A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR
ONE OR TWO REFUSE PACKERS FOR USE IN THE REFUSE DIVISION OF THE CITY OF
PADUCAH, KENTUCKY, AND PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH
SUCH PURCHASE SHALL BE MADE
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, requested
to advertise for bids for the purchase of one or two twenty (20) cubic
yard refuse packers having the following specifications:
(a) Body - The body shall be totally enclosed with a capacity
of not less than 20 cubic yards, exclusive of loading area and
the space occupied by the ejection panel. Body floor, side and top
shall be of 11 gauge hi -tensile steel sheets. The floor shall be
adequately reinforced with longbeams and crossmembers. The
tailgate shall be hinged to the top of the body at the rear and
elevated to permit ejection of load. A step, with a hand and
safety rail, shall be provided on each side of the body at the
rear for loaders to ride between loading points. One (1) signal
switch shall be located at the rear of the body and connected
to a buzzer in the cab.
(b) Loading Apparatus - A loading hopper 71 inches wide of a minimum
of 2 cubic yards capacity constructed of 3/16 inch, 100,000 psi
yield hi -tensile heat treated steel. A packing panel of heavy
duty construction with portion that contacts the refuse and
transfers it into the body (face of the panel) to be constructed
of 3/16 inch 100,000 psi yield hi -tensile heat treated steel.
The wiper plade of the packing panel to be not less than 1/2
inch hi -tensile steel.
(c) Operating Mechanism - The load -packing device (Packing Rams)
for use in compacting the load, shall be double-acting hydraulic
cylinders. The ejection panel shall be clear of any obstructions
to insure clean discharge. The elevating of the tailgate to be
accomplished by 2 hydraulic cylinders. All cylinders to be made
of steel tubing, bored and honed to a fine finish. Units to be
equipped with Solenoid Remote Control to automatically regulate
speed of loading operation.
(d) Pum - All operating mechanisms shall be actuated by a spur
gear pump. When installation permits an integral flange mounted
PTO - pump combination is desired.
(e) Controls - Electro -Hydraulic or mechanical control for automatic
operation including a selection switch for manual control of the
packing panel, allowing the operator to crush large objects in
the hopper. Power take -off lever to be located in the cab and
easily accessible to driver. The tailgate locks to be opened
and closed hydraulically or mechanically. Tailgate lock,
tailgate raise and ejection panel controls, including a throttle
control, are to be located at front left corner of body allowing
the operator a clear view when ejecting the load.
(f) Lights - Lights shall meet I.C.C. regulations and shall include
two (2) stop taillights and two (2) rear turn signals recessed
in tailgate to avoid breakage; also, license plate holder and
light. All wiring to be coded.
(g) Paint - The complete unit shall be clear of all weld slag and
shall be painted with three coats minimum.
(h) Container attachment to take 1 to 9 cubic yards.
The bidder shall be required to install the packer upon a truck
to be delivered by the City or manufacturer to bidder, and each
bid shall state the price for each of the two packer bodies

to be bid upon, including all applicable taxes. Each bidder
shall further state the amount allowable for trade-in of four
refuse trucks including packers to be designated for trade-in
by'the City Manager, which such designated equipment may be
inspected at the public works department refuse division in
the City of Paducah, such trade-ins to be made at the option
of the City.
The color of the packers to be bid upon and furnished shall be
Omaha orange and black as may be described by the City Manager.
SECTION 2. The City Manager shall advertise for sealed bids by
notice posted up at the City Hall door and by publication pursuant
to KRD Chapter 424. No bid shall be opened within ten days from the
date on which resolution is adopted, and no bid shall be received after
the hour fixed for the opening of bids. All bids received by the City
Manager up to the time for the opening of same shall be filed with the
Board of Commissioners who may let a contract to the lowest responsible
bidder. The City shall have the right to refuse and reject any and all
bids.
SECTION 3. This resolution shall be in full force and effect from
and after its adoption.
