ORDINANCE NO. 69-10-251
AN ORDINANCE ESTABLISHING A CITY OF PADUCAH, KENTUCKY, URBAN
BEAUTIFICATION PROGRAM ACCOUNT FOR RECEIVING AND DISBURSING ALL LOAN
AND GRANT FUNDS UNDER SAID PROGRAM FROM THE UNITED STATES OF AMERICA,
PURSUANT TO CONTRACT NO. KY. B-1 (G), AND PRESCRIBING PROCEDURES AND
USES FOR SAID ACCOUNT
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF,
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be, and he is hereby, authorized
and directed to establish a City of Paducah, Kentucky Urban Beautification
Program Account at the Citizens Bank & Trust Company in Paducah, Kentucky,
for the purpose of receiving and disbursing all loan and grant funds
received from the United States of America pursuant to Urban Beautifica-
tion Contract No. Ky. B-1 (G).
SECTION 2. In establishing said account the City Manager will
comply with U. S. Department of Housing and Urban Development Circular
No. 1900.7 dated January 16, 1969, and all amendments thereto, including
the completion and execution of Form, HUD 274 and its transmission to
the Regional Accounting office.
SECTION 3. That all receipts and disbursements be strictly
accounted for and that no disbursement be made that is contrary to law
or the specific purposes authorized under the Urban Beautification
Contract No. KY. B-1 (G).
SECTION 4. That funds in said account be disbursed on the
signatures of two authorized individuals, and that the initial
authorized signatures be those of R. H. Overstreet, as City Manager,
and Ben C. LeRot, as City Treasurer, and as hereafter may be changed
by motion of the Board of Commissioners without resort to amendment
of this ordinance.
SECTION 5. That this ordinance shall be in full force and effect
from and after its adoption.
