A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR THE PURCHASE OF RADIO EQUIPMENT TO BE INSTALLED ON THE MOBILE
UNIT TO BE USED BY THE CRIMINALISTICS COORDINATOR IN THE PADUCAH
POLICE DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH
PURCHASE SHALL BE MADE
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby,
authorized to advertise for bids for the sale to the City of Paducah,
Kentucky, of radio equipment for use on the mobile unit to be
operated by the Criminalistics Coordinator in the Paducah Police
Department, such equipment to have the following specifications:
"The radio equipment shall consist of a radio set, control unit,
interconnecting cabling kit and such other items as necessary
for a complete, highly reliable, two-way FM Mobile Radio
installation. It shall be designed to transmit and receive on
specific frequencies in the 136-174 MHz band.
The radio shall be of a multiple frequency operation design.
The transmitter shall operate on any of 4 frequencies, the
extremes of which may be separated up to 5.5 mhz without
compromise of a single frequency performance. The transmitter
shall be aligned for such operation without the use of special
crystals or resonators.
The transmitter shall deliver at least 90 watts to the output
terminals of the transmitter when the output terminals are connected
to a nominal impedence of 50 ohms, in accordance with EIA standards,
R5 -152B, section 3, paragraph 3.3 when operated on an intermittent
duty cycle. This unit shall be of a solid-state design using no
tubes to accomplish this function.
An on-off switch shall control primary power to the radio set, in
addition the ignition switch must be in the "on" position in order
to operate the transmitter.
A "Squelch" control located on the face of the control unit shall
be continuously adjustable in order to regulate the sensitivity

of the noise -operated squelch circuitry.
A "volume" control shall regulate the audio level of the speaker.
Indicator lamps shall be provided which indicate "radio set on"
(green) and "transmitter" (red) functions.
A palm -type microphone, designed to reduce stray noise pickup,
of a sturdy high -import plastic housing design, self retracting,
tinsel -cord type, with "push to talk" functions, shall be supplied.
The receiver shall be of the double -conversion, superhiterodyne
type, with two crystal -controlled local oscillators.
The successful bidder must furnish antenna and cable, plus any
and all materials necessary to successfully complete installation
of mobile radio unit. The successful bidder will install complete
radio unit in police vehicle, under the direction of the
Paducah Police Department. All radio equipment shall meet or
exceed FCC requirements."
Each bidder shall state the amount he will accept in cash for the
purchase of the equipment offered for sale.
Each bidder shall state the name and model upon which he bids,
and if requested, will exhibit at the City Hall to the City Officials
similar equipment to that bid upon, and each bidder shall state the
approximate length of time required for delivery and installation
after a contract is awarded. Each bidder must include or refer to
all applicable taxes necessary to be paid by the City.
SECTION 2. The City Manager shall advertise for sealed bids
by notice posted up at the City Hall door and by publication pursuant
to KRS Chapter 424. No bid shall be opened within ten days from the
date on which this resolution is adopted, and no bid shall be received
after the hour fixed Por the opening of bids. All bids received by the
City Manager up to the time for opening of same shall be filed with the
Board of Commissioners who may let a contract to the lowest responsible
bidder. The City shall have the right to refuse and reject any and
all bids.

SECTION 3. This resolution shall be in full force and effect
from and after its adoption.
