HomeMy WebLinkAboutOrdinance Book 18, Page 21, No Resolution NumberA RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF SECONDARY WASTEWATER TREATMENT FACILITIES FOR THE CITY OP PADUCAH BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That the City Manager be, and he is hereby, authorized to advertise for bids for the construction of Secondary Wastewater Treatment Facilities for the City of Paducah, said invitation for bids to be in words and figures as follows: INVITATION FOR BIDS The City of Paducah, Kentucky will receive bids for the construction of Secondary Wastewater Treatment Facilities for the City of Paducah until 2:00 p.m., C.S.T., on the day of 1973, at the City Hall Commission Chambers, Paducah, Kentucky, at which time and place all bids will be publicly opened and read aloud. Bids are invited upon either or both of the following alternatives: Bid A - Site grading, utility revisions and additions, revisions to pump station, new bar screen manhole, revisions to grit chamber, one (1) new primary settling tank, one (1) new aeration basin, two (2) new secondary settling tanks, new chlorine contact tank and new equipment building, additions to and paving of new and existing drives, parking areas, and sidewalks, and all other pertinent items required to complete the work as shown on the drawings entitled "Bid A", and as specified in the contract specifications. Bid B - Site grade, utility revisions and additions, revisions to pump station, new bar screen manhole, revisions to grit chamber, one (1) new primary settling tank, two (2) new clarifiers, new chlorine contact tank, new exygen generating equipment and oxygen distribution system, additions to and paving of new and existing drives, parking areas and sidewalks, and all other pertinent items required to complete the work as shown on the drawings entitled "Bid B" and as specified in the con- tract specifications. Contract documents, including Drawings and Technical Specifications, are on file at the office of the City Engineer, City Hall, Paducah, Kentucky and at the office of Florence & Hutcheson, Inc., Consulting Engineers, 1201 Madison Street, Paducah, Kentucky. Copies of the Contract Documents may be obtained by depositing a certified check of $100.00, payable to the City of Paducah, Kentucky, at either of the above mentioned locations for each set of documents so obtained. Each such deposit will be refunded if the Drawings and Contract Documents are returned in good, reusable condition within ten (10) days after bid opening. No refunds will be made after that date. A certified check or bank draft, payable to the order of the City of Paducah, Kentucky, negotiable U. S. Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to five percent (5%) of the total Bid (Bid A or Bid B) shall be submitted with each bid. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, religion, sex, color, or national origin. 22 The City of Paducah, Kentucky reserves the right to select either Bid "A" or Bid "B", regardless of which is lower, and to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the City of Paducah, Kentucky for a period not to exceed thirty (30) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of bidders, prior to the awarding of the Contract. The City Manager shall advertise for sealed bids by notice posted up at the City Hall door and by publication pursuant to KRS Chapter 424. No bid shall be opened within ten days from the date on which the resolution is adopted, and no bid shall be received after the hour fixed for the opening of bids. All bids received by the City Manager up to the time for opening the same shall be filed with the Board of Commissioners who may let a contract to the lowest responsible bidder. The City shall have the right to refuse and reject any and all bids. SECTION 3.
