FOR THE CONSTRUCTION OF A MAJOR SIDEWALK IMPROVEMENT PROJECT, KNOWN I AS TOWNLIFT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT i FOR SUCH PROJECT, AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH THE ELECTRIC PLANT BOARD OF PADUCAH FOR THE PAYMENT OF IT'S PROPORTIONATE SHARE OF THE COST OF THE CONTRACT, AND FINALLY AUTHORIZING THE CORPORATION COUNSEL TO PROCEED TO ESTABLISH A PUBLIC IMPROVEMENT PROJECT IN THE PROJECT AREA OR DISTRICT TO REQUIRE PARTIAL PARTICIPATION OF PROPERTY OWNERS AND DECLARING AN EMERGENCY TO EXIST BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,KENTUCKY: SECTION 1. That the bid of Harper and Arterburn, Inc. for the con- struction of a major sidewalk improvement project, known as the Townlift Project, be accepted in the total base sum of $941,881.96, and that the City Manager be authorized i i to execute a contract with the successful bidder for said amount, said contract to be in compliance with the plans and specifications and the said bid. SECTION 2. That the City Manager be, and he is hereby, authorized to execute a contract with the Paducah Power System and/or the Electric Plant Board of the City of Paducah, whereby the Paducah Power System will pay It's proportionate share of the cost of labor and material for providing underground electrical wiring in the ,i project area. SECTION 3. That the City Corporation Counsel be, and he is hereby, authorized and directed to proceed to take all necessary action to create a public improve- ment pruject in the Townlift Project arca or district for the purpose of requiring property owners in said project area to pay a proportionate share of the cost of the public improvements in sin amount equal to $55.00 per linear foot frontage, plus the cost of extending electrical rervice conduit outside the right of way limits into each structure, and further authorizing, the Corporation to request a quotation from one or more fiscal agents and bind counsels to provide necessary services for financing the proportionate share of the cost to be borne by the abutting property owners. SECTION 4. That the portion of the contract cost to be, paid by the City of Paducah shall be paid from Community Development Block Grant funds and an amendment to the Community Development Application and Plan is he-rehy authorized 1075 i to increase the amount for project Townlift to a total of $450,000.00 to cover the anticipated cost of $335,000.00 plus contingencies and possible change orders. SECTION 5.
