A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR
BIDS FOR AN ADDRESSING MACHINE FOR USE BY THE FINANCE DEPARTMENT OF
THE CITY OF PADUCAH, KENTUCKY
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, authorized
and directed to advertise for bids for the sale to the City of Paducah,
Kentucky,for one (1) addressing machine for use by the Finance
Department, having the following minimum specifications:
Automatic operation with capability of writing up to 400
characters from master record at speeds of up to 125 forms
per minute in one run, and from a single master record file,
the unit must be capable of selecting a classified list, and record
data with automatic or visual control. The machine
must be capable of making consistently excellent quality
carbon ribbon impressions and master records must remain clean
in the operation. A control must be provided to handle varying
form thicknesses and varying number of copies. Control elements
should be located on one compact, easy -to -reach panel. Programming
controls must be clearly marked and permit instant machine
set up. Foot controls must be available to permit skip, repeat,
and consecutive writing. The unit must be equipped with graduated
front and side gauges to permit fast, accurate form registration.
The unit must provide illumination for the work area. The
addressing machine must contain a counter with at least five
figures. The machine must be constructed in such way as to
provide automatic and visual selection of and from master records.
The equipment must be adaptable for single column listing on
plain or ruled sheets for use in payroll and tax assessing
work. The equipment must be capable of continuous feeding
of unit forms at full machine speed.
All bidders shall state the amount they will accept in cash
for the purchase of the addressing machine they offer for sale, and
the amount each will allow for a trade-in of a 1955 model addressing
machine now located and used in the Finance Department of the City of
Paducah, and all bidders must include all applicable taxes.

SECTION 2. The City Manager shall advertise for sealed bids
by posting a notice at the City Hall door and by inserting notice of the
request for bids in the Sun -Democrat not less than seven days nor more
then twenty-one days before the opening of same. All bids shall be
sealed and no bid shall be received after the hour fixed in the notice
for the opening of same. All bids received by the -City Manager up to
the time fixed for the opening of same shall be filed with the Board of
Commissioners who may let a contract to the lowest and best bidder,
and the Board of Commissioners shall reserve the right to reject any
and all bids and the City shall not become legally obligated to purchase
same until the adoption of an ordinance authorizing the execution of a
purchase contract.
SECTION 3. This resolution shall be in full force and effect
from and after its adoption.
