A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR RESURFACING BROADWAY FROM THE EAST LINE OF FIRTH STREET TO THE WEST
LINE OF THIRTEENTH STREET IN THE CITY OF PADUCAH, INCLUDING THE RAISING
AND RESETTING OF MANHOLES
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, authorized
and directed to advertise for bids for the resurfacing of Broadway
from the east line of First Street to the west line of Thirteenth
Street in the City of Paducah, Kentucky. Said surfacing to be from
gutter to gutter with full widths to street property lines, and said
work is to be done under the following terms, conditions and stipulations:
The surfacing of the present pavement is to be leveled where
necessary and surfaced with approximately 1'h inch application of
Kentucky State Highway Class I, Type B, Bituminous concrete surfacing,
said work to include Bituminous prime coat RS -1 complying with Kentucky
State Highway Specifications and the raising and resetting to grade of
manholes, located in the areas to be resurfaced. There are approximately
sixty (60) manholes in the project area. The coarse aggregate in the
surfacing shall consist of limestone aggregate, and the other materials,
mixing and placing by finishing machine and rolling shall comply with
Kentucky State Highway specifications.
Persons desiring to submit bids will do so on the basis of tons
of surfacing to comply with the herein specifications; price per gallon
for RS -1 Bituminous prime coat and a unit price for the raising and
resetting to grade of manholes. All work to be performed under the
direction of the City of Paducah Engineering Department. Such
work shall be paid for upon certification of the completion thereof
and when approved and accepted by the City Engineer. It is anticipated
that approximately 2,150 tons, more or less, of surfacing will be
required.
The successful bidder shall execute a performance bond in the amount
of the estimated cost of the work to insure the proper performance and
completion of said work, and in addition thereto will be required to
keep in full force and effect liability insurance protecting the city
from any claims from persons or property of persons in the following

amounts: $100,000 for personal injury or death to any one person;
$300,000 for personal injury or death to more than one person resulting
from the same accident, and $10,000 for property damage in any one
accident.
SECTION 2. The City Manager shall advertise for bids by a notice
posted at the City Hall door and by inserting notice of the request for
bids in the Paducah Sun -Democrat to be published as required by law.
All bids shall be sealed and no bid shall be received after the hour
fixed in the notice for the opening of same. All bids received by the
City Manager up to the time fixed for the opening of bids shall be
filed with the Board of Commissioners who may let a contract to the
lowest and best bidder, and the Board of Commissioners shall reserve
the right to reject any and all bids and the City shall not become
legally obligated to have such services performed until the adoption
of an ordinance authorizing the execution of a contract for same.
SECTION 3. This resolution shall be in full force and effect from
and after its adoption.
