A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR
BIDS FOR THE CONSTRUCTION OF SECONDARY WASTEWATER TREATMENT FACILITIES
IN THE CITY OF PADUCAH, KENTUCKY, AND PRESCRIBING THE TERMS AND CONDITIONS
UPON WHICH A CONTRACT MAY BE LET
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH,KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, authorized to
advertise for bids for labor and material for construction of secondary wastewater
treatment facilities in the City of Paducah, Kentucky, said advertisement for bids
to be in words and figures as follows:

SECONDARY WASTEWATER TREATMENT FACILITIES
ENVIRONMENTAL PROTECTION AGENCY PROJECT WPC -KY -C210326
PADUCAH,KENTUCKY
The City of Paducah, Kentucky, will receive bids for Secondary Wastewater
Treatment Facilities until 10: 00 A.M., D.S.T., on the 1st day of March, 1974 at
City Commission Chambers, City Hall, Paducah, Kentucky, at which time and
place, all bids will be publicly opened and read aloud. Alternate Lump Sum Bids
are requested as follows:
Bid "A" - Site Grading, utility revisions and additions, revisions to pump
station, new bar screen manhole, revisions to grit chamber, one (1)
new primary settling tank, one (1) new aeration basin, two (2) new
secondary settling tanks, new chlorine contact tank and new equipment
building, additions to and paving of new and existing drives, parking
areas, and sidewalks, and all other pertinent items required to com-
plete the work as shown on the drawings entitled "Bid "A", and as
specified in the contract specifications.
Bid "B" - Site grading, utility revisions and additions, revisions to pump
station, new bar screen manhole, revisions to grit chamber, one (1)
new primary settling tank, two (2) new clarifiers, new chlorine contact
tank, new oxygen generating equipment and oxygen distribution
system, additions to and paving of new and existing drives, parking
areas and sidewalks, and all other pertinent items required to com-
plete the work as shown on the drawings entitled 'Bid "B" and as
specified in the contract specifications.
Contract Documents, including Drawings and Technical Specifications are on file
at the offices of The Paducah City Engineer, City hall, Paducah, Kentucky, and
Florence & Hutcheson, Inc. , 1201 Madison Street, Paducah, Kentucky, and may be
reviewed in the Plan Rooms of the Associated General Contractors of Western Kentucky,
Paducah, Kentucky; F. IV. Dodge Corporation in Evansville, Indiana; Louisville,
Kentucky; Cincinnati, Ohio and Nashville. Tennessee, and at Dodge/Scan in
Manchester, Missouri.
Copies of the Contract Documents may be obtained by depositing $100.00 with the
City of Paducah, Kentucky, for each set of documents so obtained. Each such deposit
will be refunded if the Drawings and Contract Documents are returned in good
condition within ten (10) days after Bid Opening.
A certified check or bank draft, payable to the order of The City of Paducah, Kentucky,
negotiable U. S. Government bonds (at par value), or a satisfactory Bid Bond executed
by the Bidder and an acceptable surety, in an amount equal to five percent (5%) of the
total Bid must be submitted with each bid.
Attention is called to the fact that not less than the minimum salaries and wages as set
forth in the Contract Documents must be paid on this project, and that the Contractor
must ensure that employees and applicants for employment are not discriminated against
because of their race, religion, sex, color, or national origin.

The contractor shall minimize siltation and bank erosion during construction.
The contractor shall restore disturbed areas to present or better conditions.
The contractor shall schedule work to minimize bypassing during construction
This project is to be financed in part by a Grant from the Environmental Protection
Agency, and be referred to as Project WPC -KY -C210326.
The contractor will abide by local, State and Federal Laws or Codes.
Bidders must comply with the President's Executive Order Nos. 11246 and 11375, which
prohibit discrimination in employment regarding race, creed, color, sex, or national
origin.
Bidders must comply with Title VI of the Civil Rights Act of 1964 and the Anti -Kickback
Act of 1934.
The contractor shall comply with the Department of Labor Safety and Health Regulations
for construction promulgated under the Occupational and health Act of 1970 (PL 91-596)
and under Sec. 107 of the Contract Work [lours and Safety Standards Act (PL 91-54).
Bidders must certify that they do not, and will not, maintain or provide for their
employees any facilities that are segregated on a basis of race, color, creed, or
national origin.
All chemicals used during project construction or furnished for project operation,
whether herbicide, pesticide, disinfectant, polymers, reactant or of other classification,
must show approval of either EPA or USDA. Use of all such chemicals and disposal of
residues shall be in strict conformance with instructions.
The Environmental Protection Agency requires a pre -award conference if a proposed
construction contract exceeds one million dollars to determine if the prospective
contractor is in compliance with the Equal Employment Opportunity requirements of
Executive Order No. 11246 of September 24, 1965.
In such instances, the Environmental Protection Agency may schedule a meeting at
which the prospective contractor must specify what affirmative action he has taken or
proposed to take to assure equal employment opportunity which must be approved by
the Environmental Protection Agency before award of the contract will be authorized.
The City of Paducah, Kentucky reserves the right to reject any or all Bids or to waive
informalities in the bidding.
Bids may be held by the City of Paducah, Kentucky for a period not to exceed sixty (60)
days from the date of the opening of Bids for the purpose of reviewing the Bids and
investigating the qualifications of bidders, prior to awarding of the Contract.

SECTION 2. The City Manager shall advertise for bids by posting a
notice at the City Hall door and by inserting notice of the request for bids in the Paducah
Sun -Democrat as provided for by law. All bids shall be sealed and no bid shall be
received after the hour fixed in the notice for the opening of same. All bids received
by the City Manager up to the time fixed in the Notice for opening of same shall be filed
with the Board of Commissioners who may let a contract to the lowest responsible bidder.
The Board shall have the right to refuse and reject any and all bids.

SECTION 3. This resolution shall be in full force and effect from and
after its adoption.
