifications The receiver shall be of the frequency modulated type and shall meet in full all applicable universal requirements above in addition shall meet or exceed the following specifications: A. The receiver shall operate on a frequency of 146.160 Mhz and shall have an oscillator frequency stability of + or - .0005. Temperature range from -30 degrees a to +60 degrees c ambient. 464 B. EIA modulation acceptance +or - 7 Khz. Intermodulation: -75 db EIA SINAD specifications. C. The sensitivity shall be such that less than .25 microvolt input to the antenna terminals will produce 20 db noise quieting at the output. D. The receiver shall have an audio output of not less than 5 watts to local speaker. E. The audio distortion shall be less than 5% at 1000 hz. Station Specifications A. The receiver and transmitter shall include an BP filter kit. B. Within two (2) weeks after receipt of purchase order the successful bidder shall furnish two (2) operating, installation and maintenance instruction manuals. C. The base station shall have receiver muting for 2nd receiver. Samples The bidder shall submit samples of the radio equipment on which they are quoting, together with detailed specifications indicating methods of installation and operation of said equipment. Terms of Sale The bidder is required to state the terms of sale for cash or minimum monthly payment with all carrying charges, if any, and each bidder shall include in his price all applicable taxes and similar charges. Award of Contract The City reserves the right to reject any or all proposals. The bidder shall indicate the number of days after signing of the contract in which they will guarantee to make delivery. Contract Agreement The successful bidder, as designated by the Board of Commissioners, will be required to enter into an agreement for the sale and delivery of said communications equipment based substantially on these specifications. SECTION 2. The City Manager shall advertise for sealed bids by posting a notice at the City Hall door and by inserting notice of the request for bids in the Sun -Democrat not less than seven days nor more than twenty-one days before the opening of same. All bids shall be sealed and no bid shall be received after the hour fixed in the notice for opening of same. All bids received by the City Manager up to the time fixed for the opening of same shall be filed with the Board of Commissioners who may let a contract to the lowest and/or best bidder, and the Board of Commissioners shall reserve the right to reject any and all bids, and the City shall not in any manner become legally obligated to purchase same until the adoption of an ordinance authorizing the execution of a purchase contract. j �I i I 465 SECTION 3.
