ORDINANCE NO. 70-6-347
AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH THE SOUTH CENTRAL BELL TELEPHONE COMPANY FOR FURNISHING
TO THE CITY AN EMERGENCY FIRE REPORTING TELEPHONE SYSTEM, AND
PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH SUCH CONTRACT SHALL
BE MADE
WHEREAS, the Kentucky Inspection Bureau has demanded that the
City of Paducah install an emergency fire reporting system in order to
maintain its present fire rating classification, and
WHEREAS, the South Central Bell Telephone Company has available
an emergency telephone system which can be used for reporting fires
and other emergencies at various reporting stations throughout the
city,
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF
THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby,
authorized to execute a contract with the South Central Bell Telephone
Company for furnishing to the City an emergency fire reporting telephone
system, said contract to contain the following terms and conditions.
The equipment shall be located in the No. 1 Fire Station at
300 Washington Street and shall be an emergency reporting telephone
system with 520 D switchboard. The switching equipment shall contain
a trouble and alarm device, and shall provide a printed record of the
month, day, hour, minute and tenth of minute each entry is completed.
An alarm shall be activated if an incoming call is not answered within
a predetermined length of time not exceeding three minutes. There shall
be a call recordet to graphically record information regarding the
incoming call on a paper ticket or a teletypewriter. Voice recording
equipment shall be available so that all calls received can be recorded.
All emergency stations shall contain special outdoor equipment.
There shall be a minimum of 227k miles of circuits that are properly
insulated, and all underground circuits shall be encased in a lead or
polyethylene sheath. All circuits shall be under constant electrical
supervision and any short or grounding shall bring in an alarm.
Emergency electrical supplies shall be available in both the fire alarm

headquarters and at the Telephone Company office. The installation
charge shall be $360.00. There shall be a basic termination charge
of $2,380.00 for a five year contract which shall be reducible by 1/60
each month that the system is in service. This charge shall be for
one -position switchboard 520 D with common equipment and equipment
for the first 100 lines. The monthly charge shall be $520.25 plus tax.
SECTION 2. This ordinance shall be introduced and remain on file
for one week for public inspection in the completed form in which it
shall be put upon its final passage, and if adopted shall be in full
force and effect ten (10) days thereafter.
