A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR
THE PURCHASE OF APPROXIMATELY 645 MANUALLY OPERATED PARKING METERS, HEADS
AND COIN BOXES ONLY, AND PRESCRIBING THE MANNER IN WHICH BIDS SHALL BE
SUBMITTED
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,
IENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, requested and
authorized to advertise for bids for the purchase of approximately 645
manually operated parking meters, heads and coin boxes only, having
the following specifications:
DESCRIPTION
Parking meters shall be so designed as to enable installation on
standard weight, two (2) inch galvanized iron pipe to be securely fast-
ened with detachable meter mountings which are so arranges that the meter
cannot be removed except by operation from inside the meter case. This
device shall permit 360 degree rotation of the meter head on the pipe.
The length of time provided on each meter and whether or not
the coin mechanism shall accommodate pennies shall be subject to
designation at the time of contracting and shall be at the discretion
of the City Manager.
GUARANTEE
Meters shall be guaranteed by the manufacturer for a period of one (1)
year of actual use against defective workmanship and defective materials.
Each bidder shall clearly state his guarantee.
GENERAL REQUIREMENTS
The meters shall be of a type which indicate by suitable visible
signals that the parking space adjacent to such meter is or is not legally
in use, to indicate by proper legend the legal parking time established
by the .City and when operated shall indicate on and by its dial and pointer
the duration of the period of legal parking and on the expiration of
such period shall indicate illegal over time parking.
Thg meters shall be of the manually operated type in which the oper-
ation of the device is initiated by the user after the deposit of each
coin by the turning of a handle of the rotating type only after which the
operation is automatic.

No bids will be considered on obsolete or discontinued models.
(a) Meter Case
The entire meter mechanism shall be enclosed in a rugged, substantial
metal case constructed of corrosion resistant, non -brittle metal of
such thickness as shall resist tampering or abuse.
The access door for the coin compartment and the mechanism com-
partment shall be hinged to the case and shall open on the sidewalk
side of the meter.
(b) Coin Box Compartment
The meter shall include a compartment for the coin box. The coin
box compartment shall be separate from the meter mechanism and accessible
only by a separate lock and key.
(c) Coin Boxes
The meters shall contain a 3-C open type collection box.
(d) Locks
Locks must be of the pick=proof variety and so designed that access
to any one compartment will not permit access to other compartments with
the same master key or in any other manner.
(e) Mechanism
The entire meter operating mechanism, including the clock mechanism,
shall be constructed as a completely assembled unit, so that it may be
removed as a whole from and replaced in the meter case for inspection,
repair and replacement.
The mechanism shall not be wound by a special crank or winding key.
An operating handle shall be turned after each coin insertion to
set a meter in operation and thus wind the main spring. The clock or
timer mechanism shall not operate continuously but shall come to rest
after each operating cycle of the meter has been completed.
Operation of the meter and indicated time shall be unaffected by
blows from the fist, shaking or a similar force. The meters shall be
equipped with a safety device to prevent the loss of an inserted coin
or time in the event the handle, while operating the meter, is not turned
to the maximum position. The meter shall not indicate or display unused
or indicated time while the handle is being turned. A violation flag
shall be clearly exposed. The timer shall indicate zero during the
registering of coins. The violation flag shall disappear and the indicator

shall indicate the proper time registered automatically upon the release
of the operating handle.
The mechanism shall be provided with a graduated scale to indicate
continuously while in operation on unexpired time from maximum time to
zero. The mechanism shall be provided with an "expired flag", red in
color, which shall be displayed automatically upon the expiration of the
"paid"period. Time shall not begin to expire until after the handle
has been fully turned and released.
A "period of violation" indicator that indicates the amount of time
a motorist has been in violation will not be accepted.
(f) Accumulative
The meter mechanism shall be an accumulative multiple coin type so
designed as to permit conversion from original time and rate combination
specified by any combination desired^ by the City from one (1) to four (4)
hours or ten (10) hours without changing the timer or any other major part.
The meter mechanism shall be equipped with a service signal to
indicate a jammed or inoperative meter.
(g) Coin Slots
Coin slots must be of such dimension as to reject defective or
mutilated coins, slugs or other objects of greater dimension or thick-
ness than those coins designated for the meter.
(h) Slot Closer
The meter shall be equipped with a separate device to automatically
close the coin chute thereby preventing the insertion of additional
coins when a meter is in an out -of -order condition.
(i) Washer Rejector
The meters shall be equipped with a washer rejector which will
reject all washers, beer can opener rings and similar slugs without
damage to the meter.
TIME AND RATE PLATE
Time and rate plates shall be mounted under the protective cover of
the housing and clearly visible to the motorist.
DIAL WINDOW
The dial window shall be made of double strength, fade -proof Lucite.
The dial window shall permit clear viewing of the expired flag, trouble
flag, dial and indicator, in good contrast from both sides of the meter
Provisions shall be made in the dial window area for ventilation to
eliminate window fogging.

SAMPLES
The bidders shall submit samples of the meters on which they are
quoting, together with detailed specifications indicating their proposed
method of installation and operation.
TERMS OF SALE
The bidder is required to state the terms of sale for cash,
minimum monthly payment, or division of revenue. The bidder shall state
the price per duplex meter and price per single meter, f. o. b. Paducah,
Kentucky.
Each bidder should state what amount, if any, will be allowed
for trade-in of 645 meters now in use as follows: 371 Parko-Meters,
142 Miller Model 50, 62 Automaton, and 60 Duncan Model 60, which may
be inspected in place in the City of Paducah.
Each bidder should state what spare mechanisms will be provided
with a sale and what guarantees will be available to insure against
defective parts.
Each bidder must submit an alternate payment plan, if any are
available, which would specify what cost could be advanced to the City
or incurred by the bidder for installation of the meters and a method
of payment which would not increase outlays from the General Fund
of the City. All such proposals must clearly state what cost over
cash would be added, if the alternate plan is available and accepted.
AWARD OF CONTRACT
The City reserves the right to reject any or all proposals. The
bidders shall indicate the number of days after the signing of the
contract in which they will guarantee to make delivery.
CONTRACT AGREEMENT
The successful bidder, as designated by the Board of Commissioners
will be required to enter into an agreement for the sale and delivery
of said meters based substantially on these specifications.
OTHER INSTALLATIONS
The manufacturer shall accompany his bid with a representative list
of cities in which his meters are now in use.
MISCELLANEOUS
Each proposal shall be submitted in a sealed envelope plainly marked.

SECTION 2. The City Manager shall advertise for sealed bids by
posting a notice at the City Hall door and by inserting notice of the
request for bids in the Sun -Democrat not less than seven days nor more
than twenty-one days before the opening of same. All bids shall be
sealed and no bid shall be received after the hour fixed in the notice
for the opening of same. All bids received by the City Manager up to the
time fixed for the opening of same shall be filed with the Board of
Commissioners who may let a contract to the lowest and best bidder and
the Board of Commissioners shall reserve the right to reject any and
all bids and the City shall not become legally obligated to purchase
same until the adoption of an ordinance authorizing the execution
of a purchase contract.
SECTION 3. This Resolution shall be in full force and effect
from and after its adoption.
