HomeMy WebLinkAboutOrdinances Book 16, Page 29, No Resolution NumberA RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE SALE TO THE CITY OF PADUCAH, KENTUCKY OF UNIFORMS AND ASSOCIATED CLOTHING FOR THE. MEMBERS OF THE POLICE DEPARTMENT OF SAID CITY, AND PRESCRIBING THE CONDITIONS UPON WHICH PURCHASE SHALL BE MADE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF be PADUCAH; KENTUCKY: SECTION 1. That the City Manager be, and he is hereby, authori- zed and directed to advertise for bids for the sale to the City of Paducah, Kentucky, of uniforms and associated clothing for use by the meml-.ers of the Police Department of said city; total amount approxi- mately $6,x00; and having the following specifications: A. Jackets (Ike) The iacket shall he made of Metcalf No. 386, 14oz., navy blue serFe (an equal quality or better whip -cord material may be sub- stituted at the option of the purchasing officer), bi-swing hack, heavy-dut- satin lining with French blue shoulder straps, one- half inch French blue stripe half -way around each sleeve (top sleeve only) for Patrolmen. One-half inch -red stripe half -way around each slee•,e (top sleeve only) for Sergeant. On all Sergeant's iackets, chevrons (type and color to be same as sample furnished by Paducah Police Department) shall be placed on each sleeve five inches below the shoulder seam. One-half inch Fold stripe (silk cloth braid) on each sleeve for Lieutenant. Two one-half inch Fold stripes (silk cloth braid) for Captain. Three one-half inch Fold stripes on each sleeve (top sleeve only) (silk cloth ),raid) for Assistant Chief. Four one-half inch gold stripes on each sleeve (top sleeve only) silk cloth braid) for Chief. Silver "P" buttons on all iackets (including front, pocket, shoulder strap and sleeve buttons) for Patrolmen. Gold "P" but- tons (including front, pocket, shoulder strap and sleeve buttons) on all iackets for Ser:eant's ranks and above. Paducah Folice Department shoulder patches shall he placed on the left sleeve one inch below the shoulder seam. Shoulder patches are to he furnished Iry the Paducah Police Department. All iackets shall he equipped with four (L.) metal belt hooks fitted on the outside aaistl,and at the proper locations. Metal- lic thread service stars and bars (gold for Sergeant and above, silver for Fatrolien) shall he placed on the left sleeve, center- ed on the outside of the sleeve and beainninr one inch above the one-half inch braid. One star shall represent five (5) years' service and each bar shall represent one (1) year of service. A comi,ination using the maximum number of stars and the minimum 30 number of bars shall he used on each indi,ridual?s Jacket ac- cordinm to his tenure of service. Uniform Coat The uniform coat shall he made of Metcalf No. 3A6, 11, oz., navy blue serge (an equal duality or better whip -cord material rlav be substituted at the option of the purchasinm officer), heavy-duty satin lining,•sinyle breasted. Pleated breast pockets with three point flaps. Hidden side pockets with three point flaps. One- half inch French blue stripe half -way around each sleeve (top sleeve only) for Patrolmen. One-half inch red stripe half -way around each sleeve (top sleeve only) for Sergeant. On all Sergeant's coats, chevrons (type and color to be same as sample furnished by Faducab Police Department) shall he placed on each sleeve five inches below the shoulder seam. One-half inch pold stripe (silk cloth braid) on each sleeve for Lieutenant. Two one-half inch Rold stripes (silk cloth braid) for Captain. Three one-half inch mold stripes on each sleeve (top sleeve only) (silk cloth braid) for Assistant Chief. Four one-half inch mold stripes on each sleeve (top slee!re onlv) (silk cloth braid) for Chief. Silber "P" buttons on all coats (including front, pocket, shoulder strap and sleeve buttons) for Patrolmen. Cold "P" buttons (in- cludin.m front, pocket, shoulder strap and sleeve buttons) on all coats for Sergeant= -s ranks and above. Paducah Police Department shoulder patches shall he placed on the left sleeve one inch below the shoulder seam. Shoulder patches are to be furnished by the Paducah Police Department. All coats shall be equipped with two (2) metal belt hooks fitted on the outside uaistbank at the proper locations. Aletallic thread service stars and bars (gold for Serpeant and above, silver for Patrolmen) shall be placed on the left sleeve, centered on the outside of the sleeve and beein- nine one inch aho-e the one-half inch braid. One star shall represent fire (5) nears of service and each bar shall represent one (1) Bear of -service. Trousers= Fall and :^linter The trousers sI all. They shall have one-quarter cut pockets. Thev shall bare t'ao-inch pelt loops, one -inch gide, no cuffs and reinforced pocket corners. 31 Stock fall and winter trousers, of material quality equal to that of tailor-made garments set forth in these specifications, may be purchased by the individual officer in preference to tailor- made items. D. Trousers - Summer The trousers shall be No. 120, F � P. Metcalf tropical cloth, navy blue. They shall have one-quarter cut pockets. They shall have two-inch belt loops, one -inch wide, no cuffs, and reinforced pocket corners. Stock summer trousers, of material quality equal to that of tailor-made garments set forth in these specifications, may be purchased by the individual officer in preference to tailor- made items. E. Shirts - Winter - Patrolmen 1. The shirt shall be standard quality medium blue Simpson Soulette Poplin, shoulder straps and badge plate with reinforcement to shoulder, pleated pockets, long sleeve, one -button sleeve and regulation type collaw, semi -form fitting. 2. Tailored_ Form Fitting: (Winter - Patrolmen) The shirt shall be standard quality, medium blue, Conqueror Tropical (or equivalent), guaranteed washable fast color, shoulder straps with badge plate with reinforcement to shoulder, pleated pockets, long sleeve, three -button sleeve and regulation type collar, tailored form- fitting. F. Shirts __Winter = Sergeant and above The shirt shall be standard quality white Simpson Soulette Poplin, shoulder strap and badge plate with reinforcement to shoulder, pleated pockets, long sleeve, one -button sleeve and regulation type collar, semi -form fitting. 0. Shirts - Summer - Patrolmen 1'. The shirt shall he standard quality, medium blue Simpson Soulette Poplin, shoulder straps and badge plate with reinforcement to shoulder, pleated pockets, short sleeve, convertible collar, semi -form fitting. 2. Tailored - Form Fitting:_ (Summer -.Patrolmen). The shirt shall he standard quality, medium blue Conqueror Tropical (or equivalent), guaranteed washable fast color, shoulder straps with badge plate with reinforcement to shoulder, pleated pockets, short sleeve, convertible collar, tailored form -fitting. H. Shirts - Summer Sergeants and above The shirt shall he standard quality, white Simpson Soulette Poplin, shoulder straps and hadge plate with reinforcement to shoulder, pleated pockets, short sleeve, convertible collar, semi -form fitting. 32 I. Caps - Sumner Patrolmen_ The cap shall he Wenti.-iorth-Foreman "Headmaster", summer white leatherette, eight point open cane frame, one hole for badge, genuine leather sweatband, silver "P" buttons. J. Caps_-_ Summer - Sergeants and above The cap shall 1-e Wentworth -Foreman "Headmaster", summer white leatherette, eight point open cane frame, one hole for badge, genuine leather sweatband, two rows of gold soutache and Fold "P" buttons. K. Caps - iVinter - Patrolmen The cap shall be all wool nary blue serge, eight point open cane frame, one hole for badge, with a lace hand over cane Brame, Silver "P" buttons. L. Caps_- Winter - SerFeants and above The cap shall he all wool navy blue serge, eight point open cane frame, one hole for badge, lace hand over cane frame, two rows of Fold soutache and mold "P" buttons. M. Ties The tie shall be Mack dacron and wool, clip on, choke proof type, or four-in-hand style. bi. T"iscellaneous items leather Foods, shoes, etc. as selected l,v Officer. The items to be 'bid upon shall be for all purchases made by the City for a period of one year from the date a purchase contract is executed. Each bidder must lid upon each item with unit prices for same and incomplete bids .rill he resected. The contract will be awarded on an overall 'oasis and no split contracts will he awarded. Each 'r;idder must state the delivery time required from date of purchase order. SECTION 2. The Ci.t,r T•anar-er shall advertise for sealed bids 1�y postinF a notice at the City Hall door and !,y i.nsertinF notice of the request for ?,ids in the Sun -Democrat to 1e published not less than seven (7) days nor more than twent,­one (21) days before the date fired for the openinj• of lids. All bids shall he sealed and no 1,id shall be received after the hour fired in the notice for the opening of same. All bids received by the City i-'anarrer up to the time fixed in the notice for the opening of same shall be filed J :•rith the Board of Commissioners who may let a contract to the lowest and hest bidder, and said Poard reserves the rir-ht to reject any and all kids and the City shall not become legally obligated to any bidder until the adoption of an ordinance authorizing the execution of a purchase contract. SECTION 3.
