A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO MAKE
APPLICATION WITH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR
A CONCENTRATED CODE ENFORCEMENT AND PUBLIC AND NEIGHBORHOOD IMPROVEMENT
GRANT FOR THREE-FOURTHS OF THE COST OF UNDERTAKING AND CARRYING OUT
AN IMPROVEMENT PROGRAM
WHEREAS Section 117 of the Housing Act of 1949, as amended, authorizes
the Department of Housing and Urban Development Administrator to make
grants to municipalities to assist then in concentrated code enforce-
ment programs in deteriorating areas where such enforcement, together
with certain public and private improvements may be expected to arrest
the decline of the areas, and
WHEREAS it has been found and determined by this body that there exists
in this locality certain deteriorating areas for.which such a public and
neighborhood improvement program would be expected to arrest the decline
of the area and preserve the use and value of the property therein, and
WHEREAS the Urban Renewal and Community Development Agency of Paducah,
Kentucky, has heretofore been authorized and requested to make a feasibility
study and prepare an application for submission to the Department of
Housing and Urban Development for assistance in the City's public improvemen
program, and
WHEREAS said study and application are now complete and prepared
and the Board finds it desirable and advantageous for the City to seek
the assistance of the Department of Housing and Urban Development in
making public improvements, concentrating the code enforcement and saving
a deteriorating area of the City, and
WHEREAS the public portion of the improvements can be obtained
with little additional cost to the City, and
WHEREAS it is recognized that the grant of funds pursuant to Section
117 will impose certain obligations and responsibilities upon the City of

Paducah, Kentucky, among which are the obligations to assure decent, safe
and sanitary housing in accordance with the regulations of the Department
of Housing and Urban Development for any displaced persons, if any, resultin.
from the program, and the obligation to comply with Title VI of the Civil
Rights Act of 1964;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
CITY OF PADUCAH, KENTUCKY:

SECTION 1. That an application be filed with the Department of Housit
and Development on behalf of the City of Paducah, Kentucky, pursuant to
Section 117 of the Housing Act of 1949, as amended, for a Code Enforcement
and Public and Neighborhood Improvement Grant of three-fourths of the cost
of undertaking and carrying out a program estimated to total $770,269.00
over a three year period, in an area to be designated and specifically des-
cribed in such application, and that the City Manager is hereby authorized
and directed to execute and file such application and provide such additional
information and furnish such documents as may be required by the Department
of Housing and Urban Development.
• SECTION 2. That the City Manager be, and he is hereby, authorized
and directed to assure the Secretary of Housing and Urban Development that
the City of Paducah will maintain during the period of the contract, in
addition to the City's expenditures for planning and carrying out any
approved assistance program, a level of expenditures for code enforcement
activities at not less than the normal expenditure for such activities
prior to executing a contract for the proposed program, and that the City
has a satisfactory program for providing in a timely manner all the necessary
public improvements for any approved area.
SECTION 3. That the City Manager be, and he is hereby, authorized
and directed to assure the Secretary of Housing and Urban Development
that there exists in the City an adequate amount of decent, safe and
sanitary housing which is available to any person displaced as a result
of the code enforcement and related improvement programs, at prices which
are within their financial means and which are not generally less desirable
in regard to public utilities and public commercial facilities than the
dwellings of the displaced individuals and families, and it is the sense
of this body that such displacees, if any, will be relocated in accordance
with applicable regulations of the Department of Housing and Urban Development
SECTION 4. That the City Manager be, and he is hereby, authorized
to assure the Secretary of Housing and Urban Development of the full
compliance by the City of Paducah, Kentucky with regulations of the
Department of housing and Urban Development effectuating Title VI of
the Civil• Rights Act of 1964.

SECTION 5. This Resolution shall be in full force and effect from
and after its adoption.
