A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR RESURFACING VARIOUS STREETS IN THE CITY OF PADUCAH, INCLUDING THE
RAISING AND RESETTING OF MANHOLES
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, authorized
and directed to advertise for bids for surfacing and resurfacing of
various streets in the City of Paducah, Kentucky. Said surfacing to
be of various widths with limits as determined by the Engineer, and
said work to be done under the following terms, conditions and
stipulations:
The existing pavement is to be cleaned with a mechanical sweeper
followed by hand brooming to thoroughly clean any depressions in the
street. The existing surface shall be graded, wedged and leveled
where necessary with Class I, Type B, bituminous leveling course so
as to produce a uniform typical section before application of the
surface course. Where surfacing is to be placed on gravel, the gravel
is to be graded, rolled and primed with Primer L as directed by the
Engineer. The gravel surface as prepared shall be approved by the
Engineer before prime coat is applied. Asphalt surface shall be
approximately 1' inches of Class I, Type B Bituminous concrete except
where excessive wedging and leveling is required final surface course
may be reduced to a minimum of 1 inch such that total asphalt quantity
will be equivalent to a 1� inch application. Said work is to include
bituminous tack coat (ss-lh) or prime coat (Primer L) as conditions
warrant, and the raising and resetting to grade of manholes located in
the areas to be resurfaced, (prefabricated manhole adjustment rings may
be used in locations allowed by the Engineer). The coarse aggregate in
the surfacing shall consist of limestone aggregate. All materials and
construction shall comply with Kentucky Department of Highways'
specifications.
Persons desiring to submit bids will do so on the basis of tons of
asphalt (Class I); price per gallon of SS -1h bituminous tack coat as
specified; price per gallon of Primer L and a unit price for the raising
and resetting to grade of manholes. All work to be performed under the
direction of the City of Paducah Engineering Department. Such work shall

be paid for upon certification of the completion thereof and when approved
and accepted by the City Engineer. It is anticipated that approximately
3,264 tons of surfacing, approximately 1911 gallons of SS-lh bituminous
tack coatl approximately 337 gallons of Primer L and approximately
42 manhole adjustments will be required.
Each bidder shall include all applicable taxes for all material,
equipment or supplies to be incorporated in the work, and the successful
bidder will be required to furnish all appropriate taxing authorities
any necessary information or reports pertaining thereto as may be
required.
The successful bidder shall execute a performance bond in the
amount of the estimated cost of the work to insure the proper perform-
ance and completion of said work, and in addition thereto will be
required to keep in full force and effect liability insurance protecting
the City from any claim from persons or property of persons in the
following amounts: $100.00 for personal injury or death to any one
person; $300,000 for personal injury or death to more than one person
resulting from the same accident, and $10,000 for property damage in
any one accident.
SECTION 2. The City Manager shall advertise for bids by a notice
posted at the City Hall door and by inserting notice of the request for
bids in the Paducah Sun -Democrat to be published as required by law.
All bids shall be sealed and no bid shall be received after the hour
fixed in the notice for the opening of same. All bids received by the
City Manager up to the time fixed for the opening of bids shall be
filed with the Board of Commissioners who may let a contract to the
lowest and best bidder, and the Board of Commissioners shall reserve
the right to reject any and all bids and the City shall not become
legally obligated to have such services performed until the adoption
of an ordinance authorizing the execution of a contract for same.
SECTION 3. This resolution shall be in full force and effect
from and after its adoption.
