A RESOLUTION AUTHORIZING BURNS & McDONNELL, CONSULTING
ENGINEERS OF KANSAS CITY, MISSOURI, TO INVESTIGATE AND REPORT TO THE
BOARD OF COMMISSIONERS AS TO CERTAIN MATTERS PERTAINING TO THE SEWER
IMPROVEMENT PROGRAM OF THE CITY
WHEREAS (1) the voters of Paducah rejected the $3,000,000.00
revenue bond proposal submitted on November 3, 1964 for construction of
relief and sanitary sewers, and
WHEREAS, (2) Kentucky Water Pollution Control Commission has
issued an order prohibitinp sewer connections in that part of the City
served by the overloaded combined sewers, and
WHEREAS, (3) the Board of.Commissioners are determined to do all
within their power to discharge their responsibility in this matter to
the citizens of Paducah, and
WHEREAS, (4) the City heretofore -employed Burns & McDonnell,
Consulting Engineers of Kansas City, Missouri, to make studies of the
aforesaid problems and to submit reports and recommendations regarding
the solution thereof, the estimated cost, and the manner of financing
the same; and such reports and recommendations have been submitted
and have been thoughtfully considered and discussed by the Mayor and
Commissioners; and Burns & McDonnell, being familiar with these problems,
possess the knowledge to make recommendations to the City on such
matters.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That Burns & McDonnell be authorized to investigate
and report to the Board of Commissioners on the following items:
(a) The minimum program acceptable to the Water Pollution
Control Commission for immediate construction by a revenue bond issue
to rescind temporarily the present ban on sewer connections.
(b) The minimum ultimate program acceptable to the Water
Pollution Control Commission for rescinding permanently the ban on
sewer connections.
(c) The minimum sanitary sewer construction program acceptable
to the City -County Health Department.
(d) A revised method of financing the minimum projects.
(e) Prepare a revised rate schedule for financing that part
Of the project to be constructed from a revenue bond issue including
a rate schedule for connection charges to proposed sanitary sewers.
SECTION 2. This Resolution shall be in full force and effect from
and after its adoption.
