IN THE AMOUNT OF $239,1•$1,.80 FOR THE CONSTRUCTION OF SEWERAGE EXTENSIONS CONTRACT A - 196G FOR THE CITY OF PADUCAH, KENTUCKY; DECLARING SAID BID TO BE THE LOWEST RESPONSIBLE BID RECEIVED AND DECLARING SAID BIDDER TO BE THE LOWEST RESPONSIBLE BIDDER: AUTHORIZING THE CITY MANAGER TO EXECUTE, ON BEHALF OF SAID CITY, A CONTRACT FOR SUCH CONSTRUCTION AND PRESCRIBING THE TERMS AND CONDITIONS OF SUCH CONTRACT WHEREAS on August 21, 196x, the Board of Commissioners of the City of Paducah, Kentucky, adopted a resolution authorizing the City Manager to advertise for ?maids for the construction of sanitary sewerage extensions Contract A - 1965 according to plans and specifications prepared b-• Edward T. Hannan & Associates, Inc. of Paducah, Kentucky, and WHEREAS thereafter the Citv Manager did advertise for such bids, and WHEREAS thereafter 1 -ids were submitted by -arious bidders for such construction, and WHEREAS E. A.' Sullivan, Inc. submitted a bid in the amount of $239,184.80 for such construction, which bid was not the lowest monetary bud received but was the second lowest bid in dollars and cents, and WHEREAS heretofore on this day the said Board of Commissioners by motion rejected the lowest -bid in dollars and cents, under authority as set forth in the aforesaid resolution and advertisement for bids, and because said Board was not satisfied as to the responsibility and qualifications of the lowest bidder in dollars and cents, said bidder not having filed a statement of his qualifications as requested in the bidding documents, and WHEREAS it is the opinion and decision of said Board of Commissioners that the hid of E. A. Sullivan, Inc. should be con- sidered and accepted as the lowest responsible bid received for such construction, and that said bidder should be considered and declared the lowest responsible bidder, all of which is and will be more in keeping with the Fest interest of the public, citizens and taxpayers of Paducah and the needs of said city. NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That the bid of E. A. Sullivan, Inc. in the amount Of $239,1.$4.$0 for the construction of Sewerage Extensions Contract A - 196`, according to plans and specifications prepared by Edward T. Hannan and Associates, Inc. of Paducah, Kentucky, be determined to be, and is, the lowest responsible bid submitted to the City for such construction 753 and that the said E. A. Sullivan, Inc. be determined to me, and is, the lowest responsible bidder in connection therewith. SECTION 2. That the City of Paducah, Kentucky, subject to the conditions hereinafter set out, accept the bid of E. A. Sullivan, Inc. in the amount of $239,181..80 for the construction of Sewerage Extensions Contract A - 196s for said City, subject to all the terms and conditions contained in the documents on which said bidder based its bid for said c(instruction, such documents havinc been prepared by Edward T. Hannan and Associates, Inc. Consulting Engineers of Paducah, Kentucky in August, 196`, entitled "SPECIFICATIONS FOR THE CONSTRUCTION OF SEWERAGE EXTENSIONS CONTRACT A - 196s FOR THE CITY OF PADUCAH, KENTUCKY". SECTION 3. Acceptance of the bid of E. A; Sullivan, Inc. as set out in Section 2 hereof shall be conditioned upon the proper execution of all contract documents by said bidder. SECTION 4.. Upon the approval by the Corporation Counsel of all bonds and contract documents in connection herewith, the City Manarer of the aforesaid City is hereby authorized to execute said contract for and on behalf of said City. SECTION 5. All sums of monev to be paid to the aforesaid E. A. Sullivan, Inc. shall he paid from the proper funds provided for by the issuance and sale of $600,000.00 Sewer Revenue Bonds of said City, Series of 196: . . SECTION 6. This ordinance shall be introduced and remain on .file for at least one (1) week for public inspection in the completed form in which it shall -he put upon its final passage, and if adopted shall be in full force and effect ten (10) days thereafter.
