PADUCAH, KENTUCKY, APPROVING THE PLANS FOR THE CONSTRUCTION OF A
CITY HALL PREPARED BY EDWARD DURELL STONE, ARCHITECT OF NEW YORK CITY,
AND LEE POTTER SMITH & ASSOCIATES OF PADUCAH, KENTUCKY, ASSOCIATE
ARCHITECT; AND AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR
THE CONSTRUCTION THEREOF UPON CONCURRENCE OF THE REGIONAL OFFICE OF
HOUSING AND HONE FINANCE AGENCY
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY: I
SECTION 1. That the City of Paducah, Kentucky, by and through 1
its Board of Commissioners, does now approve the plans for the con-
struction of a city hall prepared by Edward Durell Stone, Architect
of New York City, and Lee Potter Smith & Associates of Paducah,
Kentucky, Associate Architect, such construction being knownas
Project No. APW-KY-44G.

SECTION 2. That upon the concurrence hereof by the Regional d
Office of Housing and Home Finance Agency, the City Manager is herebyOf
authorized and directed to advertise for bids for tha afl, 11i
of the city hall mentioned in Section 1 hereof, using substantially
the following form:
"ADVERTISEMENT FOR BIDS
"Project No. APW-KY-44G
Citv of Paducah Kentucky
Owner
"Separate sealed bids for the construction of a City Hall for the
City of Paducah, Kentucky, will be received by the City of Paducah,
Kentucky, in the Commissioners' Chamber, Third Floor, City Hall,
Paducah, Kentucky, until 2:00 o'clock P.M. (C.S.T.), 8 May 1963,
and then at said office, publicly opened and read aloud.
"The Information for Bidders, Form of Bid, Form of Contract, Plans,
Specifications, and Form of Bid Bond and Performance Bond may be
examined at the following:
Edward Durell Stone, Architect, New York, New York.
Lee Potter Smith & associates of Paducah, Inc., Paducah, Kentucky.
Associated General Contractors, Paducah, Kentucky.
Southern Illinois Builders Association, Belleville, Illinois.
Builders Exchange, Louisville, Kentucky.
F. W. Dodge Corporation Plan Rooms in the Cities of Memphis,
Tennessee; Nashville, Tennessee; Louisville, Kentucky;
Evansville, Indiana; St. Louis, Missouri.
"Copies may be obtained at the office of Lee Potter Smith & Associates
of Paducah, Inc., 2221 Broadway, Paducah, Kentucky, upon payment of
$100.00 for each set. Any bona fide bidder, upon returning such
set promptly (within two (2) weeks after bid opening), and in good 1
condition, will be refunded his payment, and any nonj
so returning such a set bill be refunded $70.00. -bodder upon

"Each bidder must deposit with his bid, security in the amount, form j

"Attention of bidders is particularly called to the requirements as
to conditions of employment to be observed and minimum wage rates
to be paid under the contract.
"No bidder may withdraw his bid within 30 days after the actual date
of the opening thereof.

The City Manager shall advertise for sealed bids by posting a
notice at the City Hall door and by inserting notice of the request for
bids in the Sun Democrat to be published not less than seven (7) days
nor more than twenty-one (21) days before the date fixed for the opening
of bids. The City Manager may publish the notice of the request
for bids more than one (1) time in the Sun Democrat and any other
publication at his discretion. All bids shall be sealed and no bid
shall be received after the hour fixed in the notice for the opening
of same. All bids received up to the time fixed in the notice for the
opening of same shall be filed with the Board of Commissioners who
may let a contract to the lowest and best bidder, and the Board of
Commissioners shall reserve the right to reject any and all bids and
the City shall not become legally obligated to any bidder until the
adoption of an ordinance authorizing the execution of a purchase contract.
SECTION 3. This Resolution shall be in full force and effect
from and after its adoption.
