ADVERTISE FOR BIDS FOR THE SALE TO THE CITY OF PADUCAH, KENTUCKY
OF UNIFORMS AND ASSOCIATED CLOTHING FOR THE MEMBERS OF THE POLICE
DEPARTMENT OF SAID CITY, AND PRESCRIBING THE CONDITIONS UPON WHICH
PURCHASE SHALL BE MADE
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, authori-
zed and directed to advertise for bids for the sale to the City of
Paducah, Kentucky, of uniforms and associated clothing for use by the
members of the Police Department of said city, total amount approxi-
mately $6,500, and having the following specifications:
A. Jackets (Ike)
The jacket shall be made of Metcalf No. 386, 14oz., navy blue
serge (an equal quality or better whipcord material may be sub-
stituted at the option of the purchasing officer), bi-swing back,
heavy-duty satin lining with French blue shoulder straps, one-
half inch French blue stripe half -way around each sleeve (top
sleeve only) for Patrolmen. One-half inch red stripe half -way
around each sleeve (top sleeve only) for Sergeant. On all
Sergeant's jackets, chevrons (type and color to be same as sample
furnished by Paducah Police Department) shall be placed on each
sleeve five inches below the shoulder seam. One-half inch gold
stripe (silk cloth braid) on each sleeve for Lieutenant. Two
one-half inch gold stripes (silk cloth braid) for Captain. Three
one-half inch gold stripes on each sleeve (top sleeve only) (silk
cloth braid) for Assistant Chief. Four one-half inch gold stripes
on each sleeve (top sleeve only) (silk cloth braid) for Chief.
Silver "P" buttons on all jackets (including front, pocket,
shoulder strap and sleeve buttons) for Patrolmen. Gold "P" but-
tons (including front, pocket, shoulder strap and sleeve buttons)
on all jackets for Sergeant's ranks and above. Paducah Police
Department shoulder patches shall be placed on the left sleeve
one inch below the shoulder seam. Shoulder patches are to be
furnished by the Paducah Police Department.
All jackets shall be equipped with Four (4) metal belt hooks
fitted on the outside waistband at the proper locations. Metal-

lic thread service stars and bars (gold for Sergeant and above,
silver for Patrolmen) shall be placed on the left sleeve, center-
ed on the outside of the sleeve and beginning one inch above the
one-half inch braid. One star shall represent five (5) years'
service and each bar shall represent one (1) year of service. A
combination using the maximum number of stars and the minimum
number of bars shall be used on each individual's jacket ac-
cording to his tenure of service. Black leather binding on the
cuggs of the sleeves may be requested by the individual officer.
B. Uniform Coat
The uniform coat shall be made of Metcalf No. 386, 14 oz., navy
blue serge (an equal quality or better whip -cord material may be
substituted at the option of the purchasing officer), heavy-duty
satin lining, single breasted. Pleated breast pockets with three
point flaps. Hidden side pockets with three point flaps. One-
half inch French blue stripe half -way around each sleeve (top
sleeve only) for Patrolmen. One-half inch red stripe half -way
around each sleeve (top sleeve only) for Sergeant. On all
Sergeant's coats, chevrons (type and color to be same as sample
furnished by Paducah Police Department) shall be placed on each
sleeve five inches below the shoulder seam. One-half inch gold
stripe (sild cloth braid) on each sleeve for Lieutenant. Two
one-half inch gold stripes (silk cloth braid) for Captain. Three
one-half inch gold stripes on each sleeve (top sleeve only) (silk
cloth braid) for Assistant Chief. Four one-half inch gold stripes
on each sleeve (top sleeve only) (silk cloth braid) for Chief.

cluding front, pocket, shoulder strap and sleeve buttons) on all
coats for Sergeant's ranks and above. Paducah Police Department

Paducah Police Department. All coats shall be equipped with
two (2) metal belt hooks fitted on the outside waistband at the
proper locations. Metallic thread service stars and bars (gold
for Sergeant and above, silver for Patrolmen) shall be placed on
the left sleeve, centered on the outside of the sleeve and begin-
ning one inch above the one-half inch braid. One star shall

represent five (5) years of service and each bar shall represent
one (1) year of service. A combination using the maximum number
of stars and the minimum number of bars shall be used on each
individual's coat according to his tenure of service.
C. Trousers - Fall and Winter
The trousers shall be made of Metcalf No. 386, 14 oz., navy blue
serge (an equal quality or better whip -cord material may be sub-
stituted at the option of the purchasing officer). They shall
have one-quarter cut pockets. They shall have two-inch belt
loops, one -inch wide, no cuffs and reinforced pocket corners.
Stock fall and winter trousers, of meterial quality equal to that
of tailor-made garments set forth in these specifications, may
be purchased by the individual officer in preference to tailor-
made items.
D. Trousers - Summer
The trousers shall be No. 120, F & P Metcalf tropical cloth, navy
blue. They shall have one-quarter cut pockets. They shall have
two-inch belt loops, one -inch side, no cuffs, and reinforced
pocket corners. Stock summer trousers, of material quality equal
to that of tailor-made garments set forth in these specifications,
may be purchased by the individual officer in preference to tailor-
made items.
E. Shirts - Winter - Patrolmen
1. The shirt shall be standard quality medium blue Simpson Soulette
Poplin, shoulder straps and badge plate with reinforcement to
shoulder, pleated pockets, long sleeve, one -button sleeve and
regulation type collar, semi -form fitting.
2. Tailored - Form Fitting: (Wihter - Patrolmen) The shirt shall be
standard quality, medium blue, conqueror tropical (or equivalent),
guaranteed washable fast color, shoulder straps with badge plate
with -reinforcement to shoulder, pleated pockets, long sleeve,
three -button sleeve and regulation type collar, tailored form-
fitting.
F. Shirts - Winter - Sergeant and above
The shirt shall be standard quality white Cimpson Soulette Poplin,
shoulder strap and badge plate with reinforcement to shoulder, pleated
pockets, long sleeve, one -button sleeve and regulation type collar,
semi -form fitting.

G. Shirts - Summer - Patrolmen
1. The shirt shall be standard quality, medium blue Simpsom Soulette
Poplin, shoulder straps and badge plate with reinforcement to
shoulder, pleated pockets, short sleeve, convertible collar,
semi -form fitting.
2. Tailored - Form Fitting: (Summer - Patrolmen) The shirt shall
be standard quality, medium blue Conqueror Tropical (or
equivalent), guaranteed washable fast color, shoulder straps
with badge plate with reinforcement to shoulder, pleated
pockets, short sleeve, convertible collar, tailored form -fitting.
H. Shirts - Summer - Sergeants and above
The shirt shall be standard quality, white Simpson Soulette Poplin,
shoulder straps and badge plate with reinforcement to shoulder,
pleated pockets, short sleeve, convertible collar, semi -form
fitting.
I. Caps - Summer - Patrolmen
The cap shall be Wentworth -Foreman "Headmaster", summer white
leatherette, eight point open cane frame, one hole for badge,
genuine leather sweatband, silver "P" buttons.
J. Caps - Summer - Sergeants and above
The cap shall be Wentworth - Foreman "Headmaster", summer white
leatherette, eight point open cane frame, one hole for badge,
genuine leather sweatband, two rows of gold soutache and gold "P"
buttons.
K. Caps - Winter Patrolmen
The cap shall be all wool navy blue serge, eight point open cane
frame, one hole for badge, with a lace band over cane frame,
silver "P" buttons.
L. Caps - Winter - Sergeants and above
The cap shall be all wool navy blue serge, eight point open cane
frame, one hole for badge, lace band over cane frame, two rows
of gold soutache and gold "P" buttons.
M. Ties
The tie shall be black dacron and wool, clip on, choke proof
type, or four-in-hand style.
N. Miscellaneous items
Leather goods, shoes, etc., as selected by Officer. All
leather goods must be first quality and black in color. All

sidearm holsters must be "Trooper Holster Style", black
leather, to fit S & W Model 10, 4" barrel revolver.
All garments to be made with workmanship quality and guar-
anteed to fit, and any garment not meeting specifications will be
rejected.
The items to be bid upon shall be for all purchases made
by the City for a period of one year from the date a purchase
contract is executed.
Each bidder must bid upon each tiem with unit prices for same
and incomplete bids will be rejected. The contract will be awarded
on an overall basis and no split contracts will be awarded.
Each bidder must state the delivery time required from date of
purchase order.
The City of Paducah will pay on behalf of each and every police
officer a total clothing allowance of $120.00 per year, and any
officer hired after January 1, 1969 shall be granted. -;a basic cloth-
ing allowance of $120.00 plus a pro -rated amount of $120.00 for
the remaining months of the year. The collection of any indebted-
ness over the clothing allowance granted to each police officer
shall be the full and complete responsibility of the bidder,
seller. The City of Paducah and/or the Paducah Police Department
will not be responsible for the collection of any indebtendess
over and above the clothing allowance of any individual officer.
SECTION 2. The City Manager shall advertise for sealed bids
by posting a notice at the City Hall door and by inserting notice
of the request for bids in the Sun -Democrat to be published not
less than seven (7) days nor more than twenty-one (21) days before
the date fixed for the opening of bids. All bids shall be sealed and
no bid shall be received after the hour fixed in the notice for the
opening of same. All bids received by the City Manager up to the
time fixed in the notice for the opening of same shall be filed with
the Board of Commissioners who may let a contract to the lowest and best
bidder, and said Board reserves the right to reject any and all bids
and the City shall not become legally obligated to any bidder until
the adoption of an ordinance authorizing the execution of a purchase
contract.

SECTION 3. This Resolution shall be in full force and effect from
and after its adoption.
