ORDINANCE NO. 68-12-156
AN ORDINANCE AMENDING SECTIONS 7, 7A, 8A, 8B, 8C, 8D, 9, 10 AND
11 OF THE "APPOINTIVE EMPLOYEES' CIVIL SERVICE ORDINANCE" WHICH WAS
ADOPTED BY THE BOARD OF COMMISSIONERS ON DECEMBER 2, 1947, AND AMENDED
ON APRIL 23, 1968, JULY 9, 1968, JULY 23, 1968 AND OCTOBER 1, 1968
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That Sections 7, 7A, 8A, 8B, 8C, 8D, 9, 10 and 11
of the "Appointive Employees' Civil Service Ordinance", which was
adopted by the Board of commissioners on December 2, 1947, and amended
on April 23, 1968, July 9, 1968, July 23, 1968 and October 1, 1968, be
and they are hereby, amended and reordained so that said Sections as
amended and reordained shall read as follows:
"SECTION 7. There is hereby created and authorized the following
positions in the Department of Finance, and the salary of each position
provided the amount of such salary is not changed under any apportionment
ordinance hereafter adopted shall be as follows:

Assistant License Inspector 450.00
The License Inspector shall be paid at the rate of $470.00 per
month for the first six months of employment; at the expiration of
six months $480.00 per month; at the expiration of one year $490.00
per month; at the expiration of two years $500.00 per month, and at
the expiration of three years $510.00 per month, such increases to be
made upon recommendation of the City Manager.
The Assistant License Inspector shall be paid at the rate of $450.00
per month for the first six months of employment; at the expiration of
six months $460.00 per month; at the expiration of one year $470.00

per month; at the expiration of two years $480.00 per monthlj and at
the expiration of three years $490.00 per month, such increases to be
made upon recommendation of the City Manager.
The Senior Clerks shall be paid at the rate of $330.00 per month
for the first six months of employment; at the expiration of six months
$340.00 per month; at the expiration of one year $350.00 per month;
and at the expiration of two years $360.00 per month, such increases
to be made upon recommendation of the City Manager.
The Clerk -Stenographer shall be paid at the rate of $330.00 per
month for the first six months of employment; at the expiration of six
months $340.00 per month; at the expiration of one year $350.00 per
month; and at the expiration of two years $360.00 per month, such
increases to be made upon recommendation of the City Manager.
The Clerk -typist shall be paid at the rate of $285.00 per month
for the first six months of employment; at the expiration of.six months
$295.00 per month; at the expiration of one year $305.00 per month;
at the expiration of two years $315.00 per month; and at the expiration of
three years $325.00 per month; such increases to be made upon recommendation
of the City Manager.
"Section 7-A. There is hereby created and authorized the following
positions in the office of the City Assessor, which office was formerly
in the Department of Finance, and the salary of each position, provided
the amount of such salary is not changed under any apportionment ordinance
hereafter adopted, shall be as follows:

The Secretary shall be paid at the rate of $330.00 per month
for the first six months of employment; at the expiration of six
months $340.00 per month; at the expiration of one year $350.00 per
month; and at the expiration of two years $360.00 per month, such
increases to be made upon recommendation of the City Manager.
Sewer Maintenance Men shall be paid at the rate of $2.4-3 per
hour for the first six months of employment and at the expiration
of six months the rate of pay shall be $2.48 per hour, such increase to
be made upon recommendation of the City Manager.
The Equipment Operators shall be paid at the rate of $2.63 per
hour for the first six months of employment and at the expiration
of six months the rate of pay shall be $2.68 per hour, such increase
to be made upon recommendation of the City Manager.
The Street Repairmen shall be paid at the rate of $2.33 per
hour for -the first six months of -employment and at the expiration of
six months the rate of pay shall be $2.38 per hour, such increase to
be made upon recommendation of the City Manager.
The Truck Drivers shall be paid at the rate of $2.23 per hour
for the first six months of employment and at the expiration of six
months the rate of pay shall be increased to $2.28 per month, such
increase to be made upon recommendation of the City Manager.

Laborers shall be paid at the rate of $2.00 per hour for the
first six months of employment; at the expiration of six months
$2.05 per hour; at the expiration of one year $2.10 per hour, and
at the expiration of two years $2.15 per hour, such increases to be
made upon recommendation of the City Manager.
The Chief Mechanic shall be paid at the rate of $2.73 per hour
for the first six months of employment and at the expiration of 'six
months the rate of pay shall be increased to $2.78 per hour, such -
increase to be made upon recommendation of the City Manager. -
The Auto Repairman shall be paid at the rate of $2.63 per hour
for the first six months of employment, and at the expiration of
six months the rate of pay shall be increased to $2.68 per hour,
such increase to be made upon recommendation of the City Manager.
The Mechanic Helper shall be paid at the rate of $2.43 per
hour for the first six months of employment and at the expiration
of six months the rate of pay shall be increased to $2.48 per hour,
such increase to be made upon recommendation of the City Manager.
The Concrete Finishers shall be paid at the rate of $2.73 per
hour for the first six months of employment and at the expiration
of six months the rate of pay shall be increased to $2.78 per hour,
such increase to be made upon recommendation of the City Manager.
Refuse (Sanitary Division) Base Hourly Rate
This Division shall -be under the direction
of the above mentioned Director of Public
Works and the Assistant Director of Public Works
Collectors (22 positions) $2.00
Truck Drivers (12 positions) 2.23

Collectors shall be paid at the rate of $2.00 per hour for the
first six months of employment; at the expiration of six months $2.05
per hour; at the expiration of one year $2.10 per hour, and at the
expiration of two years $2.15 per hour; such increases to be made
upon recommendation of the City Manager.

positions in the Cemetery Department and the salary of each position,
provided the amount of such salary is not changed under any apportionment
ordinance hereafter adopted shall be as follows:

Laborers shall be paid at the rate of $2.00 per hour for the
first six months of employment; at the expiration of `six months $2.05
per hour; at the expiration of one year $2.10 per hour, and at the
expiration of two years $2.15 per hour; such increases to be made upon
recommendation of the City Manager.
"SECTION 8-D, Sub -section 1. There is hereby authorized and
created the following positions in the Floodwall Department, and
the salary of each position, provided the amount of such salary is
not changes under any apportionment ordinance hereafter adopted, shall
be as follows:

The Foreman shall be paid at the rate of $567.00 per month for
the first six months of employment; at the expiration of six months
$577.00 per month and at the expiration of one year $587.00 per month,
such increases to be made upon recommendation of the City Manager.
Maintenance Men shall be paid at the rate of $426.00 per month for
the first six months of employment; at the expiration of six months
$436.00 per month; at the expiration of one year $446.00 per month;
at the expiration of two years $456.00 per month; and at the expiration
of three years $466.00 per month; such increases to be made upon
recommendation of the City Manager.
"Sub -section 2. There is hereby authorized and created the following
positions in the Sewage Disposal Department, and the salary of each
position, provided the amount of such salary is not changed under any
apportionment ordinance hereafter adopted, shall be as follows:
The Chief Operator shall be paid at the rate of $567.00 per month
for the first six months of employment; at the expiration of six
months $577.00 per month and at the expiration of one year $587.00 per
month, such increases to be made upon recommendation of the City Manager.
The Maintenance Man shall be paid at the rate of $496.00 per month
for the first six months of employment; at the expiration of six months
$506.00 per month and at the expiration of one year $516.00 per month,
such increases to be made upon recommendation of the City Manager.
Operators shall be paid at the rate of $426.00 per month for the
first six months of employment; at the expiration of six months $436.00
per month; at the expiration of one year $446.00 per month; at the
expiration of two years $456.00 per month and at the expiration of
The Sewage Disposal Department shall be under the management
and control of the Floodwall Superintendent, and the employees of the
Floodwall Department, at his direction, may be assigned to work in the
Sewage Disposal Department, and the employees of the Sewage Disposal

Department, bur any of such employees so assigned shall keep and main-
tain their civil service rights under the department to which they were
originally assigned.
"SECTION 9. There is hereby authorized and created the following
positions not assigned to any department of the City of Paducah, but
directly under the supervision of the City Manager, and the salary
of each position, provided the amount of such salary is not changed
under any apportionment ordinance hereafter adopted shall be as follows:

The Building & Electrical Inspector shall perform the duties
formerly performed by the Building Inspector and the Electrical
Inspector, and said Building & Electrical Inspector shall be under
the direst supervision of the City Manager.
The No. 1 Maintenance Man shall be paid at the rate of $2.63 per
hour for the first six months of employment and at the expiration of six
months the rate of pay shall be increased to $2.68 per hour, such
increase to be made upon recommendation of the City Manager.
The No. 2 Maintenance Man shall be paid at the rate of $2.33 per
hour for'the first six months of employment and at the expiration of
six months the rate of pay shall be $2.38 per hour, such increases to be
made upon recommendation of the City Manager.

Maintenance Helpers shall be paid at the rate of $2.23 per hour
for the first six months of employment and at the expiration of six
months the rate of pay shall be increased to $2.28 per hour, such
increase to be made upon recommendation of the City Manager.
The Janitor shall be paid at the rate of $2.00 per hour for the
first six months of employment; at the expiration of six months $2.05_
per hour; at the expiration of one year $2.10 per hour and at -the
expiration of two years $2.15 per hour, such increases to be made upon
recommendation of the City Manager.
Assistant Janitors shall be paid at the rate of $1.70 per hour for
the first six months of employment; at the expiration of six months
$1.75 per hour; at the expiration of one year $1.80 per hour and at the
expiration of two years $1.85 per hour, such increases to be made upon
recommendation of the City Manager.
Clerk -typist No. 1 shall be paid at the rate of $330.00 per month
for the first six months of employment; at the expiration of six months
$340.00 per month; at the expiration of one year $350.00 per month
and at the expiration of two years $360.00 per month, such increases
to be made upon recommendation of the City Manager.
The Clerk -typist No. 2 shall be paid at the rate of $285.00
per month for the first six months of employment; at the expiration
of six months $295.00 per month; at the expiration of one year
$305.00 per month; at the expiration of two years $315.00 per month,
and at the expiration of three years $325.00 per month, such increases
to be made upon recommendation of the City Manager.

City Manager.
The Maintenance Men shall be paid at the rate of $2.43 per hour for
the first six months of employment, and at the expiration of six months
$2.48 per hour, such increase to be made upon recommendation of the City
Manager.
Truck Drivers shall be paid at the rate of $2.23 per hour for
the first six months of employment, and at the expiration of six months
$2.28 per hour, such increase to be made upon recommendation of the
City Manager.

SECTION 2. All ordinances and parts of ordinances in conflict
herewith are, to t}xe extent of such conflict, hereby repealed.
SECTION 3. This ordinance shall be in full force and effect on
and after January 1, 1969.
