ORDINANCE NO. 68-5-69
AN ORDINANCE PROVIDING FOR THE CREATION OF THE DEPARTMENT OF
PUBLIC FINANCE, AND PROVIDING FOR THE APPOINTMENT OF A DIRECTOR IN
SUCH DEPARTMENT, AND SUCH OTHER CLERICAL ASSISTANCE AS MAY BE NECESSARY
THEREIN, AND FIXING THE AMOUNT OF BOND FOR SAID DIRECTOR AND FOR THE
CITY MANAGER, AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH
WHEREAS by ordinance dated January 3, 1934, of record in
Ordinance Book 9, page 837, there was created for the City of Paducah
a Department of Public Finance which ordinance was once amended on
June 26, 1951 by ordinance of record in Ordinance Book 12, page 439,
WHEREAS the aforesaid ordinances have needed some revision since
1956 and they were essentially repealed by an ordinance and its
amendatory ordinance passed on May 9, 1967 and June 13, 1967, and
recorded in Ordinance Book 16, at pages 131 and 181 respectively,
by which ordinances there was created a Department of Fiscal Affairs,
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE
CITY OF PADUCAH, KENTUCKY:
SECTION 1. That there is hereby created and established the
Department of Public Finance, which department shall have charge and
control of the collection, receipt, deposit and disbursement of all
public funds of the City of Paducah, Kentucky. The Director of said
department shall be called "City Treasurer". in the absence of the City
Treasurer or in the event of a vacancy in this office, the City Manager
may appoint an Acting City Treasurer who shall temporarily perform the
duties of the office. The City Treasurer shall work under the super-
vision of the City Manager and shall furnish to the City Manager any
financial information required by the City Manager to carry out his
own responsibilities.
SECTION 2. All checks drawn upon public funds deposited by the
City Treasurer except as otherwise provided by ordinance, shall be
signed by the City Treasurer and countersigned by the City Manager,
or by the Acting City Treasurer or Acting City Manager while either
are working in an official capacity.
SECTION 3. The City Treasurer and City Manager shall each
execute an official bond to the City of Paducah in the sum of
$25,000.00 conditioned upon their faithful performance of their
respective duties and the faithful accounting of all public funds
in their hands.
SECTION 4. That for the purposes of carrying out this ordinance,
the Board of Commissioners may employ such additional clerical
assistance as may be necessary in performing the duties devolving
upon the Department of Public Finance.
SECTION 5. That all ordinances or parts of ordinances in
conflict herewith are, to the extent of such conflict, hereby repealed,
and the aforesaid ordinances pertaining to the creation of a Department
Of Fiscal Affairs are specifically repealed.
SECTION 6. This ordinance shall be in full force and effect
from and after its adoption.
