AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH-MCCRACKEN
COUNTY PLANNING COMMISSION RESPECTING THE AMENDMENT OF SECTION 11:
OF THE PADUCAH ZONING ORDINANCE -19F1, THE ADDITION OF A NEW SECTION
TO SAID ORDINANCE ESTABLISHING A "CIVIC CENTER ZONE", AND THE
REZONING OF PROPERTY ON THE NORTH SIDE OF WASHINGTON STREET BETWEEN
3RD STREET AND 9TH STREET, AND ON THE SOUTH SIDE OF blASHINGTON STREET,
BOTH SIDES OF CLARK STREET, AND THE NORTH SIDE OF ADAMS STREET,
BETWEEN 3RD STREET AND PTH STREET, AND AMENDING THE SAID ORDINANCE
IN THPSE RESPECTS
BE IT ORDAINED BY THE BOARD OF COI�SIISSIOPIERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That a Resolution adopted by the Faducah-TT1cCracken
County Planning Commission on January 6, 1965, entitled "A RESOLUTION
CONSTITUTING THE FINAL REPORT OF THE PADUCAH-McCRACKEN COUNTY PLANNING
COMMISSION ON THE PROPOSED AMENDMENT OF SECTION 1L OF THE PADUCAH
ZONING ORDINANCE -1961, THE PROPOSED ADDITION OF A NEW SECTION TO SAID
ORDINANCE ESTABLISHING A 'CIVIC CENTER ZONE', AND THE PROPOSED REZONING
OF PROPERTY ON THE NORTH SIDE OF WASHINGTON STREET BETWEEN 3RD STREET
AND 9TH STREET, AND ON THE SOUTH SIDE OF WASHINGTON STREET, BOTH SIDES
OF CLARK STREET, AND THE NORTH SIDE OF ADAMS STREET, BETWEEN 3RD
STREET AND STH STREET", shall be, and it is hereby approved as the
final report of said Commission respecting the matters therein set forth.
SECTION 2. That Section 1L of the Paducah Zoning Ordinance -1961
(Ordinance Book 1L, page 507,)shall be, and it is hereby, amended so
that it will read as follows:
"S U. Establishment of Zones: For the purpose of this
ordinance, the City of Paducah is hereby divided into

fourteen L•) zones designated as follows:
(,/1- G C-1 Conservar_cv Zone
R-1 One -Family Zone
R-2 One -Family Zone
R-3 Two -Family Zone
R -L Multiple Dwelling Zone
B-1 Neighborhood Business Zone
B-2 Downtown Business Zone
B-3 General Business Zone
B-1 Commercial Zone
B-5 Shopping Center Zone
B-6 Civic Center Zone
I1I-1 Ganeral Industrial Zone
M-2 Industrial Zone
M-3 Heavy Industrial Zone"
SECTION 3. That said Paducah Zoning Ordinance -1961 shall be
supplemented and enlarred by adding a new section to Title VI thereof,
reading as .follows:
"S 26-A, B-6 Civic Center Zone.
A. PURPOSE
1. To strengthen those cultural and governmental services
which benefit the entire region, but which can only be
supported in the Civic Center.

2. To provide a separate and compact area for these
important uses.
3. To rive the city a more effective visual relationship
to downtown.
4. To provide, in the design of the civic buildings and
open spaces, a focal point for urban aesthetics and
civic pride,
P„ PERMITTED USES
1. Any use permitted in theR-4 Multiple Dwelling Zone
provided that all R-4 uses shall Be subject to the same
limitations and controls for lot area, yards and build-
ing size as specifically set forth in 520,
2. The Following Uses - provided they are conducted wholly
within a builaing, except for off-street loading of
delivery vehicles which are incidental thereto as
required in 39.
(a) Automobile sales and service
(b) Bank or Saving -s and Loan Association
(c) Business School or Private School operating
as a commercial enterprise
(d) Fraternal Clubs and/or Civic Organizations
(e) Hotel or Motel
(f) Medical or Dental Clinic
(7) Mortuary
(h) Multiple Family Dwelling Units
(i) Office, Business or Professional
(j) Public Buildings, City, County, State and Federal
(k) Public Parking Area
(1) Restaurant or Tea Room, excluding entertainment
and drive-in facilities
Upon the discretion and determination of the Planning
Commission, the following uses will be permitted within
a Motel or Hotel or within Office, Business or Professional,
buildings:
(a) Apothecary
(b) Bar and Cocktail Lounpe, only when in connection
with a hotel, motel or restaurant
(c) Barber Shop
(d) Beauty Shop
(e) Book or Stationery Store
(.f) Camera Shop
(e,) Florist Shop
(h) Gift Shop
(i) Jewelry Store
0 ) Package Liquor Store
3. The above specified stores, shops or business shall be
retail establishments selling new merchandise exclusively.
4. Plans for building construction and architectural
desiPn, parking areas, yards, driveways, entrances
and exits shall be approved by the Enforcement Officer
and the City Engineer actino ,jointly in consultation
with the City Planner and the Planning Commission and
they may require such changes therein as may be deemed
necessary or desirable to insure proper design stand-
ards, to minimize traffic difficulties, to safea,uard

adiacent properties and to insure that the institu-
tional character of the Civic Center is preserved.
5. Sign - Any exterior sign displayed shall pertain only
to a use conducted within the building, shall not
include flashing lights or animated fixtures, advertis-
inn banners, pennants, spangles or similar devices,
may not extend over any property.line and shall be
located thirty (30) feet or more .from a Residential
use. In no case shall a sign project above the roof
line, or exceed twelve (12) square feet without the
expressed approval of the Planning Commission.
6. Uses Customarily Incident - to any of the above uses
and accessory buildings, when located on the same lot,
including a garage for the exclusive use of the patrons
of the above stores or businesses.
7. Public Parking Area - For exclusive use of the patrons
of the stores, shops, or businesses in the immediate
Civic Center Zone when located and developed as required
in 39.
C. Height
1. Maximum Height - 4.5 feet
2. Exceptions to height regulations are provided in 531.
D. Yards
1. Front Yard - Where the block frontage is located wholly
in the Civic Center Zone and is not of residential use,
and the distance between the Center line of the Street
and the front property line is forty (40) feet or more,
no setback is reauired. Where the distance between the
Center line of the Street and the front property is less
than forty (40) feet, the ground floor setback of the
business structure or use shall be sufficient to provide
a forty (40) foot open space between the Center Line of
the street and said.business structure or, use.
2. Side Yard - Where the side of a lot in the Civic Center
-Lone abuts upon the side of a lot in residential use
there shall be a side yard of not less than four (4)
feet for each story of height, but such side yard shall
not be less than sir, (6) feet in width. In all other
cases, a side yard for a business building shall not be
required, but if provided, it shall not be less than
four (4) feet in width.
3. Rear Yard - Where the rear of property in the Civic
Center Zone abuts a lot in residential use there shall
be a rear yard of not less than twenty (20j per cent
of the depth of the lot, but such rear yard need not
exceed twenty (20) feet. In all other cases, no rear
yard shall be required, but if provided, it shall be
no less than four (4) feet in depth.
Jt. Lot Area - Every lot shall have a minimum width of
fifty 50) feet at the building line and a minimum
area of 6,000 square feet."
SECTION L. That the zone classification of the following
property shall be, and it is hereby, changed from R-3 Two -Family Resi-
dential and R-4 Multiple Famil,> Residential and B-3 General Business to
B-6 Civic Center Zone:
Beginning at the intersection of the center lines of
Washington Street and Eighth Street; thence west, along
the center line of Washington Street, 90.75 feet; thence
at right angles north 206.25 feet; thence at right angles
east to a point mid -way between 3rd Street and 4th Street;
thence at right angles south to the center line of Adams
Street; thence west, along the center line of Adams Street,
to the center line of 8th Street; thence north, along- the
center line of 8th Street, to the beginning.

SECTION 5. That the said Paducah Zoning, Ordinance -1961. and the
Naps referred to in Section lh thereof shall be, and they are hereby,
amended to the extent and in the respects necessary to effect and
designate the zoning classification chance provided for in Section 4
hereof.
SECTION 6. That if any section, paragraph or provision of
this Ordinance shall be found to be inoperative, ineffective or invalid
for any cause, the deficiency or invalidity of such section, paragraph
or provision shall not affect any other section, paragraph or provision
hereof, it heinp the purpose and intent of this Ordinance to make each
and every section, paragraph and provision hereof separable from all
other sections, paragraphs and provisions.
SECTION ^,•. This ordinance shall be in full force and effect
from and after its adoption.
