ORDINANCE NO. 69-3-179.
AN ORDINANCE AUTHORIZING EMPLOYMENT OF A STAFF TO CARRY OUT
THE OAKLAWN NEIGHBORHOOD IMPROVEMENT PROGRAM, FIXING SALARIES, GRANTING
CERTAIN AUTHORITY TO THE EXECUTIVE DIRECTOR, AND RATIFYING PREVIOUS
PROPER ACTS BY THE STAFF
WHEREAS, the City of Paducah applied for and obtained a Federal
Assistance Program known as Oaklawn Neighborhood Improvement Program
Project KY E-1, hereinafter referred to as "project", and
WHEREAS, it is necessary to create certain temporary positions
of employment in the City of Paducah to carry out the project,
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS
OF THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That there be created the following temporary
positions of employment with the City of Paducah, Kentucky, together
with the following annual compensation for each position:
Executive Director $9,000.00
Financial Advisor 8,400.00
Rehabilitation Advisor 7,200.00
Secretary 4,200.00
qnspectors (2 positions) each 5,000.00
Social Worker 6,000.00
Without further amendment of this ordinance, the salary of the
Director may be increased up to $10,000.00 per year, and the salary of
the Secretary may be increased up to $4,800.00 per year upon
recommendation of the City Manager and upon motion of this Board.
SECTION 2. All funds and payrolls for the administration of the
project shall be accounted for at, by and through the project office
and the staff herein authorized. All local and Federal contributions
shall be strictly accounted for and all accounting procedures shall be
as prescribed by the Department of Housing and Urban Development.
SECTION 3. The employees filling the temporary positions herein
created shall accrue vacation and sick time as do regular city employees,
but any other benefits of employment shall be as provided for and
authorized by the Department of Housing and Urban Development.

SECTION 4. In order to carry out the duties of the position of
Executive Director and to implement the project as applied for and
approved, the Executive Director is hereby authorized and empowered to
do the following acts without first obtaining approval of this Board:
To make purchases and enter into contracts for project requirements
not exceeding $500.00 each; to requisition funds and submit all necessary
reports required of the City by the Department of Housing and Urban
Development relating to the project; to approve all rehabilitation
grants; to disburse and close loans and grants; to execute contracts
for rehabilitation to be financed exclusively by Federal funds, and
to do generally such other things that are in accordance with the
policies, procedures, practices and requirements of the Department of
Housing and Urban Development for fulfilling the objectives of the
project.
The City Manager is hereby authorized by the Board of Com-
missioners to do any and all things hereby authorized by the Executive
Director, and the City Manager shall administer the project in the
absence of the Executive Director.
SECTION 5. All actions heretofore taken by the City Manager or
the Executive Director of the project, which actions conform to the
guidelines established in the project application which was heretofore
approved by the City of Paducah and the Department of Housing and Urban
Development, or which actions have been approved by the Department of
Housing and Urban Development, are hereby ratified, approved and
confirmed by this Board.
SECTION 6. This ordinance shall be in full force and effect
from and after its adoption.
