HomeMy WebLinkAboutOrdinance Book 18, Page 137, No Resolution NumberA RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF THREE MATERIAL SPREADERS FOR USE BY THE CITY STREET DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH PURCHASE SHALL BE MADE BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That the City Manager be, and he is hereby, authorized to advertise for bids for the purchase of three material spreaders for use by the City Street Department, sai.d material spreaders to each have the following minimum specifications: TYPE: Hydraulically powered under tailgate or tailgate replacement type material spreader. PERFORMANCE: The spreader shall be capable of spreading all materials from sand to number nine limestone chips. Spreading width shall be a minimum of 8 feet 0 inches. SIZE: The spreaders shall be adaptable to fit a standard dump bed of 7 feet 9 inches inside dimensions. HOPPER: The hopper shall be full width of the dump body for uniform and continuous feeding of materials and shall be a minimum of 94 inches long, constructed of ten gauge formed steel e,ith J, inch end plates. HYDRAULIC PUMP: The hydraulic pump shall be a heavy duty, bi-directional and capable of delivering a minimum of 17 G.P.M. @ 1000 R.P.M. and 1000 P.S.L. to be mounted in conjunction with a dump truck P.T.O. HYDRAULIC MOTOR: The hydraulic motor shall be a heavy duty precision type de- veloping high torque at all speeds for smooth dependable operation. CAB -CONTROL: The entire operation of the spreader shall be controlled from the cab of the truck providing positive and independent control over the rate of material with a single control valve. RELIEF VALVE: The hydraulic system shall have a built in relief valve to pro- tect the spreader against damage from oversize or foreign materials or excessive hydraulic pressure. HYDRAULIC COUPLERS: All hydraulic hose lines shall be equipped with quick couplers for disconnecting spreader without loss of hydraulic fluid. REMOVAL AND ATTACHMENT: 137 138 Construction of the mounting brackets shall allow quick re- moval and attachment once the initial installation on the spreader is completed. HYDRAULIC VALVES: Valves shall meet or exceed the following specifications: a. Pressure compensated b. Maximum system pressure 1350 P.S.I. C. Maximum inlet flow 30 G.P.M. d. Adjustment range 0 to 10 G.P.M. FILTER: A reusable or disposable element type filter capable of pass- ing 30 G.P.M. of 150 S.S.U. oil with a pressure drop not exceeding 1�, P.S.I. shall be furnished for installation in the hydraulic system. FITTINGS, ACCESSORIES, ETC: All fittings, accessories and components necessary for complete installation and operation of the spreader shall be included in the bid price. WARRANTY AND DELIVERY: Each bidder shall state the terms of his warranty and delivery time after the award of the bid. Warranties and delivery may be a consideration in evaluating the bids. MANUALS: The successful bidder shall furnish the City with one complete operations manual, one complete maintenance manual, and one complete parts and repair manual. GENERAL: Each of the aforesaid material spreaders shall be the latest current model. Each bidder shall state the year and model and number of the machine that he submits for consideration and each bidder shall state the amount he will accept in cash for the purchase price of the three material spreaders he offers for sale, and also each bidder will state the amount to be allowed by accepting as trade-in three Meyer Spreaders, Model U.T.G. - 600-84, Series No. 1244, said trade-ins may be inspected on request at 919 Madison Street, Paducah, Kentucky. Each bidder shall state in his bid the popular name upon which he bids, and if requested will exhibit at the City Hall to City Officials a similar type material spreader bid upon with the equipment offered. Each bidder shall also submit with their bid, the latest printed specifications and advertising literature on the units they propose to furnish. Each bidder shall also be prepared to give a complete demonstration of the merits of the machine offered. The machine so demonstrated shall be complete as offered by the bidder for this bid. SECTION 2. The City Manager shall advertise for sealed bids by notice posted at the City Hall door and by publication pursuant to KMS Chapter 424. No bid shall be opened within ten days from the date on which the resolution is adopted, and no bid shall be received after the hour fixed for the opening of bids. All bids received by the City Manager up to the time for opening of same shall be filed with the Board of Commissioners who may let a contract to the best responsible bidder. The City shall have the right to refuse and reject any and all bids. 139 SECTION 3. This resolution shall be in full force and effect from and after its adoption.
