A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR THE PURCHASE OF ONE LOW CENTER OF GRAVITY RUBBER TIRED TRACTOR
FOR USE IN THE FLOOD CONTROL DEPARTMENT, AND PRESCRIBING THE MANNER
IN WHICH BIDS SHALL BE SUBMITTED
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, requested
and authorized to advertise for bids for the purchase of one (1) low
center of gravity rubber tired tractor for use in the flood control
department having the following specifications:
ENGINE
The engine shall be gasoline driven, three (3) cylinder or
more with a minimum 135 cubic inches of piston displacement and shall
be rated at a net flywheel horse power of no less than 36 horsepower.
The engine shall be equipped with an air cleaner, either dry or oil
bath and a replaceable oil filter.
ELECTRICAL STARTING AND IGNITION
The electrical system shall be 12 volt, equipped with a keyed
starting switch, 12 volt starter, 12 volt 80 ampere hour generator or
alternator and auitable voltage regulator. Battery shall be a
minimum of 70 ampere.
TRANSMISSION
The tractor shall be equipped with a manual transmission so
constructed as to have eight (8) forward and at least two (2)
reverse speeds.
POWER TAKE OFF
The power take off shall have what is considered in the trade
as a live P.T.O., or so engineered as to allow the P.T.O. to operate
when the tractor is stationary.
TIRE & WHEELS
Rear tires shall be dual 8.3 - 24 four -ply with a farm type,
mud grip or industrial high traction tread (not button type).
Front wheels and tires shall be of sufficient size to allow
installation of wheel weights and shall be four -ply multiple rib.
Front wheels shall be equipped with wheel weights.

STEERING
Steering shall be power steering or hydraulic assisted steering.
OTHER EQUIPMENT
If not included as standard equipment the tractor shall be
equipped with the following items:
Deluxe seat
Swinging Drawbar
Fuel guage
Rear exhaust muffler
Foot throttle
Front bumper
Differental lock
Electric lights
DELIVERY
Since time may be a factor in determining the best bid, each
bidder shall state the time required for delivery after receipt of
order.
Each bidder shall state the amount he will accept in cash for
the purchase of the tractor he offers for sale, and all bidders must
include all applicable taxes, including but not limited to Kentucky
Sales Tax.
SECTION 2, The City Manager shall advertise for sealed bids
by posting a notice at the City Hall door and by inserting notice
of the request for bids in the Sun Democrat not less than seven
days nor more than twenty-one days before the opening of same. All
bids shall be sealed and no bid shall be received after the hour
fixed in the notice for the opening of same. All bids received by
the City Manager up to the time fixed for the opening of same shall
be filed with the Board of Commissioners who may let a contract to
the lowest and best bidder and the Board of Commissioners shall
reserve the right to reject any and all bids and the City shall not
become legally obligated to purchase same until the adoption of an
ordinance authorizing the execution of a purchase contract.
SECTION 3. This resolution shall be in full force and effect
from and after its adoption.
