ORDINANCE NO. 72-10-702
AN ORDINANCE CREATING ARTICLE VII "DEPARTMENT OF PUBLIC SERVICES"
FOR CHAPTER II, ADMINISTRATION, OF THE CODE OF ORDINANCES CITY OF
PADUCAH, KENTUCKY
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,
KENTUCKY:
SECTION 1. That Article VII "Department of Public Services" for
Chapter II, Administration, of the Code of Ordinances City of Paducah,
Kentucky, together with the following Sections for said Article be, and
the same are hereby, ordained and created to read as follows:
ARTICLE VII, Department of Public Services.
Sec. 2-143. Created.
There is hereby created and established the department of public
services.
Sec. 2-144. Purpose and function.
The purpose and function of the department of public services
shall be the supervision, coordination and control of the following
municipal activities:
(1) Streets and sewers
(2) Refuse
(3) Flood control
(4) Sewage treatment
(5) Traffic signal and parking meter maintenance
(6) Maintenance of city buildings
(7) Maintenance of parks, playgrounds and recreation areas
(8) Cemetery department
The departments now providing and performing the aforesaid services
shall continue to do so and shall be under the direct supervision of the
respective department heads.
Sec. 2-145. Director
There is hereby created the position of Director of Public
Services who shall be the head of the department of public services and
have charge and control of same under the supervision and direction of
the city manager. The director shall be appointed by the Board of
Commissioners.

The director shall be authorized and have the responsibility
to coordinate, supervise and control the municipal activities set forth
in Section 2-144, by and through the respective department heads to
the extent that any department provides such service. The director
is further charged with the responsibility of coordinating the public
services provided by the City of Paducah with such departments and
agencies as engineering, planning, building inspecting, legal, police
and fire, and Urban Renewal Agency.
SECTION 2. All ordinances or parts of ordinances and sections
of the Code of Ordinances in conflict herewith are, to the extent of
such conflict, hereby repealed.
SECTION 3. This ordinance shall be in full force and effect
from and after its adoption, and retroactive to October 4, 1972.
