ORDINANCE NO. 70-5-320
AN ORDINANCE AMENDING SECTIONS 10-49, 10-50, 10-51, 10-52, 10-53,
10-54, 10-55, 10-56, 10-58 AND 10-61 OF THE CODE OF ORDINANCES CITY OF
PADUCAH, KENTUCKY, AND REPEALING SECTIONS 10-59 AND 10-60 OF SAID CODE
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That Sections 10-49, 10-50, 10-51, 10-52, 10-53,
10-54, 10-55, 10-56, 10-58 and 10-61 of the Code of Ordinances of the
City of Paducah, Kentucky, be amended and reordained so that said
sections as amended and reordained shall read as follows:
"Sec. 10-49. Department of finance
(a) There is hereby created and authorized the following
positions in the department of finance, and the salary of each position,
provided the amount of such salary is not changed under any apportionment
ordinance hereafter adopted, shall be as follows:

This department shall be under the direction and
supervision of the City Treasurer, a noncivil service
position which has heretofore been created by
separate ordinance.
Auditor $500.00
Bookkeeper 440.00
Senior clerk (2 positions)- 374.00
Clerk -stenographer 374.00
Machine operator 379.00
Clerk -typist (3 positions) 329.00
License inspector 520.00
Assistant license inspector 450.00
(b) The license inspector shall be paid at the rate of $520.00
per month for the first six months of employment; at the expiration of
six months $530.00 per month; at the expiration of one year $540.00
per month; at the expiration of two years $550.00 per month, and at
the expiration of three years $560.00 per month, such increases to be
made upon recommendation of the city manager.
(c) The machine operator shall be paid at the rate of
$379.00 per month for the first six months of employment; at the expir-

ation of six months $389.00 per month; at the expiration of one year
$400.00 per month; at the expiration of two years $410.00 per month,
and at the expiration of three years $420.00 per month, such increases
to be made upon recommendation of the city manager.
(d) The senior clerks shall be paid at the rate of $374.00 per
month for the first six months of employment; at the expiration of six
months $384.00 per month; at the expiration of one year $394.00 per month;
and at the expiration of two years $405.00 per month, such increases
to be made upon recommendation of the city manager.
(e) The clerk -stenographer shall be paid at the rate of $374.00 per
month for the first six months of employment; at the expiration of six
months $384.00 per month; at the expiration of one year $394.00 per
month; and at the expiration of two years $405.00 per month, such
increases to be made upon recommendation of the city manager.
(f) The clerk -typist shall be paid at the rate of $329.00 per month
for the first six months of employment; at the expiration of six months
$339.00 per month; at the expiration of one year $349.00 per month;
at the expiration of two years $359.00 per month; and at the expiration of
three years $370.00 per month; such increases to be made upon recommenda-
tion of the city manager.
"Sec. 10-50 City assessor's office
(a) There is hereby created and authorized the following positions
in the office of the city assessor, which office was formerly in the
department of finance, and the salary of each position, provided the
amount of such salary is not changed under any apportionment ordinance
hereafter adopted, shall be as follows:

(b) The evaluation clerk shall be paid at the rate of $424.00 per
month for the first six months; at the expiration of six months $434.00
per month; at the expiration of one year $444.00 per month; at the
expiration of two years $454.00 per month; and at the expiration of
three years $465.00 per month; such increases to be made upon
recommendation of the city manager.

(c) The clerk -typist shall be paid at the rate of $329.00 per month

(b) The clerk -stenographer shall be paid at the rate of $374.00
per month for the first six months of employment; at the expiration of
six months $384.00 per month; at the expiration of one year $394.00 per
month; and at the expiration of two years $405.00 per month, such
increases to be made upon recommendation of the city manager.
(c) The chainman shall be paid at the rate of $414.00 per month for
the first year of employment, at the expiration of one year the salary
shall be increased to $425.00 per month, such increase to be made upon
recommendation of the city manager.
(d) The clerk -typist shall be paid at the rate of $329.00 per month
for the first six months of employment; at the expiration of six months
$339.00 per month; at the expiration of one year $349.00 per month; at
the expiration of two years $359.00 per month, and at the expiration of
three years $370.00 per month, such increases to be made upon
recommendation of the city manager.

(b) The clerk -stenographer shall be paid at the rate of $374.00
per month for the first six months of employment; at the expiration of

increases to be made upon recommendation of the city manager.
(c) The chainman shall be paid at the rate of $414.00 per month for
the first year of employment, at the expiration of one year the salary
shall be increased to $425.00 per month, such increase to be made upon
recommendation of the city manager.
(d) The clerk -typist shall be paid at the rate of $329.00 per month
for the first six months of employment; at the expiration of six months
$339.00 per month; at the expiration of one year $349.00 per month; at
the expiration of two years $359.00 per month, and at the expiration of
three years $370.00 per month, such increases to be made upon
recommendation of the city manager.

"Sec. 10-52. Public works department - Generally.
(a) There is hereby authorized and created the following positions

(b) Foreman. The foreman shall be paid at the rate of $535.00
per month for the first year of employment in such position; at the
expiration of one year $545.00 per month; at the expiration of two
years and thereafter $555.00 per month, such increases to be made
upon recommendation of the city manager.
(c) Secretary. The secretary shall be paid at the rate of
$374.00 per month for the first six months of employment; at the
expiration of six months $384.00 per month; at the expiration of one
year $394.00 per month; and at the expiration of two years $405.00
per month, such increases to be made upon recommendation of the city
manager.
(d) Sewer maintenance men. Sewer maintenance Men shall be
paid at the rate of $2.68 per hour for the first six months of employment
and at the expiration of six months the rate of pay shall be $2.73 per
hour, such increase to be made upon recommendation of the city manager.
(e) Equipment operators. The equipment operators shall be paid at
the rate of $2.88 per hour for the first six months of employment and at

the expiration of six months the rate of pay shall be $2.93 per hour,
such increase to be made upon recommendation of the city manager.
(f) Street repairmen. The street repairmen shall be paid at the
rate of $2.58 per hour for the first six months of employment and at the
expiration of six months the rate of pay shall be $2.63 per hour, such
increase to be made upon recommendation of the city manager.
(g) Truck drivers. The truck drivers shall be paid at the rate of
$2.48 per hour for the first six months of employment and at the expira-
tion of six months the rate of pay shall be increased to $2.53 per hour,
such increase to be made upon recommendation of the city manager.
(h) Laborers. Laborers shall be paid at the rate of $2.25 per hour
for the first six months of employment; at the expiration of six months
$2.30 per hour; at the expiration of one year $2.35 per hour, and
at the expiration of two years $2.40 per hour, such increases to be
made upon recommendation of the city manager.
(i) Chief Mechanic. The chief mechanic shall be paid at the
rate of $3.08 per hour for the first six months of employment and at the
expiration of six months the rate of,pay shall be increased to $3.13
per hour, such increase to be made upon recommendation of the City
Manager.
(j) Auto repairman. The auto repairman shall be paid at the
rate of $2.98 per hour for the first six months of employment, and at
the expiration of sig months the rate of pay shall be increased to
$3.03 per hour, such increase to be made upon recommendation of the
city manager.
(k) Mechanic helper. The mechanic helper shall be paid at the
rate of $2.78 per hour for the first six months of employment and at
the expiration of six months thexate of pay shall be increased to
$2.83 per hour, such increase to be made upon recommendation of the
city manager.
(1) Concrete finishers. The concrete finishers shall be paid at
the rate of $2.98 per hour for the first six months of employment and
at the expiration of six months the rate of pay shall be increased to
$3.03 per hour, such increase to be made upon recommendation of the
city manager.
"Sec. 10-53. Same - Refuse division

(a) The following positions are hereby created in the refuse
(sanitary) division of the public works department, which division shall
be under the direction of the director of public works and the assistant
director of public works:

(b) Collectors shall be paid at the rate of $2.25 per hour for the
first six months of employment; at the expiration of six months $2.30
per hour; at the expiration of one year $2.35 per hour, and at the
expiration of two years $2.40 per hour; such increases to be made
upon recommendation of the city manager.
(c) Truck drivers shall be paid at the rate of $2.48 per hour for
the first six months of employment and at the expiration of six months
the rate of pay shall be increased to $2.53 per hour, such increase
to be made upon recommendation of the city manager.
(d) The tire repairman shall be paid at the rate of $2.68 per
hour for the first six months of employment and at the expiration of six
months the rate of pay shall be increased to $2.73 per hour, such
increase to be made upon recommendation of the city manager.
(e) The equipment operator shall be paid at the rate of $2.88 per
hour for the first six months of employment and at the expiration
of six months the rate of pay shall be increased to $2.93 per hour,
such increase to be made upon recommendation of the city manager.
(f) The mechanic helper shall be paid at the rate of $2.78 per
hour for the first six months of employment and at the expiration of six
months the rate of pay shall be increased to $2.83 per hour, such
increase to be made upon recommendation of the city manager.
"Sec. 10-54. Cemetery department.

(a) There is hereby authorized and created the following positions
in the cemetery department and the salary of each position, provided
the amount of such salary is not changed under any apportionment ordinance
hereafter adopted, shall be as follows:

(b) Laborers shall be paid at the rate of $2.25 per hour for the
first six months of employment; at the expiration of six months $2.30
per hour; at theexpiration of one year $2.35 per hour and at the
expiration of two years $2.40 per hour; such increases to be made upon
recommendation of the city manager.
"Sec. 10-55. Floodwall department.
(a) There is hereby authorized and created the following positions
in the floodwall department, and the salary of each position, provided
the amount of such salary is not changed under any apportionment
ordinance hereafter adopted, shall be as follows:

(b) The foreman shall be paid at the rate of $611.00 per month for
the first six months of employment; at the expiration of six months
$621.00 per month and at the expiration of one year $631.00 per month,
such increases to be made upon recommendation of the city manager.
(c) Maintenance men shall be paid at the rate of $472.00 per month
for the first six months of employment; at the expiration of six months
$482.00 per month; at the expiration of one year $492.00 per month;
at the expiration of two years $502.00 per month; and at the expiration
of three years $512.00 per month; such increases to be made upon
recommendation of the city manager.
"Sec. 10-56. Sewage disposal department.
(a) There is hereby authorized and created the following positions
in the sewage disposal department, and the salary of each position,
provided the amount of such salary is not changed under any apportionment
ordinance hereafter adopted, shall be as follows:

(d) Onerators shall be paid at the rate of $472.00 per
month for the first six months of employment; at the expiration of

expiration of three years $512.00 per month; such increases to be made
upon recommendation of the city manager.
"Sec. 10-58. Police department.
(a) There is hereby authorized and created the following positions
in the police department, and the salary of each position, provided the
amount of such salary is not changed under any apportionment ordinance
hereafter adopted, shall be as follows:

(b) The stenographer - record room, shall be paid at the rate
of $374.00 per month for the first six months of employment; at the
expiration of six months $384.00 per month; at the expiration of one

month, such increases to be made upon recommendation of the city manager.
(c) Meter maids shall be paid at the rate of $374.00 per month
for the first six months of employment; at the expiration of six months
$384.00 per month; at the expiration of one year $394.00 per month and
at the expiration of two years $405.00 per month, such increases to be
made upon recommendation of the city manager.
"Sec. 10-61. Unassigned positions.
(a) There is hereby authorized and created the following positions
not assigned to any department of the City of Paducah, but directly under
the supervision of the city manager, and the salary of each position,
provided the amount of such salary is not changed under any apportion-
ment ordinance hereafter adopted, shall be as follows:

(b) The building and electrical inspector shall perform
the duties formerly performed by the building inspector and
the electrical inspector, and said building and electrical in-
spector shall be under the direct supervision of the city manager.
(c) The No. 1 maintenance man shall be paid at the rate of
$3.08 per hour for the first six months of employment and at the
expiration of six months the rate of pay shall be increased to $3.13
per hour, such increase to be made upon recommendation of the city manager.
(d) The No. 2 maintenance man shall be paid at the rate of $2.78
per hour for the first six months of employment and at the expiration of
six months the rate of pay shall be $2.83 per hour, such increase to
be made upon recommendation of the city manager.
(e) Maintenance helpers shall be paid at the rate of $2.68 per
hour for the first six months of employment and at the expiration of
six months the rate of pay shall be increased to $2.73 per hour, such
increase to be made upon recommendation of the city manager.
(f) The janitor shall be paid at the rate of $2.45 per hour for
the first six months of employment; at the expiration of six months
$2.50 per hour; at the expiration of one year $2.55 per hour and at the
expiration of two years $2.60 per hour, such increases to be made upon
recommendation of the city manager.

(g) Assistant Janitors shall be paid at the rate of $1.95 per
hour for the first six months of employment; at the expiration of six
months $2.00 per hour; at the expiration of one year $2.05 per hour
and at the expiration of two years $2.10 per hour, such increases to
be made upon recommendation of the city manager.
(h) Clerk -typist No, 1 shall be paid at the rate of $374.00 per
month for the first six months of employment; at the expiration of six
months $384.00 per month; at the expiration of one year $394.00 per
month and at the expiration of two years $405.00 per month, such
increases to be made upon recommendation of the city manager.
(i) The secretary shall be paid at the rate of $374.00 per month
for the first six months of employment; at the expiration of six months
$384.00 per month; at the expiration of one year $394.00 per month
and at the expiration of two years $405.00 per month, such increases
to be made upon recommendation of the city manager."
SECTION 2. That Sections 10-59 and 10-60 of the Code of
Ordinances City of Paducah, Kentucky, be, and the same hereby are,
repealed.
SECTION 3. This ordinance amends Sections 7, 7-A, 8-A, 8-B,
8-C, 8-D, 9 and 10 of the "Appointive Employees' Civil Service
Ordinance", which ordinance was adopted by the Board .of Commissioners
on December 2, 1947, and last amended December 27, 1968, except that
Section 7-A was last amended November 11, 1969, Section 8-B was
last amended rune 24, 1969, gection 8-D was last amended April 22,
1969, and Section 9 was last amended March 10, 1970. This ordinance
further repeals Section 11 of said ordinance which was last amended
December 27, 1968.
SECTION 4. All ordinances or parts of ordinances in conflict
herewith are, to the extent of such conflict, hereby repealed.
SECTION 5. This ordinance shall be retroactively effective
as of April 1, 1970.
