A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR THE PURCHASE OF F. M. TWO-WAY RADIO EQUIPMENT TO BE USED IN
THE PADUCAH FIRE DEPARTMENT AND PRESCRIBING THE TERMS AND CONDITIONS
UPON WHICH SUCH PURCHASE SHALL BE MADE
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, requested
to advertise for bids for sale to the City of Paducah of ten (10) F.M.
Mobile Radio Units to operate on a specified R.F. Frequency in the 136-174
MHZ Band, and six (6) Extended Control Console Assessory Groups, con-
sisting of a transfer control head, complete extended control console and
headset which shall be factory designed for installation on pumper type
fire trucks, said F.M. two-way radio equipment to have the specifications,
and all bidders to meet the terms and conditions as hereinafter set forth.
SECTION 2. Each bidder shall state the amount he will accept in
cash for the purchase of the following new F.M. Two-way Radio Equipment:
(a) Ten (10) - F.M. Mobile Radio Units to operate on a specified
R.F. Frequency in the 136-174 MHz band. Radios will have minimum R.F.
Power Output of 45 -watts and shall incorporate a continuous tone
coded squelch system to be compatible with present base station
equipment. Radios shall be of the fully solid state design using
no tobes and no power supply and will draw less than %2 amp power
when operating on standby from a 12 vdc vehicle electrical system.
Radio units will operate from either negative or positive ground systems
without the purchase of additional equipment. Radio unit shall
have rapid interchangeable key -locked drawer construction for simple
servicing and interchanging between units. Radio control head
shall incorporate off -on indicator light, transmit light, manual
squelch control, tone coded squelch monitor switch, and off/on
switch. Microphone hang-up box should also be wired to permit
automatic monitoring of channel when microphone is removed from
hook. Receiver sensitivity shall be .35 microvolts (20db quieting)
or better and the frequency determining channel elements shall
be of solid state design to obtain .0005% stability without the
use of heaters. Units shall be of the so called truck mount design
to include all cabling necessary for installation in trunk of
vehicles, under seat of trucks, or any other typical locations.
Package will include antenna and cabling and all parts to
facilitate installation. Units shall provide a minimum of five
watts (5) audio output to provide necessary sound level for use
on fire trucks. Operations and maintenance manuals (2 sets) for
each item bid.
(b) Six (6) - Extended Control Console Assessory Groups consisting
of a transfer control head, complete extended control console and
handset which shall be factory designed for installation on pumper
type fire trucks.
To facilitate connection of external audio amplifiers to the
system audio shall be available at both the transfer head and
extended control console connector boards. The transfer head will
uni-laterally transfer all functions and controls from the cab
to the pump control position of the fire truck. Extended control
shall include waterproof control case, waterproof lights, and water-
proof speaker/fader controls, and separate handset volume control.
Unit shall contain waterproof speaker and a minimum speaker size
of 43-, inches and audio output of at least 15 watts to the speaker.
This entire unit shall be rated to withstand a continuous flow
of water at a head of 10 feet and a flow rate of 4.0 cu. feet
for a duration of 5 minutes and function properly during and

after the test. Operations and maintenance manuals (2 sets) for
each item bid.
All of the above equipment must be oh the latest state of the art,
solid state design using no tubes or mechanical relays to accomplish
its functions.
All quotations shall include transportation, all applicable
state and local taxes, and complete turn -key installation to customers
satisfaction at customers location within the City of Paducah, Kentucky.
Bidders may submit alternate bids, with or without a bid which
completely meets above specifications. However, all bids must be
accompanied by a complete set of manufacturers descriptive specifications
and equipment list and any exception to the bid specifications as herein
set must be stated in the formal bid letter. An explanation shall be
made for each item for which exception is taken, giving in detail, the
extent of the exception and the reason for which it is taken.
SECTION 3. Each bidder shall bid the amount he will accept in
cash for a complete maintenance contract on each of the aforedescribed
items, and his bid on said maintenance contract shall be submitted
simultaneous with his bid on the aforesaid equipment. The Board of
Commissioners shall reserve the right to separately accept or reject
any and all bids pertaining to the equipment and the said maintenance
contracts.
SECTION 4. Each bidder shall state in his bid the popular name
and model upon which he bids, and if requested, will exhibit at the City

upon with the equipment offered, and the successful bodder must be
capable of delivering said radio equzilpment bid upon within sixty days
after the date of any contract.
SECTION 5. The City Manager shall advertise for sealed bids by
posting a notice at the City Hall door and by inserting such notice of
the request for bids in the Paducah Sun -Democrat to be published not
less than seven days nor more than twenty-one days before the date fixed
for the opening of bids. All bids shall be sealed and no bid shall be
received after the hour fixed in the notice for opening of same. All
bids
received by the City Manager up to the time fixed in the notice for

the opening of same shall be filed with the Board of Commissioners who
may let a contract to the best responsible bidder, and the Board of
Commissioners shall reserve the right to reject any and all bids, and

the City shall not become legally obligated to any bidder until the
adoption of an ordinance authorizing the execution of a purchase contract.

SECTION 6. This resolution shall be in fu11 force and effect
from and after its adoption.
