ORDINANCE NO. 68-5-63
AN ORDINANCE AMENDING SECTIONS 7.1, 9.1 AND 9.4 OF THE MANUAL
OF PROCEDURE OF THE POLICE DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That Section 7.1, Section 9.1, Section 9.2
and Section 9.4 of the Manual of Procedure of the Police Department
of the City of Paducah, Kentucky, which Manual was adopted May 23,
1967 by an ordinance entitled "AN ORDINANCE ADOPTING, BY REFERENCE,
THE MANUAL OF PROCEDURE OF THE POLICE DEPARTMENT OF THE CITY OF
PADUCAH, KENTUCKY", be, and the same are hereby, amended to read
as follows:
"7.1 Uniform Division Promotion Procedures for Supervisory Ranks
Within the Police Department.
When a Sergeant, Lieutenant, Captain or Assistant Chief rank
vacancy occurs within the department, the Chief of Police
may recommend for promotion any member of the uniform
division of the next lower rank by written recommendation
to the Board of Commissioners, through and with the
endorsement of the City Manager, provided that the recommended
party meets the qualifications set forth in 7.2 A-1, C-1, C-2
or D-1; or, the Chief of Police may give notice of such
vacancy and shall set the date, time, place, etc. that
examinations shall be held for filling the vacancy. The
notification shall be made at a time deemed appropriate by
the Chief of Police. The requirement of vacancy shall not
apply to personnel assigned to specialized jobs, such as
the Identification Bureau and the Jail. Promotions for such
personnel will be based upon the direct recommendations of the
Chief of Police, and such recommendations shall be made on
the basis of job requirements, job skills, personal merits,
seniority and written tests, if available, and deemed
necessary by the Chief of Police, and any changes in rank
for such personnel shall be further authorized by the Board
of Commissioners by amending an ordinance establishing the
number, ranks and monthly salaries of the Police Department
of the City of Paducah.
Where the promotion pfocedure of competitive examinations
is used, Sections 7.2 through 7.6 shall apply.
"9.1 Detective Division Promotion Procedures for Supervisory Ranks
When a Captain or Chief of Detectives rank vacancy occurs
within the Detective Division, the procedure for filling
the vacancy shall be as follows: The Chief of Police
may recommend for promotion to Chief of Detectives any
member of the Detective Division who holds the next
lower rank, and the Chief of Police may recommend for
promotion to the rank of Captain any member of the Detective
Division who has been recommended in writing by the Chief
of Detectives, provided that any recommended party meet
the qualifications set forth in Section 9.2. Any recommenda-
tions by the Chief of Police shall be addressed to the Board
of Commissioners through and with the endorsement of the City
Manager. In the alternative, and should no qualified
recommended individuals exist within the division, the Chief
of Police may follow the procedures set out in Sections 9.2
through 9.6.
