A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ADVERTISE
FOR BIDS FOR ONE (1) NEW CATCH BASIN CLEANER AND TRUCK WITH FLUSHER
ATTACHMENT FOR USE IN THE PUBLIC WORKS DEPARTMENT
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF. THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, authorized
and directed to advertise for bids for one (1) new catch basin cleaner
and truck with flusher attachment for use in the Public Works Department
of the City of Paducah, Kentucky, said equipment having the following
minimum specifications:

(b) CATCH BASIN CLEANER
GENERAL
The vacuum Catch Basin and Street Cleaner will be used for picking up
sand, stones, leaves, bottles, cans, sludge and other similar materials.
It will be used for cleaning inlet and catch basin primarily. It shall
be possible to pick up the debris simultaneously as the jet rodding
equipment flushes the material into the basin or manhole.
The High Pressure Water ,let Rodder will be used to clean laterals, storm
and sanitary sewer lines and drainage lines. An additional water supply
shall be provided on the truck as a water source for the operation of the
jet rodding equipment.
The rodding equipment or the compressor equipment will be driven off of
the truck engine while the other piece of equipment will be powered by an

independent power unit.
BODY
16.5 cubic yards minimum usable capacity. Body shall be constructed of
3" I beams spaced on 16" centers. outer wall shall be no less than 10
gauge steel. Inner wall shall be no less than 12 gauge steel plug -welded
to I beam. Floor to be 3/16" steel. Length shall be 128 maximum and
width shall not exceed 96" when traveling from basin to basin. Inside of
body to be epoxy coated. Kit for recoating body to be provided.
METHOD OF LOADING
Loading from one inlet only, mounted in front section of the vacuum body
and must allow the pickup hose to rotate a full 1200 allowing cleaning
directly in front of the truck. Debris will be deposited directly into
the vacuum box without going through the fan.
BODY FRAME
The body and frame assembly shall be designed and built for loads required
as per body capacity.
DISCHARGE DOOR
One piece minimum width 90" with internal reinforcing. It shall be
completely air and water tight with top hinges attached to the door.
Forced seal retainer shall be externally attached to the sides.
DUST CONTROL
Expansion and centrifugal separating system capable of removing dust
particles larger than 50 microns in diameter.
HYDRAULIC BOOM
Hydraulic lift cylinders shall be used to activate boom. Provide remote
control to operate boom at pickup hose by means of pushbutton control
station by cable to power unit.
BODY HOIST
Hydraulic cylinder type minimum dump angle of 500. Hoist to be rated
to a minimum capacity of 17 tons. Pump control to be mounted in cab.
Hydraulic systems to be furnished with pressure relief valve.
PICKUP HOSE
Shall be 8" in diameter and 15� ft. in length. The upper 7h ft. shall
be wire reinforced rubber hose. The ends to be secured by 8" flanges and
collars. The lower 5� ft. to be .027 min. strip, stainless steel
flexible hose. One quick adjusting circular handle shall be provided.

7'h ft. catch basin nozzle, two (2) 5 ft. sections, 8" diameter, double -
flanged, one (1) 7 ft. double flanged 8" diameter aluminum extensions and
leaf nozzle to be provided.
CATCH BASIN CLEANING WATER SYSTEM
The high pressure piston type pump and independent water supply tank
furnished for the rodding system will be used. A minimun of 20 gallons
per minute at 600 PST must be available at the nozzle. A quick disconnect
coupling shall be furnished with hose and pistol grip nozzle. Hose will
be capable of delivering water to the area served by the catch basin cleaner
intake nozzle and to the inside of vacuum box for cleaning.
ENGINE
Shall be liquid cooled, 6 cylinder heavy duty industrial type with a
minimum of 264 cubic inches and all necessary gauges.
VACUUM METHOD
Vacuum shall be of the centrifugal compressor type.
ADDITIONAL WATER SUPPLY TANK
A water tank separate from the vacuum body with a minimum of 1,500
gallon capacity shall be furnished. The tank will have arfiller hose
with a gate type shutoff valve, overflow provisions and water level
gauge attached.
HIGH PRESSURE JET RODDER PUMP
A piston type pump will be furnished which will deliver a minimum of 50
gallons of water per minute against an operating pressure of 2,000 lbs.
per square inch. A system shall be provided to vary the flow from 0 to
50 gallons of water per minute by the operator at the controls mounted
on the front of the truck. Controls will further be furnished whereby
the operator can start and stop the pump at will fron the control panel
at the front of the truck without changing the speed of the driving
engine. The water side of the pump shall have all surfaces in contact
with water manufactured from one of
the followingmaterials: Hard Chrome,
stainless steel, polyurethane, teflon, or malleable iron. Relief valves
which can be adjusted to any desired pressure setting for water delivery
will also be furnished.
JET RODDER HOSE REEL ASSEMBLY
The hose reel assembly will be mounted on an independent frame which
can be removed from brackets attached permanently to the main truck frame
members. Quick disconnects and bolts will hold this attached to the front

of the truck with a minimum requirement of connections. The reel assembly
must be such that its removal would normally be handled at not more
than 30 minutes. It must be so constructed to tip forward in order to
tilt the cab forward to gain access to the truck engine. It will be a
minimum of 30 inches in diameter on the inside of the reel. The hose
reel will be power driven both forward and reverse by a hydraulic motor
with the controls for operating the motor incorporating a flow control
device to regulate the rotational speed of the reel in both directions.
All controls for operating the rodder itself will be mounted on this reel
and a swivel joint will be incorporated between the water pump and reel.
The reel capacity must be a minimum o£500 feet of 1 inch diameter hose
and the hose must be capable of operating at 2,000 P.S.I. with a 5,000 lb.
burst pressure. The hose itself will be a -one piece, 450 ft. length,
polyurethane type hose with re -usable couplings. A minimum of two nozzles
will be furnished made from a tool steel hardened to 50 Rockwell -C
hardness. The necessary tools such as shoes for guiding the hose into
the drainage line, hand guns, etc. will be furnished.
LIGHTS
Clearance lights and reflectors as approved by ICC. 2785 flashing light
assembly to be mounted on each side of body.
TRAINING OF OPERATOR
Successful bidder must factory train six (6) employees by sending a
factory representative to Paducah, Kentucky.
PARTS MANUALS
vendor shall furnish a complete parts list and service manual within 15
days of final delivery.
(c) FLUSHER
TANK: The vacuum body to be used as a water supply tank with a
minimum capacity of 2,700 gallons. Removable strainer shall be
placed in suction line.
PUMP: To be a 4" suction, 3" discharge. Centrifugal single stage.
Capacity 650 GPM. Pump drive may be as a separate unit or
driven by hydraulic motor, supplied by hydraulic pump connected
to catch basin cleaner engine by flexible coupling.
NOZZLES: Four fan type discharge nozzles, made of brass, in two pieces,
horizontally split and adjustable to any angle. Two nozzles
in front and two between cab and vacuum body.

PIPING SYSTEM: Wrought steel pipe, Screwed flanged type connection and
necessary drain cocks.
DISCHARGE VALVES: Diaphragm type. Balanced for shock proof operation
under all pressure conditions.
CONTROLS: Nozzle controls for positive quick action. All switches located
in cab within easy reach of driver.
GAUGES:' Pressure gauge installed in cab within easy sight of driver
to indicate pump and nozzle discharge pressure.
FILLING HOSE,: ETC: Fifteen (15) -feet of 2-1/2 double jacket, cotton
covered rubber lined hose with hydrant coupling. Attached
to body by means of brass hose:coupling.
Each bidder shall state the amount he will accept in cash for sale
to the City of the foregoing property, including any and all applicable
taxes, and each bidder shall state the approximate amount of time for
delivery. The successful bidder will be required to assemble the entire
unit for delivery to the City.
SECTION 2. The City Manager shall advertise for sealed bids by
notice posted up at the City Hall door and by publication pursuant to
ERS Chapter 424. No bids shall be opened within ten days from the date
on which the resolution is adopted, and no bid shall be received after
the hour fixed for the opening of bids. All bids received by the City
Manager up to the time for opening of same shall be filed with the
Board of Commissioners who may let a contract to the lowest responsible
bidder. The City shall have the right to refuse and reject any and all
bids.
SECTION 3. This resolution shall be in full force and effect
from and after its adoption.
