OBTAINING FEDERAL FUNDS, AND PROVIDING FOR THE EXECUTION OF THE "AUTHORIZED
SIGNATURE CARD FOR PAYMENT VOUCHERS ON LETTER OP CREDIT" IN CONNECTION WITH
A CONTRACT FOR CODE ENFORCEMENT PROGRAM UNDER SECTION 117 OF TITLE I OF THE
HOUSING ACT OF 1949, AS AMENDED, NUMBERED CONTRACT NO. KY E -2(G), BY AND
BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND THE UNITED STATES OF AMERICA
WHEREAS, the United States of America (hereinafter called the "Government")
and the City of Paducah, Kentucky have entered into a Contract for Code
Enforcement Program Under Section 117 of Title I of the Housing Act of 1949,
As Amended, numbered Contract No. Ky E -2(G) (hereinafter called the "Contract"
and,
WHEREAS, the Government will issue a Letter of Credit (hereinafter calle
the "Letter of Credit") to this body, in order that it may, from time to time,
as necessary; draw funds by.means of the submission of Payment Vouchers
against said Letter of Credit, in order to enable it to carry out the programs
and obligations required and authorized by said Contract; and,
WHEREAS, said Payment Vouchers can be signed only by those individuals
whose names appear on an "Authorized Signature Card For Payment Vouchers on
Letter of Credit" (hereinafter called the "Signature Card"), under the sub-
heading on said Signature Care of "Signature of Individuals Authorized to Draw
on the Cited Letter of Credit", said Signature Card being required by HUD
Handbook, Letters of Credit Procedures, 1900.4, Chapter 3, Page 7, dated July,
1968; and,
WHEREAS, the aforesaid Signature Card must be completed, including the
designation on said Signature Card of those individuals who are authorized to
sign said Payment Vouchers, and executed by an official who is authorized to
do so by this body; and,
WHEREAS, this body is desirous of authorizing J. William Howerton,
Corporation Counsel, as such aforesaid official to complete and execute said
Signature Card; and,
WHEREAS, this body is desirous of approving the use of the Signature
Card, its completion and execution by the hereinafter designated official,
the use of the Letter of Credit, the use of the Payment Voucher procedure,
and, generally, any and all steps and procedures attendent to, or required
for obtaining federal funds by use of the Letter of Credit method of adver-
tisement,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
CITY OF PADUCAH, IENTUCKY:
SECTION 1. That J. William Howerton, Corporation Counsel, is hereby
designated as the official to complete and execute the said Signature Card.
SECTION 2. That the use of the Letter of Credit procedure, the use of
the Signature Card, its completion and execution by J. William Howerton,
the use of the Payment Voucher procedure, and, generally, any and all steps an
procedures required for, or attendent to obtaining federal funds by use of the
Letter of Credit method of advertisement, in connection with the Contract,
is hereby approved.
SECTION 3. That any two of the following three named officers of the
City of Paducah be authorized to draw on the cited Letter of Credit: The
Mechanicsburg Code Enforcement Project Director, the City Manager and/or the
City Treasurer, who now are Nettie E. Walls, Larry E. Thomas and Benjamin C.
LeRoy; and the named individuals, but not the respective positions or titles,
shall be subject to change by motion of this Board as may be required from
time to time.
SECTION 4. This resolution shall be in full force and effect from and
after its adoption.
