A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR THE PURCHASE OF APPROXIMATELY 645 AUTOMATIC PARKING METERS, EQUIPPED
WITH OPEN TOP COIN BOXES AND WASHER AND PULL RING REJECTORS, AND
PRESCRIBING THE MANNER IN WHICH BIDS SHALL BE SUBMITTED
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby requested
and authorized to advertise for bids for the purchase of approximately
645 Automatic parking meters, equipped with open top coin boxes and
washer and pull ring rejectors, having the following specifications:
DESCRIPTION
Parking meters shall be so designed as to enable installation on
standard weight, two (2) inch galvanized iron pipe, to be securely
fastened with detachable meter mountings which are so arranged that the
meter cannot be removed except by operation from inside the meter case.
This device shall permit 360 degree rotation of the meter head on the pipe.
The length of time provided on each meter and whether or not the
coin mechanism shall accommodate pennies shall be subject to designation
at the time of contracting and shall be at the discretion of the City
Manager.
GUARANTEE
Meters shall be guaranteed by the manufacturer for a period of at
least One (1) year of actual use against defective workmanship and de-
fective materials. Each bidder shall clearly state his guarantee.
GENERAL REQUIREMENTS
The meters shall be of a type which indicates by suitable visible
signals that the parking space adjacent to such meter is or is not legally
in use, to indicate by proper legend the legal parking time established
by the City and when operated shall indicate on and by its dial and
pointer the duration of the period of legal parking and on the expiration
of such period shall indicate illegal over time parking.
The operation of the meters shall be fully automatic, in which
to activate the meter the user shall need only insert proper coin.
There shall be no handles to turn, no levers to push or pull. All coins
shall move under power•.through the complete cycle from fingertip in-
sertion to delivery into the locked coin compartment. No "sleeper coins"

or "handle turning" enforcement problems shall be possible. There shall
be no weather exposed working parts.
No bids will be considered on obsolete or discontinued models.
(a) Meter Case
The entire meter mechanism shall be enclosed in a rugged, sub
stantial metal case constructed of corrosion resistant, non -brittle metal
of such thickness as to resist tampering or abuse.
The access door for the coin compartment and the mechanism
compartment shall be hinged to the case and shaAl open on the sidewalk
side of the meter. The mechanism door shall open to a horizontal position
providing a convenient work shelf for street maintenance.
(b) Coin Box Compartment
The meter shall include a compartment for the coin box. The coin
box compartment shall be separate from the meter mechanism and accessible
only by a separate lock and key.
(c) Coin Boxes
The meters shall be equipped with a collection box.
(d) Locks
Locks must be of the pick -proof variety and so designed that access
to any one compartment will not permit access to other compartments with
the same key or in any other manner.
(e) Mechanism
The entire meter operating mechanism, including the timer
mechanism, shall be so constructed as a completely assembled, so that
it may be removed as a whole from and replaced in the meter case for
inspection and repair. The timer shall snap on and off for easy
replacement and/or maintenance.
The clock or timer mechanism shall not operate continuously
but shall come to rest after each operating cycle of the meter has been
completed:
operation of the meter and indicated time shall be unaffected
by blows from the fist, shaking or similar force.
The mechanism shall be provided with a graduated scale to indicate
continuously while in operation on unexpired time from maximum time to
zero. The mechanism shall be provided with an "expired flag", red in
color, which shall be displayed automatically upon the expiration of the
"paid" period. The mechanism shall also be provided with an out -of -order
visible indicator, which shall be a "trouble flag", yellow in color,

which will appear automatically should the meter fail to cycle, or to
indicate a jammed or inoperative meter.
(f) Lubrication
The mechanism shall not require lubrication of any type to
function properly in any climatic condition.
(g) Accumulative
The meter mechanism shall be an accumulative multiple coin type,
so designed as to permit conversion from priginal time and rate combination
specified to any other time and rate combination desired by the City
from one (1) to ten (10) or more hours, without changing the timer or any
other major parts.
(h) Coin Entrance
There shall be a single coin entrance to eliminate confusion
and mistakes in inserting coin in wrong slot. Coin slot shall be of
such dimension as to deter defective or mutilated coins, slugs or other
objects of greater dimension than those coins designated for the meter.
(i) Slot Closer
The meter shall be equipped to automatically close or block the
coin entrance thereby preventing the insertion of additional coins when
the meter is in an out -of -order condition.
(j) Washer or Pull Ring Rejector
The meter shall be equipped with a rejector which will reject
washers, beer can opener rings and similar foreign matter from entering
the meter without damage to the meter.
TIME AND RATE PLATES
Time and rate plates shall be mounted under the protective cover
of housing and clearly visible to the motorist.
DIAL WINDOWS
The dial window windows shall be made of material which is bbeak
resistant and fade -proof. The dial window shall permit clear viewing of
the expired flag, trouble flag, dial and indicator, in good contraet from
both sides of the meter. The windows sha11 be individually replaceable,
and shall have O-ring type gaskets to protect against dust and moisture
penetration into the case. Provision shall be made in the dial window
area for ventilation to eliminate window fogging.

SAMPLES
The bidders shall submit samples of the meters on which they are
quoting, and detailed specifications indicating their proposed method of
installation and operation, if requested by City Manager at time of bid
opening.
INSTALLATION
The successful bidder shall furnish all necessary Labor and
Materials to install new meter heads on existing meter posts in city, and
a factory field service engineer to supervise the installation of the new
meters furnished in connection with this bid.
TERMS OF SALE
The bidder is required to state the terms of sale for cash,
minimum monthly payment, or division of revenue. The bidder shall state
the price per single meter, and price per two (2) single meters mounted
on one (1) post as a twin -unit, F.O.B. Paducah, Kentucky.
Each bidder should state what amount, if any will be allowed for
trade-in of 645 metersnow in use as follows: 371 Park -O -Meters, 142
Miller Model 50, 62 Automaton, and 60 Duncan Model 60, which may be
inspected in place in the City of Paducah.
Each bidder should state what spare mechanisms will be provided
with a sale and what guarantee will be available to insure against
defective parts.
Each bidder must submit an alternate payment plan, if any are
available, which would specify what cost could be advanced to the City
or incurred by the bidder for installation of the meters and a method of
payment which would not increase outlays from the General Fund of the City.
All such proposals must clearly state what cost over cash would be added,
if the alternate plan is available and accepted.
AWARD OF CONTRACT
The City reserves the right to reject any or all proposals. The
bidders shall indicate the number of days after the signing of the contract
in which they will guarantee to make delivery.
CONTRACT AGREEMENT
The successful bidder, as designated by the Board of Commissioners
will be required to enter into an agreement for the sale and delivery of
said meters substantially on these specifications.

OTHER INSTALLATIONS
The manufacturer shall accompany his bid with a representative
list of cities in which his meters are now in use.
MISCELLANEOUS
Each proposal shall be submitted in a sealed envelope plainly
marked "Parking Meter Proposal - To Be Properly Opened In The City Manager's
Office Of The City Hall Of The City Of Paducah At A.M. / P.M.
(date) submitted by (bidder)
SECTION 2. The City Manager shall advertise for sealed bids by
posting a notice at the City Hall door and by inserting notice of the
request for bids in the Sun -Democrat not less than seven days nor more
than twenty-one days before the opening of same. All bids shall be sealed
and no bid shall be received after the hour fixed in the notice for the
opening of same. All bids received by the City Manager up to the time
fixed for the opening of same shall be filed with the Board of Commissioners
who may let a contract to the lowest and best bidder and the Board of Com-
missioners shall reserve the right to reject any and all bids and the City
shall not become legally obligated to purchase same until the adoption of
an ordinance authorizing the execution of a purchase contract.
SECTION 3. This resolution shall be in full force and effect from
and after its adoption.
