ORDINANCE NO. 72-4-639
AN ORDINANCE AMENDING SECTION 12-19 (a) AND (e) AND ADDING
NEW SUB -SECTIONS (h), (i) AND (j) THERETO, AND AMENDING SECTIONS 12-24,
12-28 AND 12-29 OF THE CODE OF ORDINANCES CITY OF PADUCAH, KENTUCKY
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That Section 12-19 "Number, rank and salaries of
members", Sub -sections (a) and (e) be amended and reordained so that
said sections as amended and reordained shall hereafter read as follows:
"Sec. 12-19. Number, rank and salaries of members.
(a) The number and rank of the members of the fire department
of the city and their monthly salaries, provided such salaries are
not changed by any annual apportionment ordinance hereafter adopted,
shall be as follows:

"(e) Chief mechanic shall be paid at the same rate per month as
provided for the inspector."
SECTION 2. That Section 12-19 Number, rank and salaries of members
of the Code of Ordinances City of Paducah, Kentucky, be amended and
reordained by adding thereto new sub -sections (h), (i) and (j) which
shall hereafter read as follows:
"(h) Fire marshall shall be paid at the rate of $695.00 per
month until he has served with the City for 17 years; at the expiration
of 17 years he shall be paid at the rate of $700.00 per month; at the
expiration of 20 years he shall be paid at the rate of $705.00 per month."
(i) All members of the fire department shall be paid an annual
supplementary expense allowance for uniforms, meals, etc. in the amount
of $360.00, less any sum paid for an initial clothing allowance. Such
sums shall be paid in quarterly installments of $90.00 each on March 31,

June 30, September 30 and December 31, and shall accrue at the rate of
$30.00 per month. For the purposes of calculating a month, full credit
shall be given after the fifteenth day. The expense allowances shall be
paid on non -payroll checks, and shall not be subject to any deductions,
except as may be required for taxes."
Any amounts paid to any members of the fire department for uniforms
in 1972 for January 1 through March 31, in excess of $30.00 shall be
deducted from quarterly installments until the full amount has been
recovered by the city treasurer.
"(j) In the event a member of the fire department acts in a
position of responsibility higher than the position the member holds,
and provided the period of responsibility is in excess of six hours
during any work shift, the member shall be compensated as follows;
Captain acting as assistant chief, $5.00; lieutenant acting as captain,
$5.00; firefithter acting as lieutenant, $4.00. Such compensation shall
be paid for any condition creating an absence within a position for which
the acting officers are required to serve, including vacancy within the
position, illness, vacations and holiday times, acting in another
position, or temporary additional assignments. Such compensation shall
not be paid for assignments resulting from members taking accumulated
time, operating on work -back provisions, attending schools or seminors,
or for any other reason than stated above. Acting pay shall be
accounted for by the assistant fire chiefs and payment shall be made
quarterly on March 31, June 30, September 30 and December 31. Acting
pay shall be subject to all payroll deductions.
SECTION 3. That Section 12-24 "Switchboard operator - position
created" be amended and reordained so that said section as amended and
reordained shall hereafter read as follows:
"Sec. 12-24. Switchboard operator - Position created.
There is hereby created and established three (3) positions
of noncivil service fire department switchboard operators for the City."
SECTION 4. That Section 12-28 "Same - Salary" of the Code of
Ordinances City of Paducah, Kentucky, be amended and reordained so that
said section as amended and reordained shall hereafter read as follows:

"Sec. 12-28. Same - Salary.
Any person occupying the position of noncivil service fire depart-
ment switchboard operator shall be paid at the rate of $478.33 per month
for the first six months of employment; at the expiration of six months,
$483.33 per month; at the expiration of one year $488.33 per month; at
the expiration of two years $493.33 per month; at the expiration of three
years $498.33 per month; at the expiration of five years $503.33 per month;
at the expiration of eight years $508.33 per month; at the expiration of
eleven years $513.33 per month; at the expiration of fourteen years
$518.33 per month; at the expiration of seventeen years $523.33 per month;
and at the expiration of twenty years and for all services thereafter
$528.33 per month."
SECTION 5. That Section 12-29 "Members' uniforms" of the Code of
Ordinances City of Paducah, Kentucky, be amended and reordained so that
said section as amended and reordained shall hereafter read as follows:
"Sec. 12-29. Members' uniforms.
All members of the fire department below the grade of captain
shall wear the standard uniform, which shall consist of a standard
uniform cap, navy blue trousers, black shoes, blue shirt and black tie.
The standard winter uniform shall consist of the above standard uniform
coat with silver buttons and insignia, except that a blue sweater and
blouse of approved type may be worn. Officers with rank of captain
and above shall wear white shirts instead of blue and gold buttons and
insignia on coat.
"The chief of the department may prescribe a class 'B' work
uniform of a 'wash and wear' type to be worn by all members below the
rank of assistant chief during duty hours.
"While on duty, all officers and men will be required to wear
the prescribed uniform. When off duty, the uniform may be worn, but in
no instance while on or off duty will part of the uniform be permitted.
"All new members of the fire department shall be entitled to an
additional clothing allowance of one hundred twenty-five dollars $125.00).
In the event the said member does not remain an employee in the department
for more than seventy-five calendar days, all uniforms purchased with the
initial payment shall be returned to the chief of the department."

SECTION 6. That Section 1 and 2 amend an ordinance adopted
December 11, 1951 and which was last amended November 23, 1971. Section
3 amends Section 1 of an ordinance adopted February 28, 1967. Section
4 amends Section 5 of an ordinance adopted February 28, 1965, and
which was last amended by Section 2 on May 11, 1971. Section 5 amends
Section 9 of an ordinance adopted June 16, 1937 which was last amended
by Section 3 of an ordinance adopted December 28, 1971.
SECTION 7. This ordinance shall be in full force and effect
from and after its adoption and retroactive to April 1, 1972.
